Head of PLO body for Martyrs’ families and prisoners: Israeli deduction of terror salaries from PA tax transfers is “illegal and constitutes an act of robbery, state terror,” payments are “welfare money” and will continue

      “Chairwoman of the [PLO] Families of the Martyrs and Wounded Institution Intisar Al-Wazir condemned the Israeli Parliament’s decision to deduct the allowances (mukhassasat) of the families of the Martyrs (Shahids) and the prisoners from the PA’s tax money (sic., the Israeli Parliament Committee on Security and Foreign Affairs passed a bill to the Israeli Parliament for final voting; see note below), and considered this an inhumane act that harms the lives and livelihood of thousands of Palestinian families that have lost their provider and struggled and sacrificed the lives of their sons and their freedom in order to resist the occupation.
Al-Wazir added that this action of deduction is illegal and constitutes an act of robbery, state terror, and a new way for the occupation to subjugate the Palestinians and eliminate their legal rights that are anchored in international law and norms.
Al-Wazir emphasized that the allowances of the Martyrs’ families, the wounded, and the prisoners are welfare money that are meant to strengthen the society and defend it from extremism and deviance. This is because the families that receive these allowances have lost their provider at the hands of the occupation and the Israeli system of war, and are in need of aid as is done more of less throughout the world, and they are not connected to any political or security body and are subject to inspection, monitoring, and transparency. Al-Wazir calmed the families of the Martyrs and the prisoners regarding the continued payment of their allowances, and emphasized that the institutions working in this sector are continuing their work, and the occupation’s steps do not deter them from carrying out the humanitarian and social work. Al-Wazir also called on the international institutions and human rights organizations to act quickly and intervene in order to stop this humanitarian crime.”

Law to deduct terror salaries from PA tax money - A law to deduct the amount of money the PA pays imprisoned terrorists and families of "Martyrs" from the tax money Israel collects for the PA, which was passed by the Israeli Parliament on July 2, 2018. The law freezes the deducted money and has Israel hold it indefinitely. Should the PA not pay terrorists' salaries or allowances to families of "Martyrs" for a full year, the Israeli government would have the option of giving all or part of the frozen money to the PA.
