      “Interim [PA] Prime Minister Rami Hamdallah said in his speech at the ceremony launching the Arab Training Program that is being organized by the National School for Management: ‘With new aggression, Israel has deducted the salaries of the families of the prisoners and the Martyrs (Shahids) from the Palestinian tax money (refers to implementation of Israel's Anti “Pay-for-Slay” Law to deduct terrorist salaries; see note below –Ed.). This is in order to increase the strangulation and tighten the siege on our people financially and economically, and in order to destroy our ability to fulfill our obligations. We have emphasized and still emphasize that we are capable of overcoming the current crisis and strengthening our national enterprise through popular unity around His Honor [PA] President Mahmoud Abbas. We say to them that in accordance with President Mahmoud Abbas’ instructions, the first salaries that we will pay are the salaries of the Martyrs and the prisoners (today or tomorrow) [parentheses in source], and with patience and cooperation we will soon be able to pay part of the public employees’ salaries.’”

Posted text: "The law on deducting the allowances of the prisoners and wounded from the tax money, which the Israeli Parliament ratified last June [2018], and which the Israeli [Security] Cabinet ratified a short time ago (refers to implementation of Israeli law to deduct terrorist salaries from PA tax money; see note below –Ed.), is nothing but a continuation of the racist Israeli legislation… and the collapse of the two-state solution and every opportunity to establish an independent and sovereign Palestinian state on the 1967 borders with Jerusalem as its capital.
This is a violation of the Fourth Geneva Convention (see note below –Ed.) and of the international conventions, and a violation of the interim agreement [of the Oslo Accords] that was signed in September 1995 by Israel and the PLO (see note below –Ed.). Therefore, putting hands on this money and holding onto it is considered a theft of the general Palestinian money, and a crime of an international nature."

Official PA TV newsreader: "PLO Executive Committee Secretary [and Fatah Central Committee member] Saeb Erekat said that on orders from [PA] President Mahmoud Abbas, [PA] Prime Minister Rami Hamdallah sent a letter to the American administration in which he demanded that it stop the security aid, if the law called the 'anti-terror' law (i.e., the Anti-Terrorism Clarification Act of 2018; see note below) is implemented. In an interview on the [official] PA TV program Topic of the Day, Erekat said that the American administration officially received the letter four days ago [Jan. 16, 2019], but until now no response to the letter has been received from America.”
Official PA TV reporter: “At a time when the American administration is acting in Congress to implement the law called 'the terror law,' which gives it the right to submit lawsuits against states that receive aid from it, the [PA] leadership sent a sharp letter to the White House administration on the orders of President Mahmoud Abbas, in which it emphasized its relinquishment of Washington's security aid if this law is implemented."

        "[PA] Prime Minister Rami Hamdallah said: 'We will not bargain over our political positions and national principles for money. We are being subjected to great political pressures but we will deal with them and find solutions, and we will not surrender.'
Hamdallah added in his meeting today, Thursday [Aug. 2, 2018], in Ramallah with a selection of journalists, editors-in-chief, and writers… that 'I do not think that there is one Palestinian who can abandon Jerusalem and the refugees. We will not bargain over the basic principles for money, and they attempted to pressure us in the past but did not succeed.' […] He also added: 'We are now paying the water, electric, and sewage bills and the medical referrals in the Gaza Strip, and what is important for you to know is that we have 35,000 [public] employees in the Gaza Strip for whom we are paying 50% of their salaries, after having paid 70% in the past.'"

PA Prime Minister: UK must apologize for “historical injustice” of the Balfour Declaration

The Balfour Declaration of Nov. 2, 1917 was a letter from British Foreign Secretary Arthur Balfour to Baron Rothschild stating that “His Majesty's government views with favour the establishment in Palestine of a national home for the Jewish people.” In 1922, the League of Nations adopted this and made the British Mandate “responsible for putting into effect the declaration,” which led to the UN vote in 1947 and the establishment of the State of Israel.

Prime Minister Rami Hamdallah said today that the [PA] government has in the last decade transferred approximately $17 billion from the [state] treasury to the Gaza Strip.
He added: 'The basic salary of the Gaza Strip [public] employees has not been harmed, and only some of the additions have been reduced, while other additions remained as they were, so that we can manage the financial crisis that is befalling us.'
The [Fatah] branch said that these statements 'are illogical and empty of content.' It noted that the claim that the reduction applies only to the additions without any harm to the basic salary in any way is ‘a hollow and inaccurate statement.' It added that the additions of the civilian and [PA] Security Forces employees are a right anchored in law and must not be harmed.
The movement added: 'If the government's version regarding the difficult financial crisis is correct, why are all of the Palestinian [public] employees not harmed by it in the West Bank and the Gaza Strip alike, and primarily the prime minister and ministers?'"

“The [PLO] National Association of the Martyrs’ Families of Palestine demanded to return to paying the monthly allowances (mukhassasat) of the Martyrs’ (Shahids’) families whose allowances were stopped last month [February 2017].

PA paying 60,000 workers to not work

EU biggest donor to the PA, but stopped payments to Gaza civil servants who are not working

The prime minister emphasized that he has made great efforts for more than a year to get the EU to change its decision to adopt a new policy on everything regarding the financial aid to the Gaza Strip in 2017, manifested by stopping the allocation of the European aid money for the payment of salaries of PA employees in the Gaza Strip... The prime minister elaborated that at the moment the EU is paying the salaries of 17,000 civilian [PA] employees in the Gaza Strip, at an average of 1,000 [Israeli] shekels a month, while the government is responsible for paying the salaries of the rest of the civilian employees, who number 11,000, in addition to the difference in the salaries due to all of the civilian employees, and in addition to all of the salaries of the 35,000 military PA employees (i.e., PA police, Presidential Guard, National Security Forces) in the Gaza Strip. For example, let's speak frankly, the US approved $263 million in 2016 as aid to the government. Look, 2016 is about to end, no shekel or agora, or dinar or dollar has been paid, if we speak frankly. We hope that this aid money will be paid. There are also many [other] countries that have not supplied their aid. The countries that have given their aid, and we always thank them, are the European Union, which always [gives] consistently and according to what is expected. When we plan the budget we know that the EU will pay. We thank Saudi Arabia, as President [Abbas] said at the Seventh Fatah Conference, and we thank Algeria. PA Prime Minister Rami Hamdallah: “America paid this year [2015] – once it would pay a billion [dollars], or 1.2 billion [dollars]. This year, in 2015, they decided on 250 million dollars to fund projects, part of it to fund the oil field. They do not give anything directly to the [PA Ministry of] Finance. They do not give to the [Ministry of] Finance, even the oil money they pay directly to the Israeli companies. They assist the hospitals in Jerusalem, and they pay directly to the hospitals. They do not pay the [Ministry of] Finance. They transferred 250 million [dollars] last year [2015]. As for 2016, they have not approved a single cent or dollar.”

Journalists from Palestine and abroad signed a declaration, which calls for upholding values of correct conduct of journalism such as freedom of expression, right to access information, journalists safety, reform of media legislation, equality, self regulation (sic.) of journalism, hate speech, and the independence of state media.
The declaration was adopted during a conference hosted by the International Federation of Journalists (IFJ) and the National Syndicate of the Moroccan Press (SNPM) in Casablanca on July 2.
It was endorsed by a number of international organizations including UNESCO, the Norwegian government, and Friedrich Ebert Foundation.
Ahmad Assaf, General Supervisor of the Palestine Broadcasting Corporation and Chairman of the Palestine News Agency WAFA delivered a speech on behalf of Prime Minister Rami Hamdallah who called for punishing Israel, which claims to be the only democracy while killing and arresting Palestinian journalists.
“This is the time to ask the IFJ delegation to show the world these crimes and punish Israel, by terminating its membership in such s (sic.) for the crimes it commits against journalists.”
The campaign aims to promote for the declaration until it becomes a cornerstone that defines relations between journalists, media institutions, civil society organizations and political factions."

Muhammad Jamjoum, Fuad Hijazi, and Ataa Al-Zir “committed particularly brutal murders [of Jews] at Safed and Hebron,” according to the report by British Government to the League of Nations. They were convicted of attacking British soldiers and murdering Jews in the 1929 Hebron Massacre, in which 65 Jews were murdered. They were executed by the British in 1930.

      “The [PA] Prime Minister’s Office emphasized that [Palestinian] Prime Minister Rami Hamdallah’s meeting with Mayor of London Boris Johnson two days ago [Nov. 11, 2015] was intended to inform him [Johnson] of the [PA] government’s dissatisfaction with the statements he made during his visit to Israel, which are biased in favor of the occupation’s policies, at the expense of the Palestinian people’s rights, and go against the British government’s policy which supports the two-state solution… The [Prime Minister’s] Office emphasized that the prime minister also expressed to Johnson the anger of the Palestinians over the statements of a number of world presidents and international officials, who consider as terror the Palestinian popular and peaceful struggle, and our people’s self-defense using all means and which is stipulated in international law, while they justify the occupation’s crimes and its severe violations of humanitarian and international law.”

PA leaders and officials have legitimized Palestinian violence by quoting UN resolution 3236 which "recognizes the right of the Palestinian people to regain its rights by all means." The PA interprets "all means" as including violence against civilians, but has chosen to ignore the continuation of the resolution which states that the use of "all means" should be "in accordance with the purposes and principles of the Charter of the United Nations..." The UN Charter prohibits targeting civilians, even in war. Chapter 1, Article 1, opens by saying that "international disputes" should be resolved "by peaceful means."

     “During his participation two days ago [Sept. 30, 2015] in a meeting with the Ad Hoc Liaison Committee (AHLC) (i.e., international group of donors that coordinates aid to the PA) donors in New York, [PA] Prime Minister Rami Hamdallah demanded of the institutions of the international community, and particularly of the UN, that they fulfill their responsibility to save the two-state solution…
Hamdallah said: ‘The Israeli military escalation against the civilians and the Islamic and Christian holy sites, the plans of the Israeli government to Judaize the Al-Aqsa Mosque and to divide it according to areas and times, the policy of forced expulsion, and the settlers’ crimes against the citizens are dragging the whole region to a bad and bitter end.”

"Division according to areas and times" refers to a proposed law (May 2013) being reviewed in Israeli Parliament that would allow for both Jews and Muslims to pray on the Temple Mount, what the Palestinians call the Al-Aqsa Mosque plaza. The law seeks to designate separate prayer times and areas of the site for Muslims and Jews.
However, Israeli PM Netanyahu has stated on many occasions that the Israeli government has no intention of ‎changing the status quo on the Temple Mount, which means Jews are allowed to enter the Temple Mount, but cannot pray there or engage in any type of worship.

PA Prime Minister Rami Hamdallah: “Israel must cease the ongoing aggression in Jerusalem, which increases with every passing day. Yesterday, [Israeli Prime Minister Benjamin] Netanyahu decided to bring snipers [to Jerusalem] in order to shoot at the rock throwers. Well, where is the world in light of this? We are a people under occupation, and (interrupts himself) we all resist the occupation in non-violent ways, but now [Netanyahu] brings snipers to shoot at the rock throwers. Where [else] does such a thing happen in the world?”

Use of firearms against those who throw rocks and firebombs - Following the violent events of September 2015 in which Palestinians threw rocks and firebombs at Israeli homes and cars in Jerusalem, killing one Israeli and wounding several, the use of Ruger .22-caliber rifles by the police was approved by Israel's General Attorney, Yehuda Weinstein, at the request of Prime Minister Benjamin Netanyahu. Policemen have been instructed to shoot only in life threatening situations and to aim at the rock throwers’ legs.

     “The [Fatah-Hamas] national unity government expressed sorrow yesterday [June 11, 2015] over the death of released prisoner Sami Younes from the village of Arara in the Triangle (a concentration of Israeli-Arab towns and villages in northern Israel –Ed.) within the 1948 territories (i.e., Israel), who died close to the age of 82.
The government expressed the condolences of [PA] Prime Minister Rami Hamdallah to the bereaved family and its relatives, and [said] ‘that he stressed that the resolve of fighter Younes for over 28 years in the occupation’s prisons, and the fact that he continued to stand firm on his land in his homeland until his death, is proof that the Palestinians adhere to their right to defend their liberty and their right to freedom and independence.’
The government emphasized that the death of Younes, one of the most veteran prisoners of the Interior (i.e., Palestinian term for Israel), ‘turns the spotlight on the suffering of the prisoners and the violations they experience contrary to international treaties and laws, and in particular the fourth Oslo accords, especially the policy of medical neglect.’”

Sami Younes
- an Israeli Arab who was serving a 40-year sentence for planning the kidnapping and killing of Israeli soldier Avraham Bromberg on Dec. 1, 1980. He instructed his relatives, Karim and Maher Younes, to carry out the kidnapping and commit the murder. He was originally sentenced to life in prison, but his sentence was shortened. In October 2011, Younes was released as part of the Shalit prisoner exchange deal brokered between the Israeli government and Hamas. In that deal, Israel released 1,027 Palestinian prisoners in exchange for Israeli soldier Gilad Shalit, who had been held hostage by Hamas for more than 5 years.

Abd Al-Rahman Al-Shaloudi - On Oct. 22, 2014, Al-Shaloudi from East Jerusalem deliberately ran over people waiting at a light-rail station in Jerusalem with his car, killing three-month-old Israeli-American Haya Zissel-Brown and Karen Mosquera, 22, of Ecuador, and injuring 7 others. He was shot by police while attempting to flee, and later died of his wounds.
