PA paying 60,000 workers to not work

“[PA] Prime Minister Dr. Rami Hamdallah… said in an interview with [the independent Palestinian news agency] Donia Al-Watan that… ‘The [PA] government received [$]1.5 billion in aid annually in the past, and currently this aid has decreased by 70%. However, the arrangement of expenses and improvement of local revenue has helped us to partially overcome this.’

Hamdallah noted that the Palestinian government is paying the salaries of 60,000 employees in Gaza who are not working, and a third of them are located outside of the Gaza Strip. He noted that the donor states are refusing to aid in these salaries, because they are not working in the framework of the [PA] government. He emphasized that the government will not waive its debts in Gaza, will take care of the issue of the medical referrals, and will provide the hospitals with all that is required in terms of health.”

     "[PA] Prime Minister Rami Hamdallah said: 'The conditions under which we are working are unusual and difficult: The foreign aid has decreased by a rate of 70%, and despite this we have overcome these conditions and international reports praise the functioning of the [PA] government.'
Hamdallah added: 'We demand that the [international] community press Israel to allow investments in the territories called [Area] C (i.e., areas of the West Bank under full Israeli administration according to the Oslo Accords), which constitute a financial source worth $3.5 billion a year if we invest in it, according to the World Bank. We will not exchange our basic policies for any money, as [PA] President Mahmoud Abbas said. We demand that the occupation on our land be ended, and there is no retreat from the two-state solution in order to achieve our independence and our state.’"

It condemned the latest Israeli escalation against the Gaza Strip, which constitutes a continuation of the crimes of murder, destruction, its strangling blockade of the Gaza Strip, and its unceasing aggression against members of our people, our land, and our holy sites. It also emphasized that the Israeli government bears full responsibility for this dangerous escalation, and warned against the intentions of the Israeli government and against its policy, whose goal is to cause an explosion in the situation…
The government saluted the legendary resolve of the heroic male and female prisoners in the occupation's prisons and detention camps, and condemned the wild attack that the Israeli occupation is carrying out against the prisoners through the [Israeli] Prison Service…
The government said that this brutal attack – manifested in abuse and oppression through use of excessive force and isolation – is part of a systematic plan to harm the lives of the prisoners, which constitutes an additional Israeli crime."

EU biggest donor to the PA, but stopped payments to Gaza civil servants who are not working

      "At its weekly meeting that was held yesterday [Feb. 7, 2017] in Ramallah, led by [PA Prime Minister] Rami Hamdallah… the [PA] government expressed its thanks and appreciation for the regular aid of the European [Union] as the largest donor to the PA since its establishment. The prime minister emphasized that he has made great efforts for more than a year to get the EU to change its decision to adopt a new policy on everything regarding the financial aid to the Gaza Strip in 2017, manifested by stopping the allocation of the European aid money for the payment of salaries of PA employees in the Gaza Strip... The prime minister elaborated that at the moment the EU is paying the salaries of 17,000 civilian [PA] employees in the Gaza Strip, at an average of 1,000 [Israeli] shekels a month, while the government is responsible for paying the salaries of the rest of the civilian employees, who number 11,000, in addition to the difference in the salaries due to all of the civilian employees, and in addition to all of the salaries of the 35,000 military PA employees (i.e., PA police, Presidential Guard, National Security Forces) in the Gaza Strip. He emphasized that the government is committed to continuing to pay the salaries of the PA employees in Gaza, and noted that the European decision will increase the financial burden and cause an additional deficit to the general [PA] budget, which as it is suffers from a deficit of $39 million a month in 2017."

Hilarion Capucci – former Greek Catholic Archbishop of Jerusalem who exploited his status as a religious leader to smuggle weapons to Palestinian terrorists. He was arrested in 1974 and sentenced to 12 years in prison. He was released in 1977 due to the Vatican’s intervention. In October 2013, PA Chairman Mahmoud Abbas awarded him the Star of Jerusalem Medal.

PA Prime Minister warns embassy move will cause an "explosion of the security situation in the entire region"

     "[PA] Prime Minister Dr. Rami Hamdallah demanded that the institutions of the international community stand against the intention of the new American administration to transfer the American embassy to Jerusalem.
He warned against an explosion of the security situation in the entire region if the US carries out this step. He also noted that it is necessary to pressure Israel to commit to [UN] Security Council Resolution [2334] to stop the settlement.

     "The State of Palestine, its [PA] President Mahmoud Abbas, and its forces and national activists yesterday [Jan. 1, 2017] eulogized [former Greek Catholic] Archbishop Hilarion Capucci, who died yesterday in Rome, the capital of Italy, at the age of 94.
President Abbas described Archbishop Capucci, who was known for his patriotic positions and his defense of the rights of the Palestinian people, as a great fighter. It should be noted that President Abbas awarded the late archbishop the Star of Jerusalem Medal in 2013 in Rome. The national unity government led by [PA Prime Minister] Rami Hamdallah eulogized Archbishop Capucci. Official [PA] Government Spokesman Yusuf Al-Mahmoud said that the death of Archbishop Capucci left deep sorrow in the heart of every Palestinian, due to the his overflowing life of struggle and the positions he adhered to in the defense of the Palestinian people and the Palestinian cause – and this alongside his religious eminence.
The Fatah Movement eulogized fighter Capucci, who filled a large and active role in supporting the Palestinian resistance, both by providing aid to the Palestinian revolution, and through his unceasing defense of the rights of the Palestinian people and its just cause."

PA Prime Minister Rami Hamdallah: "Since last year, there is a financial siege on the Palestinian government. The aid has decreased greatly, reaching a drop of 62% compared to 2011. For example, let's speak frankly, the US approved $263 million in 2016 as aid to the government. Look, 2016 is about to end, no shekel or agora, or dinar or dollar has been paid, if we speak frankly. We hope that this aid money will be paid. There are also many [other] countries that have not supplied their aid. The countries that have given their aid, and we always thank them, are the European Union, which always [gives] consistently and according to what is expected. When we plan the budget we know that the EU will pay. We thank Saudi Arabia, as President [Abbas] said at the Seventh Fatah Conference, and we thank Algeria. These are the countries that actually support our budget.”

The prime minister conveyed the condolences of [PA] President Mahmoud Abbas to the family and relatives of Martyr Hamdouni, and emphasized the continuation of the leadership and government’s efforts to contact all of the international institutions and bodies in order to press Israel to stop its violations against the prisoners, and particularly the policy of medical negligence, and to release them, especially the sick prisoners, the children, and the women.
The prime minister announced his full support for the family of Martyr Hamdouni, and wished that Almighty Allah will let him dwell in Paradise and bring to his family and relatives patience and solace.
Minister of Local Authority Hussein Al-A'araj, Minister of Justice Ali Abu Diyak, and Advisor to the Prime Minister Jawad Naji accompanied the prime minister [Hamdallah], along with a number of prominent official and national figures."

PA Prime Minister Rami Hamdallah: “America paid this year [2015] – once it would pay a billion [dollars], or 1.2 billion [dollars]. This year, in 2015, they decided on 250 million dollars to fund projects, part of it to fund the oil field. They do not give anything directly to the [PA Ministry of] Finance. They do not give to the [Ministry of] Finance, even the oil money they pay directly to the Israeli companies. They assist the hospitals in Jerusalem, and they pay directly to the hospitals. They do not pay the [Ministry of] Finance. They transferred 250 million [dollars] last year [2015]. As for 2016, they have not approved a single cent or dollar.”
