PA government legitimizes terror attacks: Palestinians have “legal right” to fight Israel “by every possible means of struggle”

     “The [PA] government emphasized the Palestinian people’s right to carry out a national liberation struggle and protect itself by legitimate means from the occupation, the despicable violations of human rights perpetrated by Israel, its crazy settlement policy, and its crimes against the Palestinian people, which it has perpetrated and continues to perpetrate in front of the whole world. During its weekly meeting, held yesterday [Dec. 15, 2015] in Ramallah and led by [PA Prime Minister] Rami Hamdallah, the government emphasized that throughout the years of its long struggle, our people has been exercising its right, ratified by the international bodies and anchored in many resolutions publicized by the UN General Assembly, according to which peoples have the right to fight for self-definition and liberation from colonialism and foreign rule, by every possible means of struggle, which is in accordance with the UN Charter. Likewise, the government emphasized that our people will continue to exercise its legal right until the end of the colonial occupation of its land, the obtainment of its legal national rights to freedom and independence, and the establishment of its independent Palestinian state with full sovereignty over the Palestinian territories that were occupied in 1967, with East Jerusalem as its capital, based on international bodies and their decisions.”

The terms "all means," "peaceful uprising,”and “popular uprising" are often used by PA leaders and officials to refer to events that include violent and deadly terror against Israeli civilians such as rock-throwing, stabbings and even shootings. See Mahmoud Abbas' reference to murderous terror as "peaceful" during the 2015-2016 terror wave (“The Knife Intifada”), which included numerous stabbing attacks. To justify murder as legitimate and “peaceful,”PA leaders and officials cite UN Resolution 3236 which "recognizes the right of the Palestinian people to regain its rights by all means." The PA interprets "all means" as including violence against civilians. However, this distorts the intention of the UN. The continuation of Resolution 3236, which is never cited by PA leaders, states that the use of "all means" should be "in accordance with the purposes and principles of the Charter of the United Nations..." The UN Charter prohibits targeting civilians, even in war. Chapter 1, Article 1, opens by saying that "international disputes" should be resolved "by peaceful means."
