In the picture from left to right are Deputy Secretary of the Fatah Central Committee and Head of the Supreme Council for Sport and Youth Affairs Jibril Rajoub, a scout, PA District Governor of Ramallah and El-Bireh Laila Ghannam, and PA Minister of Education Sabri Saidam. Rajoub is seen holding an honorary plaque with the PA map of “Palestine” that presents all of Israel as “Palestine” together with the PA areas.

The Palestinian Scout Association was “conditionally recognized” without voting rights as a Member Organization of the World Organization of the Scout Movement in 1996. It was declared a full member with voting rights on Feb. 27, 2016.

     “The Political and National Orientation Authority marked the 40th anniversary of the eternal Land Day yesterday [March 29, 2016] in a ceremony it held in Ramallah.
Present at the ceremony were District Governor of Ramallah and El-Bireh Laila Ghannam, as representative of [PA] President Mahmoud Abbas, Official Spokesman of the PA Security Forces Adnan Al-Damiri, and the head of the Committee of Arab Monitoring in the 1948 Territories (i.e., Israel), Muhammad Barakeh.
Ghannam said in a speech she gave on behalf of President Mahmoud Abbas: ‘The occupation insists on carrying out many massacres against our people, and there is a decision to kill any Palestinian based on suspicion alone, while the world maintains its silence. Therefore, we must act to expose the occupation’s crimes.’ …
Barakeh said: ‘All the acts of struggle being carried out by our people are only intended to achieve freedom and honor and the establishment of a Palestinian state with East Jerusalem as its capital.’ … Likewise, he noted that the occupation forces are destroying villages in the 1948 territories (i.e., Israel) in order to expel their residents and establish settlement blocs.”

Land Day – an annual commemoration of the general strike and demonstrations organized by Israeli Arab residents of the Galilee on March 30, 1976 to protest the Israeli government's decision to expropriate land in the Galilee for security and settlement purposes, which it later implemented. During the protests, demonstrators burnt tires, blocked roads, and threw rocks and firebombs. Six demonstrators were shot and killed by the Israeli army and police. Israeli Arabs and Palestinians consider Land Day a national day.

Abd Al-Fattah Doleh – Member of the Tanzim (Fatah’s military wing). He is serving a 12-year sentence for his participation in the kidnapping and murder of 16-year-old Ofir Rahum on Jan. 17, 2001. A woman, Amna Muna, met Rahum in an internet chat room and engaged him in an online romance that culminated in his agreeing to meet her. She drove him to Ramallah, where they were met by Doleh and another accomplice, Hassan Alkadi, who shot Rahum to death.

     "The Palestine Broadcasting Corporation (PBC) and the WAFA news agency celebrated International Women's Day and Mother's Day yesterday [March 14, 2016]… District Governor of Ramallah and El-Bireh Laila Ghannam noted that 'the month of March is the month of the woman, in the full sense of the word, being the month in which the occupier insisted that Fadwa Abu Tir become a Martyr (Shahida) of Jerusalem, and during [March] are Women's Day, Martyr Dalal Mughrabi Day, Al-Karameh Day, Mother's Day, Land Day, and [Palestinian] Culture Day.'"

Fadwa Abu Tir – 50-year-old Palestinian terrorist who tried to stab Israeli policemen in the Old City of Jerusalem on March 8, 2016. She was shot by the police and later died of her wounds.

Dalal Mughrabi led the most lethal terror attack in Israel’s history, known as the Coastal Road massacre, in 1978, when she and other Fatah terrorists hijacked a bus on Israel's Coastal Highway, killing 37 civilians, 12 of them children, and wounding over 70.

The Karameh battle, or Al-Karameh - On March 21, 1968, Israeli army forces attacked the town of Karameh in Jordan, where Fatah terrorists had been launching attacks on Israel. Although Israel prevailed militarily, Arafat used the event for propaganda purposes, declaring the battle a great victory that erased the disgrace of the 1967 Six Day War defeat.

Ghannam emphasized that Dalal insisted on carrying a rifle alongside her male companions, and on standing next to them in the battlefield… Fatah Central Committee member Sultan Abu Al-Einein emphasized that Dalal, her companions, and the planner of the operation (i.e., terror attack), Martyr Abu Jihad, wanted the operation to unite the brothers and friends of all Arab countries, and wished to convey the message that Palestine is the cause of all Arabs.”

Dalal Mughrabi led the most lethal terror attack in Israel’s history, known as the Coastal Road massacre, in 1978, when she and other Fatah terrorists hijacked a bus on Israel's Coastal Highway, killing 37 civilians, 12 of them children, and wounding over 70.

Abu Jihad (Khalil Al-Wazir) was a founder of Fatah and deputy to Yasser Arafat. He headed the PLO terror organization's military wing and also planned many deadly Fatah terror attacks. These attacks, which killed a total of 125 Israelis, included the most lethal in Israeli history - the hijacking of a bus and killing of 37 civilians, 12 of them children.

On March 12, 2016, the Palestinian Red Crescent hosted a Fatah event commemrating the anniversary of the Coastal Road Massacre. The event was attended by several PA and Fatah officials, including PA District Governor of Ramallah and El-Bireh Laila Ghannam and Abbas’ advisor and Fatah Central Committee member Sultan Abu Al-Einein. Al-Hayat Al-Jadida, the offical PA daily, reported on the event. An almost identical text to the item published in Al-Hayat Al-Jadida appeared on the official Facebook page of Abbas’ advisor and Fatah Central Committee member Sultan Abu Al-Einein, with the following addition:
     “[District Governor of Ramallah and El-Bireh Laila] Ghannam expressed great pride in Martyr (Shahid) Dalal and her companions to the path, and said that the title Sisters of Dalal is an honor to all Palestinian women.”

She said that [International] Women's Day, Mother's Day, and Palestinian holidays are difficult for her and her family… due to the distance from her sons, who are sitting in the same fascist solitary confinement [cells] and serving life sentences… Um Nasser Abu Hmeid said these things during a visit by District Governor of Ramallah and El-Bireh Laila Ghannam and Director of [PLO] Commission of Prisoners’ Affairs Issa Karake to honor her."

Note: The report said nothing about why Israel claimed Abu Hmeid is not blood related and did not attempt to explain why this matter would have been raised.

Um Yousuf Abu Hmeid (Latifa Abu Hmeid) - The mother of four prisoners serving multiple life sentences. She is also called Khansa of Palestine (referring to a woman in the earliest period of Islam who sent her four sons to battle and rejoiced when they all died as Martyrs), honored in 2010 and in 2015 by the PA, and was chosen in 2011 to launch the PA’s statehood campaign with the UN.

     “District Governor of Ramallah and El-Bireh Laila Ghannam participated in the funeral of Muhammad Sha’alan, who died as a Martyr (Shahid) after he was shot in cold blood by the occupation forces at the northern entrance to El-Bireh. A group of citizens gathered in front of the Palestine [medical] compound, and carried the Martyr on their shoulders to an impressive military funeral, before Dr. Ghannam laid a wreath on his pure body and recited the [Quranic Sura] Al-Fatiha for his soul. Ghannam stated that Martyr Sha’alan, a Palestinian-American citizen, was targeted in cold blood by the occupation... Likewise, she demanded to protect this people from the last occupation known to mankind, and asked Allah to have mercy on all of Palestine’s Martyrs, who are more honorable than all of us together, and to grant patience to their families and relatives. Ghannam wondered what the world is waiting for before it stops this aggression of the occupation against our unarmed people, and noted that the world becomes agitated when an occupier who stole our land is killed, but we cannot find a [listening] ear when we call to help our people and stop the undeterred, uninhibited killing of those who have the right [to the land].”

He added that Fatah was the first to wage a mass confrontation during the current popular uprising on Sept. 29 [2015], and that it has led all the confrontations throughout the homeland, and that most of the Martyrs (Shahids) and injured came from within it. Anas Bassem Hammad – 20-year-old Palestinian terrorist who rammed his car into 2 Israeli soldiers, injuring them, near Ofrah, north of Jerusalem, on Dec. 4, 2015. Hammad was shot and killed by Israeli soldiers.

Muhammad Abd Al-Rahman Iyad – 21-year-old Palestinian terrorist who tried to ram his car into a group of Israeli soldiers in Silwad, north of Ramallah, on Dec. 18, 2015. After they warned him to stop and he instead sped up, he was shot and killed by the soldiers.

      "Director of PLO Commission of Prisoners’ Affairs Issa Karake and Governor of Ramallah and El-Bireh district Laila Ghannam visited the families of a number of Christian prisoners of our people who are sitting in the occupation’s prisons, in order to bring them greetings for the holidays… Ghannam said that the Christian and Muslim holidays are national holidays… She added: “We bless all Palestinians for the national holidays, and they are not only Christian holidays. We are proud because Jesus is a Palestinian.”

Posted text: “The young PA Parliament (Legislative Council) honored [Ramallah and El-Bireh district Governor] Dr. Laila Ghannam for her support and aid to young Palestinians, and said that the energy of the young Palestinians must be utilized in a way that serves the interests of the homeland and the citizen.”

"[Ramallah and El-Bireh district Governor Laila] Ghannam received a delegation from the town of Umm Al-Fahm
The honorable Dr. Laila Ghannam received an Umm Al-Fahm delegation and a number of people, led by Mayor Khaled Hamdan from Umm AL-Fahm in the Palestinian interior (i.e., in Israel), in her office today [Dec. 8, 2015].
Her honor updated the visiting delegation regarding the fierce attack of the occupying forces (i.e., Israel) which we are experiencing, the fall of the Martyrs (Shahids), the injured, the raids, the demolition of homes, and the cutting off of parts of the homeland by checkpoints. She emphasized the unity of the Palestinian people, and expressed pride in the position of the Palestinians in the interior (i.e., in Israel), and their standing alongside their brothers in the West Bank and the Gaza Strip, on the principle of the fact that we are one people, who won’t be divided by the definitions and boundaries set by the occupation.  The two sides emphasized that they will continue to cooperate and maintain continuous contact."

Pisgat Ze'ev stabbing attack - On Oct. 12, 2015, two Palestinian terrorists, Hassan ‎Manasrah (15) and Ahmad Manasrah (13), stabbed Yossef Ben Shalom (21) in the Pisgat ‎Ze'ev neighborhood of East Jerusalem, and then repeatedly stabbed Naor Ben Ezra (13) who was riding his bike. Hassan Manasrah was killed while fleeing the scene, and Ahmad Manasrah was shot by Israeli police and hospitalized. Both victims of the attack were seriously injured. The terrorists, who were cousins, came from the nearby Palestinian neighborhood of Beit Hanina.
