Nabil Shaath is a Fatah MP, the Commissioner of International Relations and a former Central Committee member. In Febuary 2017, he was appointed by Abbas as his advisor on Foreign Affairs and International Relations, with the rank of minister.

Abbas’ advisor supports right of return. rejects unpublished US peace plan

      "[PA] President [Mahmoud Abbas'] advisor on Foreign Affairs and International Relations Nabil Shaath said that occupation [Israeli] Prime Minister Benjamin Netanyahu wishes through his statements – in which he demanded to carry out an additional cut in the support provided to UNRWA (UN Relief and Works Agency for Palestine Refugees in the Near East) and to transfer its offices to Jordan (sic., Netanyahu reportedly called to transfer UNRWA authority and funds to other bodies such as the Jordanian government and UNHCR (The UN Refugee Agency); see note below –Ed.) – to complete his settlement enterprise in Palestine, and to put an end to the issue of the refugees and their right of return. Shaath emphasized in a statement to the [PA] state radio station The Voice of Palestine that no one can ignore the refugees' right of return… Shaath said that the American proposal to settle the refugees as part of what is called the ‘deal of the century' is a real crime (Details of the US plan are unknown as it has not yet been published –Ed.). He explained that the leadership has not been waiting for 'the lie of the century,' as it put it, and rejected the American role and [US President Donald] Trump's plan even before he has announced it."

      "Palestinian [PA] President Mahmoud Abbas' advisor [on Foreign Affairs and International Relations] Nabil Shaath said that the salaries (rawatib) of the families of the prisoners and Martyrs (Shahids) constitute social aid that the PA provides to the families. Shaath added in a speech at the Herzliya Conference for security [of the IDC Herzliya Institute for Policy and Strategy] near Tel Aviv on Thursday [June 21, 2017] that the salaries are a social obligation towards innocents that have been harmed as a result of the imprisonment or killing of their loved ones as a result of the military occupation.
He noted that the Israeli occupation authorities have arrested approximately a million Palestinians since [Israel’s] establishment in 1948, and added: 'One of every three Palestinian men has served a prison sentence in an Israeli prison - can an intelligent person claim that these million people are terrorists?' He added: 'Honestly, to describe all of our political prisoners as terrorists is racist rhetoric.'"

“[PA] President Mahmoud Abbas’ advisor on Foreign Affairs [and International Relations] Nabil Shaath said today, Wednesday [March 1, 2017], that American President Donald Trump’s administration is still limiting the dialogue with the Palestinian leadership to the security aspect alone, and is not holding any official political discussion with it.
Shaath noted in an interview with the [official Chinese] news agency Xinhua that… the Palestinian side is prepared to hold any type of discussion with the Trump administration, as long as it does not transfer the American embassy in Israel from Tel Aviv to occupied Jerusalem, and does not back down from the two-state solution, and in this way maintains the foundations of the peace process…
He also noted that the central Palestinian priorities include ‘opposing all of the possibilities of transferring the American embassy in Israel to Jerusalem, after the Trump administration postponed the matter but did not cancel it, which still concerns us.’”

      “Fatah Central Committee member and Fatah Commissioner of International Relations Dr. Nabil Shaath said today, Thursday [Feb. 4, 2016], on the anniversary of George Habash’s death: ‘We lost a unique national leader, who guarded the historic basic principles, and he had an important role in guarding the PLO, the only legal representative of the Palestinian people.’
This was said during a ceremony in Nablus in honor of the eighth anniversary of the death of Dr. George Habash, founder of the movement of Arab nationalists and leader of the Popular Front for the Liberation of Palestine (PFLP). Shaath referred to Martyr (Shahid) Habash’s role in the realization of Palestinian national unity and the continuation of the Palestinian struggle for return and self-definition, and for his role as a true partner of Yasser Arafat, particularly in difficult moments and crucial decisions… He said: ‘Habash was a courageous and smart fighter, who guarded the unity and basic principles. In our present stage we are inspired by his national chronicles and the chronicles of his struggle, to restore the legitimacy of the PLO and to continue the struggle against the Israeli enemy and the settlement occupation.

George Habash - Founder of the terror organization Popular Front for the Liberation of Palestine (PFLP). The PFLP has planned and carried out numerous terror attacks against Israeli civilians since its founding in 1967 and throughout the Palestinian terror campaign between 2000- 2005 (the Intifada).

“Fatah Central Committee member and Fatah Commissioner for International Relations Nabil Shaath called on France and the Western European countries to recognize the State of Palestine immediately and impose sanctions on Israel in order to compel it to put an end to the occupation.
Shaath stated in a meeting with a European delegation representing the European Parliament and Palestine relations committee (i.e., Delegation for Relations with Palestine): ‘The Palestinian leadership has in principal accepted the French plan , despite the international engagement in the Syrian crisis and the US and Israel’s opposition…’
Shaath briefed the delegation on the Palestinian political action plan and the internal reconciliation meetings, intended to bring the [Fatah-Hamas] rift to an end, establish a national unity government, hold presidential and parliamentary elections, and support and reinforce the peaceful popular uprising.”

PA leaders and officials have legitimized Palestinian violence by quoting UN resolution 3236 which "recognizes the right of the Palestinian people to regain its rights by all means." The PA interprets "all means" as including violence against civilians, but has chosen to ignore the continuation of the resolution which states that the use of "all means" should be "in accordance with the purposes and principles of the Charter of the United Nations..." The UN Charter prohibits targeting civilians, even in war. Chapter 1, Article 1, opens by saying that "international disputes" should be resolved "by peaceful means.

     "Asked about his expectations regarding the possibility of escalation of the popular insurgency, [Fatah Central Committee member Nabil] Shaath refused to describe it by this term (insurgency) [parentheses in source], and said: ‘I do not like to call it popular insurgency (habba jamahiriya). As far as I am concerned, it is the third intifada, (intifada thalitha) and this time it is our young who started it, particularly in Jerusalem.’… Regarding the concern of losing control over the situation and the popular insurgency turning into an armed intifada, Shaath clarified that he is not interested in things deteriorating and getting out of control, and turning into a military intifada, as happened in the second Intifada (i.e., PA terror campaign 2000-2005), and explained this by saying: ‘It is not because we are against armed conflict. We carried out armed conflict for 38 years, and the Fatah Central Committee sacrificed 14 Martyrs. The reason is that we think that according to how things appear at the moment, the situation cannot continue as it is, and Hamas already tried this in Gaza, and we tried it in the West Bank.’ In addition, he noted that the price is very high... Shaath added: ‘We did not choose military resistance because facts have shown that we cannot liberate the homeland by that means, at least not at this stage, as it has a high price, and will drag us into the cycle [of violence] in which Israel is interested. This does not mean that we do not see armed conflict as a main means, but we are opposed to it [at the moment], but we have the right to choose it, as we are fighting against Israeli soldiers who are occupying our land.”
