Headline: “The [PA] government emphasizes the leadership’s position on the matter of the Quartet report”
“During its weekly meeting, held yesterday [July 12, 2016] in Ramallah led by [PA] Prime Minister Rami Hamdallah, the [PA] government emphasized the position of [PA] President [Mahmoud Abbas] and the leadership, which rejects the Quartet report…
It condemned the racist calls of the alleged Temple organizations and the daily invasions of the blessed Al-Aqsa Mosque plaza that are welcomed and encouraged by the occupation government, which provides backing and protection to the activities of these extreme organizations and associations. Likewise, it demanded of the international community that it apply pressure to the occupation government which ignores all of the international laws and conventions when it prevents the arrival of Muslims at the Al-Aqsa Mosque in order to pray, attacks women and distances them from the Al-Aqsa Mosque, hits the Murabitin (those carrying out Ribat, religious conflict/war to protect land claimed to be Islamic –Ed.) at the Al-Aqsa Mosque plaza and uses weapons against them, and incites settler organizations to invade it. The [PA] government called on our people and everyone who can to come to the Al-Aqsa Mosque in order to carry out Ribat and to pray there at all times, in order to protect it from the settlers and their incessant invasions.”

“[PA] Prime Minister Rami Hamdallah emphasized that the government and PLO institutions involved in the matter will continue to act to improve the allowances of Martyrs’ (Shahids’) families as soon as possible, and that they are acting to ensure that the rights of the Martyrs’ families will not be harmed, even in the shadow of the financial crises and difficulties that are shaking them (i.e., the government and PLO institutions). He emphasized that we will make an effort to improve their living conditions, and that services are continuing to be provided in the homeland and abroad on the basis of justice and equality, with no discrimination. The statements were made while he [Hamdallah] participated in the central fast-breaking mass meal honoring the families of Palestine’s Martyrs, held in Ramallah… The Prime Minister stated: ‘First of all, while we remember today the execution of Martyr commanders Muhammad Jamjoum, Fuad Hijazi, and Ataa Al-Zir in the Acre Prison in 1930, allow me to ask Allah to have mercy on the souls of the Martyrs of Palestine, who are more honored than all of us. [Allow me] to salute with honor and appreciation their family members, with whom we are meeting again today.”

Muhammad Jamjoum, Fuad Hijazi, and Ataa Al-Zir “committed particularly brutal murders [of Jews] at Safed and Hebron,” according to the report by British Government to the League of Nations. They were convicted of attacking British soldiers and murdering Jews in the 1929 Hebron Massacre, in which 65 Jews were murdered. They were executed by the British in 1930.

“[PA] Prime Minister Dr. Rami Hamdallah said: ‘Thanks to our courageous Martyrs’ (Shahids’) sacrifices, the resolve of the prisoners of freedom, and the people’s insistence on change and creating hope, the world now recognizes our people’s legal rights and our right to live a life of freedom and dignity on the land of our homeland. Therefore, parliaments and nations have recognized the State of Palestine one after the other, and we have succeeded in conveying to every international forum and stage our people’s message that it is necessary to side with its suffering which has been going on for 68 years, end the longest military occupation known by modern history, and to be released from its fences, settlement, and the settlers’ terror.’ These things were said during his speech in the central ceremony of Palestinian Martyrs’ Day on Wednesday [Jan. 6, 2016] in Ramallah, in the presence of Ramallah and El-Bireh district Governor Laila Ghannam…
The prime minister added: ‘…since the years of the Nakba (“the catastrophe,” the Palestinian term for the establishment of the State of Israel) and expulsion, during the revolution and on the path of popular peaceful resistance, thousands of Martyrs have died who sacrificed their lives to stand against the Israeli occupation and its settlement plots, and to restore our national rights, recognized by international law, and ratified by international bodies, central among them our people’s right to freedom, return, and self-definition.’”
PA government legitimizes terror attacks: Palestinians have “legal right” to fight Israel “by every possible means of struggle”
Source: Official PA daily, Al-Hayat Al-Jadida, Dec. 16, 2015

During its weekly meeting, held yesterday [Dec. 15, 2015] in Ramallah and led by [PA Prime Minister] Rami Hamdallah, the government emphasized that throughout the years of its long struggle, our people has been exercising its right, ratified by the international bodies and anchored in many resolutions publicized by the UN General Assembly, according to which peoples have the right to fight for self-definition and liberation from colonialism and foreign rule, by every possible means of struggle, which is in accordance with the UN Charter. Likewise, the government emphasized that our people will continue to exercise its legal right until the end of the colonial occupation of its land, the obtainment of its legal national rights to freedom and independence, and the establishment of its independent Palestinian state with full sovereignty over the Palestinian territories that were occupied in 1967, with East Jerusalem as its capital, based on international bodies and their decisions.”

PA PM refers to Palestinian terror wave as “popular and peaceful struggle”
Source: Official PA daily, Al-Hayat Al-Jadida, Nov. 13, 2015
“The [PA] Prime Minister’s Office emphasized that [Palestinian] Prime Minister Rami Hamdallah’s meeting with Mayor of London Boris Johnson two days ago [Nov. 11, 2015] was intended to inform him [Johnson] of the [PA] government’s dissatisfaction with the statements he made during his visit to Israel, which are biased in favor of the occupation’s policies, at the expense of the Palestinian people’s rights, and go against the British government’s policy which supports the two-state solution… The [Prime Minister’s] Office emphasized that the prime minister also expressed to Johnson the anger of the Palestinians over the statements of a number of world presidents and international officials, who consider as terror the Palestinian popular and peaceful struggle, and our people’s self-defense using all means and which is stipulated in international law, while they justify the occupation’s crimes and its severe violations of humanitarian and international law.”

PA leaders and officials have legitimized Palestinian violence by quoting UN resolution 3236 which "recognizes the right of the Palestinian people to regain its rights by all means." The PA interprets "all means" as including violence against civilians, but has chosen to ignore the continuation of the resolution which states that the use of "all means" should be "in accordance with the purposes and principles of the Charter of the United Nations..." The UN Charter prohibits targeting civilians, even in war. Chapter 1, Article 1, opens by saying that "international disputes" should be resolved "by peaceful means."

“During its weekly meeting, held yesterday [Nov. 3, 2015] in Hebron, the [PA] government called for the UN Security Council and General Assembly to obligate Israel to remove the outposts in the Old City [of Jerusalem], to open the Al-Shuhada Road in Hebron, and to allow Palestinian security forces to spread out in the region in order to provide the civilians with protection from the settlers’ attacks and crimes… The government emphasized that the resolve of our people in Hebron and the great sacrifices the district’s residents have made… have caused the Israeli government to launch a revenge attack, which has caused the death of 29 Martyrs from the district during the popular uprising, who saturated the Palestinian ground with their pure blood... The government listened to a report by Hebron district Governor Kamel Hami about the settler attack against the district and the violations being perpetrated by the occupation forces and gangs of settlers. He expressed appreciation of the fact that the president [Abbas] and prime minister [Hamdallah] are making sure they receive all of the Martyrs’ bodies [from Israel] and bring them to burial with state funerals befitting them and their sacrifices… The government emphasized that even though 98 years have passed since the ominous Balfour Declaration, our people is still paying a heavy price with its land, its children’s blood, and its daily suffering, and the international community still stands by helplessly in the face of the historic injustice which has caused many massacres and crimes carried out by the Zionist terror gangs, which has led to our people being uprooted from their homeland.”

PA PM portrays Israel’s killing of terrorists during attacks as “murder” of “defenseless” Palestinians, especially children
Source: WAFA, official PA news agency, Oct. 13, 2015
This article was written during a surge in Palestinian terror and violence against Israelis that began in October 2015. The term “bloody attacks” in the article refers to Israel’s neutralizing and sometimes killing terrorists during their attacks against Israeli civilians and soldiers. The PA has chosen to consistently present Palestinian terrorists carrying out attacks as innocent victims of alleged Israeli “brutality.”

Headline: "Hamdallah: 'The whole world has to force Israel to stop its bloody attacks"
"[PA] Prime Minister Rami Hamdallah stated: 'The whole world is required today [Oct. 13, 2015] to force Israel to stop its bloody attacks, for which the Israeli government is fully responsible, as it never deterred settlers from carrying out attacks, did not punish them, and did not demand accountability of them, and it encourages its army to use live gunfire against the innocent and defenseless Palestinian people, and especially against children.'
During the speech he gave today (Tuesday) [Oct. 13, 2015], at the reception for the president of India, Pranab Mukherjee, at Al-Quds University in Abu Dis, Hamdallah added: 'We accept you today near Jerusalem, which is suffering from the foulest plots of displacement and expulsion, and whose people are dealing with acts of premeditated murder and mass field executions - just because they are Palestinian Jerusalemites who stand firmly on their land.'"

PA prime minister tells donors that Israel plans to "Judaize the Al-Aqsa Mosque" and pursues "policy of forced expulsion"
Source: Official PA daily, Al-Hayat Al-Jadida, Oct. 2, 2015
Headline: “Hamdallah demanded of the international community that it save the two-state solution”
“During his participation two days ago [Sept. 30, 2015] in a meeting with the Ad Hoc Liaison Committee (AHLC) (i.e., international group of donors that coordinates aid to the PA) donors in New York, [PA] Prime Minister Rami Hamdallah demanded of the institutions of the international community, and particularly of the UN, that they fulfill their responsibility to save the two-state solution…
Hamdallah said: ‘The Israeli military escalation against the civilians and the Islamic and Christian holy sites, the plans of the Israeli government to Judaize the Al-Aqsa Mosque and to divide it according to areas and times, the policy of forced expulsion, and the settlers’ crimes against the citizens are dragging the whole region to a bad and bitter end.”

"Division according to areas and times" refers to a proposed law (May 2013) being reviewed in Israeli Parliament that would allow for both Jews and Muslims to pray on the Temple Mount, what the Palestinians call the Al-Aqsa Mosque plaza. The law seeks to designate separate prayer times and areas of the site for Muslims and Jews.
However, Israeli PM Netanyahu has stated on many occasions that the Israeli government has no intention of ‎changing the status quo on the Temple Mount, which means Jews are allowed to enter the Temple Mount, but cannot pray there or engage in any type of worship.

PA PM alleges that Israel uses snipers to take out rock throwers
Source: Official Palestinian Authority TV, Sept. 17, 2015
Official PA TV program Speak Plainly hosted PA Prime Minister Rami Hamdallah about the escalation of the situation in Jerusalem and the need for an international response.
PA Prime Minister Rami Hamdallah: “Israel must cease the ongoing aggression in Jerusalem, which increases with every passing day. Yesterday, [Israeli Prime Minister Benjamin] Netanyahu decided to bring snipers [to Jerusalem] in order to shoot at the rock throwers. Well, where is the world in light of this? We are a people under occupation, and (interrupts himself) we all resist the occupation in non-violent ways, but now [Netanyahu] brings snipers to shoot at the rock throwers. Where [else] does such a thing happen in the world?”
Official PA TV host: “[To shoot] at children.”
PA Prime Minister Rami Hamdallah: “Why does the world remain silent, strangely and suspiciously, in the face of Israel’s conduct?”

Use of firearms against those who throw rocks and firebombs - Following the violent events of September 2015 in which Palestinians threw rocks and firebombs at Israeli homes and cars in Jerusalem, killing one Israeli and wounding several, the use of Ruger .22-caliber rifles by the police was approved by Israel's General Attorney, Yehuda Weinstein, at the request of Prime Minister Benjamin Netanyahu. Policemen have been instructed to shoot only in life threatening situations and to aim at the rock throwers’ legs.

The prime minister added: 'I salute the legendary resoluteness of the sons and daughters of occupied Jerusalem, who are still dealing with the Judaization attack and most despicable [ethnic] cleansing, to which the city and its holy sites are being subjected, and going out against the actions of the Israeli occupation, whose soldiers are invading the blessed Al-Aqsa Mosque in an attempt to force a division by times and areas and to erase its Arab and Islamic identity."
