      "Director of [PLO] Commission of Prisoners' Affairs Qadri Abu Bakr, Ramallah and El-Bireh District Governor Laila Ghannam, Ramallah Mayor Musa Hadid, and a delegation of Christian clergy… visited families of prisoners from the Christian communities yesterday [Jan. 2, 2019]… for Christmas. The delegation blessed the prisoners' families and their children. The delegation visited the family of prisoner Ibrahim Mas'ad Hani (i.e., terrorist, murdered 2), sentenced to life… Abu Bakr said that the visit to the families from the Christian communities is a message for Christmas and of freedom, which the Palestinian people is conveying to the world so that justice, peace, love, and unity will prevail in the land of Palestine – which will be achieved when the occupation leaves and when our people is able to live in dignity, independence, and freedom. Abu Bakr conveyed the blessings of [PA] President [Mahmoud Abbas] to the Christian families and to all of the male and female prisoners in the occupation's prison. District Governor Ghannam said: 'At this opportunity, we bless all of the members of the Palestinian people for the national holidays, which are not just Christian. We are proud of Jesus being Palestinian.'"

     "The [PLO] Commission of Prisoners’ Affairs and the Ramallah and El-Bireh district paid a solidarity visit yesterday morning (Wednesday) [Dec. 12, 2018] to the Abu Hmeid family (i.e., Um Nasser Abu Hmeid and her terrorist sons who are responsible for at least 10 murders; see note below), whose house the Israeli occupation decided to demolish after one of the family's sons, Islam Abu Hmeid, was accused of killing a soldier in the Al-Amari refugee camp several months ago.
The delegation from the commission and the district –led by Director of [PLO] Commission [of Prisoners' Affairs] Qadri Abu Bakr and District Governor [of Ramallah and El-Bireh] Laila Ghannam – met with Um Yusuf Abu Hmeid who is standing firm. They emphasized to her that the entire Palestinian people appreciates the sacrifice of this family, and that the path of honorable struggle of its Martyr (Shahid) and prisoner sons is a crown of honor to every free and respectable person. Abu Bakr and Ghannam emphasized that the occupation's crimes and its threats will not prevent the Palestinian leadership from fulfilling its obligations regarding the fighting and sacrificing families."

Fatah and PA officials welcome and glorify newly released terrorists

     “The Israeli occupation authorities yesterday [Nov. 29, 2018] released the two youth Shadi Farah and Ahmed Al-Zaatari (i.e., terrorists, arrested for planning a stabbing attack), age 15, after they finished serving a 3-year prison sentence. At the press conference that was held opposite the Martyr (Shahid) Yasser Arafat Monument in Ramallah after their release… Fatah Movement [Deputy] Chairman and [Fatah] Central Committee member Mahmoud Al-Aloul said: ‘We welcome our sons today, the children who have become men due to the difficult experience they underwent inside the occupation’s prisons.’ … The occupation authorities arrested the youths Farah and Al-Zaatari on D ec. 29, 2015 (sic., Dec. 12, 2015), on the pretext of an attempt to carry out a stabbing attack.”

“Ramallah and El-Bireh District Governor Laila Ghannam and members of the Fatah Movement branch in the district yesterday [July 29, 2018] visited the residents of the town of Kubar that is north of Ramallah, following the occupation forces’ attack on the town that has been continuing for a few days.

During her meeting with a group of residents of the town, Ghannam noted that the occupation is continuing to target all of the Palestinians without deterrence and without interference. She demanded international protection for our defenseless people and immediate action from all of the international institutions.
Ghannam said that the resolve of the members of our people and their defiance of the occupation’s brutality are a message, which says that this people is adhering to life despite the attempts of the occupation’s violence machine to spread death…
Ghannam explained that the break-in to the home of Martyr (Shahid) Muhammad Tareq (i.e., terrorist, murdered 1), the search of items in it, and its measurement ahead of its destruction are collective punishment that the humanitarian laws define as a crime."

Official PA TV News, interview with District Governor of Ramallah and El-Bireh Laila Ghannam at Khan Al-Ahmar, a group of buildings illegally erected by Bedouins and slated for demolition by Israel

District Governor of Ramallah and El-Bireh Laila Ghannam: "In the past we used to say that the US sides with Israel. Today, the US is a partner in an act of terror together with Israel against the members of our people and our land, and in a plot that is being woven against our Palestinian Arab Jerusalem and against all the members of our people."

Khan Al-Ahmar is a site where Palestinian Bedouins have illegally erected dwellings and a school, mostly simple shacks, on land in Area C (i.e., land under full Israeli administration according to the Oslo Accords). The Israeli authorities have ordered the demolition of these structures and offered alternative sites for them. A number of petitions to the Israeli Supreme Court against the demolition orders have been considered and then rejected by the court. As of July 26, 2018, the illegally constructed buildings have not been demolished. During July 2018, Palestinians have held protests at the site against the demolition, some of which have turned violent.

This was as a sign of appreciation for the female Palestinian prisoners and on the occasion of International Women's Day that takes place annually on March 8.
The inauguration ceremony began with the singing of the national anthem in the presence of District Governor of Jerusalem Adnan Al-Husseini, District Governor of Ramallah and El-Bireh Laila Ghannam, Director of the [PLO] Commission of Prisoners' Affairs Issa Karake… Mayor of Al-Eizariya Issam Fir'aun gave an opening speech in which he welcomed those present and emphasized: 'Jerusalem will remain the eternal capital of Palestine and loyal to the sacrifices of the Martyrs (Shahids) and the male and female prisoners. It is an honor for the Al-Eizariya Municipality to inaugurate this park out of loyalty to our praiseworthy female prisoners.'"

“The participants in the event, which the [PLO] Commission of Prisoners and Released Prisoners’ Affairs held yesterday [Jan. 14, 2018] in cooperation with the Ramallah and El-Bireh District and the [PA-funded] Prisoners’ Club, renewed the oath and loyalty to prisoners Karim and Maher Younes (i.e., terrorists, murdered 1) for the beginning of their 36th year in the occupation’s prisons.
Fatah Movement Central Committee member and Fatah Deputy Chairman Mahmoud Al-Aloul said in a speech on behalf of [PA] President Mahmoud Abbas that prisoners Karim and Maher Younes constitute a national example of the resolve of the members of our people against the Israeli occupation.
He also added that the Younes prisoners constitute one of the symbols of the Palestinian struggle, they and the thousands of prisoners who have paid and are still paying a heavy price for the freedom of their people.
District Governor of Ramallah and El-Bireh Laila Ghannam said that the prisoners have sacrificed their lives for Palestine, and we must all stand by them and help their relatives until their release from prison.”

Karim and Maher Younes - Israeli Arabs, cousins who are each serving 40-year sentences for kidnapping and murdering Israeli soldier Avraham Bromberg in 1980. They were originally sentenced to life in prison, but Israeli President Shimon Peres reduced their sentences in 2012. In May 2017 Karim Younes was appointed by PA Chairman Mahmoud Abbas to the Fatah Central Committee.

Samer Al-Mahroum – Palestinian terrorist member of the Popular Front for the Liberation of Palestine (PFLP) who, together with terrorists Omar Al-Naif and Hamza Al-Naif, stabbed and murdered Israeli civilian Eliyahu Amadi in the Old City of Jerusalem on Nov. 15, 1986. Al-Mahroum was sentenced to a life sentence; he was released in 2011 in the Shalit prisoner exchange deal brokered between the Israeli government and Hamas, but was later rearrested and had his sentence reinstated for violating the conditions of his release.

The Balfour Declaration of Nov. 2, 1917 was a letter from British Foreign Secretary Arthur Balfour to Baron Rothschild stating that “His Majesty's government views with favour the establishment in Palestine of a national home for the Jewish people.” In 1922, the League of Nations adopted this and made the British Mandate “responsible for putting into effect the declaration,” which led to the UN vote in 1947 and the establishment of the State of Israel.

      “Yesterday [Aug. 24, 2017] activists – led by leaders and senior officials - launched the activities of the National Day for Returning the Palestinian and Arab Martyrs’ (Shahids’) Bodies that will take place next Sunday, Aug. 27 [2017] next to the monument for the Martyrs of the Savoy operation (i.e., terror attack, 11 murdered) in Ramallah.
The activities began with a visit to the monument and the placing of flower bouquets, with the participation of District Governor of Ramallah and El-Bireh Laila Ghannam, PLO Executive Committee member Saleh Rafat, the director of the Jerusalem Center for Legal Aid, and Martyrs’ families…
In her speech during the event, District Governor of Ramallah and El-Bireh [Laila Ghannam] linked the occupation to the continued holding of the bodies. She said: ‘The existence of the Israeli occupation means that there will continue to be more Martyrs whose bodies will be held in the occupation’s cemeteries and [morgue] refrigerators. This matter needs to end through the end of the occupation, which executes our sons and daughters daily and holds their bodies.’ … She continued: ‘It is the right of [the Martyrs’] relatives to identify them and that their sons be returned to them, despite of the fact that it does not matter where they are buried – their souls have ascended to Heaven and have been honored by the Lord of the Universe.’”

      "The cities of Ramallah and El-Bireh and the Qalandiya refugee camp yesterday [July 19, 2017] were witness to processions and [solidarity] vigils for Jerusalem and the Al-Aqsa Mosque and demonstrations of protest over the occupation placing metal detectors at the entrances to the Al-Aqsa Mosque, amid cries to hold a day of rage on Friday and to generally be on high alert. The Fatah Movement called for a procession in Ramallah and an additional evening procession in the Qalandiya refugee camp, south of the city, and it also held an Islamic-Christian [solidarity] vigil in front of the [PA] Ministry of Religious Affairs in El-Bireh, in conjunction with similar processions in Tubas, Jenin, and the West Bank, and processions of other forces in Gaza. Fatah and the religious, popular, and young forces and figures yesterday declared a day of rage for Jerusalem and the Al-Aqsa Mosque, which included mobilization for the holy city, a continuation of the sit-in strike before the gates of the Al-Aqsa Mosque, and processions throughout the occupied territories. In Ramallah, Fatah held a procession of 'rage' against the occupation's steps at the Al-Aqsa Mosque that began yesterday afternoon from Marytr (Shahid) Yasser Arafat Square towards Al-Manara Square and the main roads."

The delegation laid additional wreaths of flowers on the monument in memory of Martyr (Shahid) Abu Sukkar at the entrance to his village, Turmus Ayya, which is north of Ramallah... On July 5, 1975, he blew up a refrigerator full of explosives in Zion Square in Jerusalem, which caused the death of 13 (sic., 15) Israelis and the injury of an additional 78... Abu Sukkar was a rare figure. He lived a fruitful and rich life, bearing the [Palestinian] cause and carrying out a mission. He made a history full of acts of heroism and important activity, suffering and difficulties, modesty and humility. He left a rich legacy of giving and sacrifice. The revolution loved him and his people loved him, and the land took him into its embrace. Songs were written about him, and mouths said his name repeatedly, so that it will remain in the memory of coming generations."

       "Ramallah and El-Bireh District Governor Dr. Laila Ghannam expressed her pride over our generations that are loyal to the path, and wished success to all of the high school graduates... District Governor Ghannam visited the family of Martyr Abu Saleh today and noted that their son achieved the highest Martyrdom (i.e., word play, the Arabic word Shahada also means certificate as in matriculation certificate), and that the hearts of all the members of our people are turned towards their family and all of the families of the Martyrs... District Governor Ghannam gave [the family] a statuette of a bird and emphasized that our child Martyrs, Allah willing, are birds in Paradise. Parallel to this, last night the Martyr's mother dreamed of a bird that appeared on the horizon and told her about the results of her son, who was meant to be among those that excelled in the high school matriculation exams this year."

     “Um Nasser Abu Hmeid continues her unlimited hunger strike on this the 16th day in a row as a sign of solidarity with the prisoners who are [hunger] striking in the occupation’s prisons… Several doctors, led by Director of the Health Directorate of Ramallah and El-Bireh Dr. Wael Al-Sheikh, carried out the necessary exams of Um Nasser - who is known as the Khansa of Palestine – in the presence of District Governor of Ramallah and El-Bireh Dr. Laila Ghannam.
Ghannam emphasized that ‘the mothers of the prisoners and the Martyrs (Shahids) are the mothers of all of us and constitute a priority for everyone that belongs [to the Palestinian nation],’ and wished for all of our prisoners that they be victorious and be released soon. She noted that monitoring the health of Um Nasser and preventing her deterioration, particularly in light of the diseases she suffers from, is the responsibility of everyone. She thanked the Health Directorate for the perfect service they provide to the members of our people.
Ghannam said that the Palestinian mother, who suffers doubly due to this cruel occupation, is deserving of us investing everything dear to us for her, and noted that it does not matter how much we provide to the families of our prisoners, it is still not enough.”

Ghannam conveyed the greetings of [PA] President Mahmoud Abbas and emphasized that the prisoners' cause is on the Palestinian leadership's list of priorities, as there will be no freedom or independence without the release of all of the prisoners…
Director of the [PLO] Commission of Prisoners and Released Prisoners' Affairs Issa Karake praised the Palestinian woman who with her steely sacrifice has demonstrated all of the significance of partnership in the struggle and standing against the occupation’s barbarity... Dalal Mughrabi led the most lethal terror attack in Israel’s history, known as the Coastal Road massacre, in 1978, when she and other Fatah terrorists hijacked a bus on Israel's Coastal Highway, murdering 37 civilians, 12 of them children, and wounding over 70.

Hilarion Capucci – former Greek Catholic Archbishop of Jerusalem who exploited his status as a religious leader to smuggle weapons to Palestinian terrorists. He was arrested in 1974 and sentenced to 12 years in prison. He was released in 1977 due to the Vatican’s intervention. In October 2013, PA Chairman Mahmoud Abbas awarded him the Star of Jerusalem Medal.

Posted text: “The Al-Awael School today [Nov. 13, 2016], under the auspices of District Governor of Ramallah and El-Bireh Dr. Laila Ghannam, marked the anniversary of the death as a Martyr (Shahids) of [PA] President Yasser Arafat and the anniversary of the [Palestinian] declaration of independence (see note below –Ed.).
District Governor Ghannam emphasized in her speech that the national spirit of our generations emphasizes that the Palestinian flag will undoubtedly fly above the walls of Jerusalem, its churches, and its mosques, after it is liberated from the occupation’s defilement.”

Palestinian declaration of independence - On Nov. 15, 1988, before the Palestine National Council (PNC), the Palestinian parliament in exile in Algeria, Chairman of the Palestine Liberation Organization (PLO) Yasser Arafat declared the establishment of an independent Palestinian state with Jerusalem as its capital. Although the borders were not specified in the declaration, it recognized the UN partition plan of 1947, which called for the creation of a Jewish state and an Arab state in the former British Mandate for Palestine.

Official PA TV program Giants of Endurance praises terrorist prisoner Mazen Al-Qadi , who was an accomplice to the murder of 3 Israelis and sentenced to 3 life sentences, as “heroic prisoner.”

Yasser Dhiab Hamdouni was serving a life sentence for participating in the murder of Israeli citizen Avner Maimon in the Palestinian town of Ya'abad in the West Bank (June, 12, 2003). Hamdouni, a member of the Al-Aqsa Martyrs’ Brigades (Fatah’s military wing), died on Sept. 25, 2016, after collapsing while exercising in the Israeli Rimon Prison yard.

Ahmad Jabarah Abu Sukkar (“Abu Sukkar”) - planned a bombing attack in 1975 in which a refrigerator filled with explosives was detonated in Jerusalem. 15 people were killed and over 60 people were wounded. He was sentenced to life in prison plus 30 years, but was released from prison after 28 years as part of a goodwill gesture from Israel to the PA in 2003. He was a member of the Fatah Revolutionary Council and an advisor to Arafat on prisoners' affairs. He died of a heart attack in 2013 in the PA.

Posted text: “[District Governor of Ramallah and El-Bireh] Dr. Laila Ghannam and the Ramallah and El-Bireh branch [of Fatah] honor released prisoner Abd Al-Fattah Doleh in the presence of Fatah Central Committee member Mahmoud Al-Aloul.
Ghannam [said she] looked forward to the release of all the prisoners, and noted that our prisoners are a symbol of the resolve and present a challenge [to the occupation].”

Abd Al-Fattah Doleh – Member of the Tanzim (Fatah terror faction). He served a 12-year sentence for his participation in the kidnapping and murder of 16-year-old Ofir Rahum on Jan. 17, 2001, and was released on June 30, 2016. Amna Muna met Rahum in an Internet chat room and engaged him in an online romance that culminated in his agreeing to meet her. She drove him to Ramallah, where they were met by Doleh and another accomplice, Hassan Alkadi, who shot Rahum to death.

PMW note: Mahmoud Rafat Badran was a 15-year-old Palestinian who was accidentally killed by Israeli soldiers who were pursuing Palestinian suspects that had thrown stones at moving Israeli cars, injuring 3. The PA used this tragic event as a platform for spreading its libels that Israel deliberately targets children for execution and encouraged use of “resistance in all its forms,” a euphemism for terror attacks.

Ghannam conveyed the blessings of His Honor president Mahmoud Abbas to all the residents of Silwad. She emphasized that His Honor shows unprecedented interest in the particulars of his people’s life, and makes the prisoners’ issue his [top] priority.
Ghannam said this yesterday [May 3, 2016] during a visit to the family of released prisoner Thaer Hammad (sic., Thaer Hammad is still in prison. It was his father who was released.) She emphasized that Thaer is a role model for every young Palestinian with the love of Palestine flowing through his blood, and she expressed a hope to visit the family again, after Thaer is released from the depths of prison.
Ghannam visited the two daughters of Martyr Mahdiyya Hammad, who was killed in cold blood by the occupation forces…
She inquired about their situation in school, and emphasized that their excelling constitutes a message of determination and defiance of this world, which keeps silent. Likewise, she honored the Martyr’s family and husband during her visit to their home.
Ghannam honored a number of Martyrs and prisoners’ families while visiting their homes. The visit included the homes of the Martyrs Abed Hammad and Anas Hammad.”

“Chairman of the [PA] Committee Against the Wall and Settlements Minister Walid Assaf inaugurated an exhibit of photos of Martyrs (Shahids) titled Every Martyr Has a Life in the village of Bil’in, west of Ramallah.

In honor of the seventh anniversary of the death as a Martyr of the popular resistance activist Bassem Abu Rahma, photos of all of the Martyrs who have died in the latest popular uprising (i.e., wave of Palestinian terror attacks) were displayed, accompanied by an explanation of their lives and the circumstances of their death as Martyrs.

Ramallah and El-Bireh District Governor Laila Ghannam, [PLO] Executive Committee member Abd Al-Rahim Malouh, Martyr Baha Alyan’s father, relatives of the Martyrs, dignitaries, and many residents of the village of Bil’in participated in the inauguration.

[PA] Committee Against the Wall and Settlements Minister Walid] Assaf said that this exhibit documents one of the chapters of Palestinian history, the chapter of the Martyrs of the latest popular uprising. He added: ‘Through this exhibit, we wanted to create documentation of our Martyrs, who were unjustly executed. (The “Martyrs” include terrorists who attacked Israelis and were killed during their attacks –Ed.) The occupation wants to break the Martyrs’ will power, but in this exhibit we commemorate the Martyrs’ human lives, because we are not just numbers; every Martyr has ambitions, a dream, and a goal, but the occupation has snatched this dream away in cold blood.’ Assaf noted that the photo exhibit Every Martyr Has a Life will be passed on to all of the districts, including the universities. “Many commentators and people who deal with prisoners’ affairs consider the submission of prisoner [PA Parliament Member] Marwan Barghouti’s candidacy for the Nobel Peace Prize by the Argentinian leader Adolfo Perez Esquivel, recipient of the 1980 Nobel Peace Prize, an important step, that will positively affect the affairs of about 5,600 prisoners in the Israeli occupation prisons, and legitimize the Palestinian national struggle.
In order to support the candidacy, the [PLO] Commission of Prisoners’ Affairs launched a national campaign yesterday [April 13, 2016], in cooperation with the PA Parliament (i.e., Legislative Council), the Prisoners' Club, and social and national institutions and activists. Attorney Fadwa Barghouti, prisoner Barghouti's wife… emphasized that this step is ‘significant in terms of legitimizing the Palestinian national struggle, establishing an international alliance between all the people of the world’s nations who believe in peace and freedom that will stand with the Palestinian cause, and in conveying a message to the whole world, that the prisoners are fighters who sacrificed their lives and their liberty for freedom, and not terrorists, as Israel claims.’…

     “The Political and National Orientation Authority marked the 40th anniversary of the eternal Land Day yesterday [March 29, 2016] in a ceremony it held in Ramallah.
Present at the ceremony were District Governor of Ramallah and El-Bireh Laila Ghannam, as representative of [PA] President Mahmoud Abbas, Official Spokesman of the PA Security Forces Adnan Al-Damiri, and the head of the Committee of Arab Monitoring in the 1948 Territories (i.e., Israel), Muhammad Barakeh.
Ghannam said in a speech she gave on behalf of President Mahmoud Abbas: ‘The occupation insists on carrying out many massacres against our people, and there is a decision to kill any Palestinian based on suspicion alone, while the world maintains its silence. Therefore, we must act to expose the occupation’s crimes.’ …
Barakeh said: ‘All the acts of struggle being carried out by our people are only intended to achieve freedom and honor and the establishment of a Palestinian state with East Jerusalem as its capital.’ … Likewise, he noted that the occupation forces are destroying villages in the 1948 territories (i.e., Israel) in order to expel their residents and establish settlement blocs.”

Land Day – an annual commemoration of the general strike and demonstrations organized by Israeli Arab residents of the Galilee on March 30, 1976 to protest the Israeli government's decision to expropriate land in the Galilee for security and settlement purposes, which it later implemented. During the protests, demonstrators burnt tires, blocked roads, and threw rocks and firebombs. Six demonstrators were shot and killed by the Israeli army and police. Israeli Arabs and Palestinians consider Land Day a national day.

Abd Al-Fattah Doleh – Member of the Tanzim (Fatah’s military wing). He is serving a 12-year sentence for his participation in the kidnapping and murder of 16-year-old Ofir Rahum on Jan. 17, 2001. A woman, Amna Muna, met Rahum in an internet chat room and engaged him in an online romance that culminated in his agreeing to meet her. She drove him to Ramallah, where they were met by Doleh and another accomplice, Hassan Alkadi, who shot Rahum to death.

Fadwa Abu Tir – 50-year-old Palestinian terrorist who tried to stab Israeli policemen in the Old City of Jerusalem on March 8, 2016. She was shot by the police and later died of her wounds.

The Karameh battle, or Al-Karameh - On March 21, 1968, Israeli army forces attacked the town of Karameh in Jordan, where Fatah terrorists had been launching attacks on Israel. Although Israel prevailed militarily, Arafat used the event for propaganda purposes, declaring the battle a great victory that erased the disgrace of the 1967 Six Day War defeat.

Abu Jihad (Khalil Al-Wazir) was a founder of Fatah and deputy to Yasser Arafat. He headed the PLO terror organization's military wing and also planned many deadly Fatah terror attacks. These attacks, which killed a total of 125 Israelis, included the most lethal in Israeli history - the hijacking of a bus and killing of 37 civilians, 12 of them children.

The event was attended by several PA and Fatah officials, including PA District Governor of Ramallah and El-Bireh Laila Ghannam and Abbas’ advisor and Fatah Central Committee member Sultan Abu Al-Einein. Al-Hayat Al-Jadida, the offical PA daily, reported on the event. An almost identical text to the item published in Al-Hayat Al-Jadida appeared on the official Facebook page of Abbas’ advisor and Fatah Central Committee member Sultan Abu Al-Einein, with the following addition:
     “[District Governor of Ramallah and El-Bireh Laila] Ghannam expressed great pride in Martyr (Shahid) Dalal and her companions to the path, and said that the title Sisters of Dalal is an honor to all Palestinian women.”

Um Yousuf Abu Hmeid (Latifa Abu Hmeid) - The mother of four prisoners serving multiple life sentences. She is also called Khansa of Palestine (referring to a woman in the earliest period of Islam who sent her four sons to battle and rejoiced when they all died as Martyrs), honored in 2010 and in 2015 by the PA, and was chosen in 2011 to launch the PA’s statehood campaign with the UN.

The Facebook page of the PA Ministry of Education posted several photos from an event for the launch of a project called Smart School. One of the photos shows PA Minister of Education and Higher Education Sabri Saidam holding a certificate of appreciation which shows a map of “Palestine” that includes the PA areas as well as all of Israel. District Governor of Ramallah and El-Bireh Laila Ghannam also appears in the picture. It is unclear who awarded the certificate to whom, and for what purpose.

"[Ramallah and El-Bireh district Governor Laila] Ghannam received a delegation from the town of Umm Al-Fahm
The honorable Dr. Laila Ghannam received an Umm Al-Fahm delegation and a number of people, led by Mayor Khaled Hamdan from Umm AL-Fahm in the Palestinian interior (i.e., in Israel), in her office today [Dec. 8, 2015].
Her honor updated the visiting delegation regarding the fierce attack of the occupying forces (i.e., Israel) which we are experiencing, the fall of the Martyrs (Shahids), the injured, the raids, the demolition of homes, and the cutting off of parts of the homeland by checkpoints. She emphasized the unity of the Palestinian people, and expressed pride in the position of the Palestinians in the interior (i.e., in Israel), and their standing alongside their brothers in the West Bank and the Gaza Strip, on the principle of the fact that we are one people, who won’t be divided by the definitions and boundaries set by the occupation.  The two sides emphasized that they will continue to cooperate and maintain continuous contact."

Pisgat Ze'ev stabbing attack - On Oct. 12, 2015, two Palestinian terrorists, Hassan ‎Manasrah (15) and Ahmad Manasrah (13), stabbed Yossef Ben Shalom (21) in the Pisgat ‎Ze'ev neighborhood of East Jerusalem, and then repeatedly stabbed Naor Ben Ezra (13) who was riding his bike. Hassan Manasrah was killed while fleeing the scene, and Ahmad Manasrah was shot by Israeli police and hospitalized. Both victims of the attack were seriously injured. The terrorists, who were cousins, came from the nearby Palestinian neighborhood of Beit Hanina.

      “Thousands from the Ramallah and El-Bireh district accompanied the body of Martyr Abd Al-Rahman Barghouti to burial yesterday [Dec. 5, 2015] in the cemetery of the village where he was born, Abud, west of Ramallah, after a military procession for the body that was held in the city. Governor of Ramallah and El-Bireh district Dr. Laila Ghannam participated in the funeral of the Martyr next to the government health facility ‘Palestine’ in Ramallah, and laid a wreath of flowers. Likewise, she condemned the occupation’s crimes, firstly the cold-blooded killing operations it carries out against innocents, while the world is silent. The body, wrapped in a Palestinian flag, was carried on the shoulders of national security officers, while a group of the guards saluted his soul before the body was taken in an impressive procession to his birthplace. A number of top officials and security leaders, representatives of the [national] forces, and Fatah people who expressed sorrow at the death of the Martyr participated in the funeral. Barghouti died as a Martyr by fire from the Israeli occupation army on Friday [Dec. 4, 2015] afternoon on the village of Abud’s land, [they] claimed that he stabbed a soldier, while witnesses verified that it was an execution for no reason.”

      “Governor of Ramallah and El-Bireh district Laila Ghannam visited prisoners’ families in Safa and Beit Sira yesterday [Nov. 8, 2015], Sunday. She wished for them that their sons be released, and emphasized that our prisoners are the symbol of our cause, and that it is their right to be released. Ghannam said that through their legendary resolve, the prisoners prove that they are bold fighters, even from within the occupation’s prison cells and its vengeful dungeons. She also noted that the headlines of all stages of our people’s struggle were written by the prisoners with their greatness, patience, and resolve. Ghannam offered blessings of honor and pride to all the male and female prisoners, who guard the spark, and emphasized that our people and leadership adhere to their release as a national and political priority. The district governor’s visit included the families of prisoners Haitham Al-Muttafaq Hamdan, who was sentenced to 4 life sentences, Muhammad Falanam [sentenced to life imprisonment]… She emphasized that these sentences prove the barbarity of the occupation, and noted that our prisoners’ victory is definitely near, and is the responsibility of all of us. The family members thanked the district governor for her unceasing giving, and constant contact with the prisoners’ families. They said that she is an outstanding example of giving on all levels.”

The funeral started at the Palestine medical compound in Ramallah and [continued] to their graves in the village of Katana in the Jerusalem district.”

Note: Muhammad Nazmi Shamasneh – 22-year-old Palestinian terrorist who choked and stabbed an Israeli soldier in order to take his weapon on Oct. 12, 2015, on bus 185 near the central bus station in Jerusalem. The terrorist also stabbed and injured two additional people. He was shot and killed by Israeli police.
Omar Muhammad Al-Faqih – 23-year-old Palestinian terrorist who stabbed a border policeman at the Qalandiya checkpoint on Oct. 17, 2015. Al-Faqih was shot in his lower body by another border policeman. Al-Faqih then tried to stab a sapper with scissors he took from him, and was shot and killed by an Israeli soldier.

The terrorists the PA official is referring to are: 
Muhannad Halabi - killed 2 Israelis, Rabbi Nehemiah Lavi and Aharon Bennett, and injured Bennett’s wife, Adele, and their 2-year-old son in a stabbing attack in the Old City of Jerusalem on Oct. 3, 2015. Following the attack, he was shot and killed by Israeli security forces. Prior to his attack, In a post to his private Facebook page, he referred to recent terror attacks as part of a "third Intifada,” and said that it was a response to Israel’s actions at the Al-Aqsa Mosque and that the Palestinian people would not “succumb to humiliation.” This is a reference to the PA libel that Israel is plotting to take over and destroy the Al-Aqsa Mosque and to the PA's portrayal of Jews praying on the Temple Mount as "an invasion of the Al-Aqsa Mosque."

PA TV and District Governor visit prisoner who murdered 11, send greetings to all serving life sentences

Official PA TV program Giants of Endurance on a visit to home of prisoner Abd Al-Fattah Doleh’s family, with the participation of District Governor of Ramallah and El-Bireh Laila Ghannam.
Fatah Secretary in Ramallah Muwaffaq Sahwil: “We were on a visit in Silwad, we visited our brother Thaer Hammad, to whom we send greetings as part of this meeting, to him and all the prisoners serving life sentences in the occupation’s prisons, we wish them a speedy release in the near future.”

Note: Abd Al-Fattah Doleh – Member of the Tanzim (Fatah’s military wing). He is serving a 12-year sentence for his participation in the kidnapping and murder of 16 year-old Ofir Rahum on Jan. 17, 2001. Amna Muna met Rahum in an Internet chat room and engaged him in an online romance that culminated in his agreeing to meet her. She drove him to Ramallah, where they were met by Doleh and another accomplice, Hassan Alkadi, who shot Rahum to death.

Notes: Lina Al-Jarbouni is an Israeli Arab woman serving a sentence of 17 years, convicted March 9, 2004 of maintaining contact with and helping Islamic Jihad terrorists, of conspiring to commit terrorist attacks and of aiding an enemy during war.

Dalal Mughrabi led the most lethal terror attack in Israel’s history, known as the Coastal Road massacre, in 1978, when she and other Fatah terrorists hijacked a bus on Israel's Coastal Highway, killing 37 civilians, 12 of them children, and wounding over 70.

Official PA TV News reported on an event held ‎by the Commission of Prisoners and Released ‎Prisoners' Affairs in honor of prisoners’ ‎mothers in Ramallah, on the occasion of ‎Mothers’ Day. ‎
Um Nasser Abu Hmeid: “Nasser [is serving] ‎seven life sentences and 50 years, Sharif – ‎four, Nasser – five and Muhammad [is serving] ‎two life sentences and 30 years. They have ‎been in prison for 13 years.”‎
Chairman of the PA-funded Prisoners' Club ‎Qadura Fares: “The Palestinian nation honors ‎the woman fighting alongside her son as much ‎as it honors Jihad fighters and those who fight ‎against the occupation. We would like to tell ‎those mothers that we are one family, [we] ‎who fight for freedom, we are all one family.”‎
District Governor of Ramallah and El-Bireh ‎Laila Ghannam: “We honor the patient, ‎fighting mothers who feel pride, in spite of their ‎wounds, because they believe this homeland ‎deserves their loved ones, their sons.”‎
Official PA TV reporter: “Not far away, Majid ‎Faraj, head of the [Palestinian] General ‎Intelligence Service, honored mothers of ‎Martyrs (Shahids) and prisoners of the ‎intelligence establishment, for their pioneering ‎role… Here Palestinian mothers stand firm in ‎spite of their wounds and the burden on their ‎shoulders. The ‘Al-Khansas’ of Palestine have ‎sacrificed their sons as prisoners of the ‎homeland, and they [share] one sense of ‎pride.”‎

PA governor Laila Ghannam honorer Abu Hmeid, who has four sons in prison for terror-related crimes. The PA also honored Abu Hmeid in 2011 by choosing her to launch the Palestinian statehood campaign:
     "District Governor of Ramallah and El-Bireh Laila Ghannam visited mothers of Martyrs and prisoners yesterday. She stressed that 'We are a nation that knows no rest and will not submit to the occupation and its brutality.' Ghannam said that 'the mothers and wives of the Martyrs and prisoners are a trust placed on all of our shoulders, for they [the Martyrs and prisoners] are a symbol of the unceasing Palestinian national struggle.‘ District Governor [Ghannam] honored Um Nasser Abu Hmeid, the Al-Khansa of Palestine, one of the living examples of a Palestinian woman and mother contributing in all areas. [Um Nasser] sacrificed a Martyr from among her children for the homeland, her entire family was arrested, and four of [her sons] are still in the occupation's detention camps and are serving sentences more severe than a life sentence."

District Governor of Ramallah and El-Bireh Laila Ghannam: "I am against ululations (i.e., cries of joy), against restraining the emotions and against presenting ourselves as a nation of barbarians who don't care about loss and deprivation. In psychology, this is called denial, while we Palestinians have learned that it is pride. It is true that our culture talks of the Martyr's high standing and qualities, but when the world sees us carrying a Martyr and hears our ululations, it thinks we have no feelings - especially when it's a child; for when a child dies as a Martyr, the first image we publish is of him holding a weapon. The mother must express her feelings, and this is what I tell all the mothers I visit, for this is their right... “
Q: "If you had a son and a daughter, would you let them participate equally in the ‎various resistance activities, without fearing more for the girl than for the boy?"‎
Laila Ghannam: "Certainly, because I lived that life and my brothers are in jail. I am involved in organizational activity, and many have complained to my father that I get beaten and arrested for intervening in things that are none of my business, such as saving young people from the [Israeli] soldiers and participating in rallies. My father opposed sex discrimination, and said that this kind of intervention was characteristic of the family and that it was everyone's right."

After loss of US award, PA Governor reiterates her support for terror

     "District Governor of Ramallah and El-Bireh Dr. Laila Ghannam… clarified that the fact that Councilwoman Maria Sánchez, the representative of the city of Philadelphia, Pennsylvania, had apologized for awarding her a Citation of Honor… [Ghannam] noted that, according to Sánchez's statements, the citation had been withdrawn from her because of her 'support of terror.' […] She [Sánchez] also apologized to the occupation for having honored her and met with her. Ghannam described to the Councilwoman the attacks the occupation carries out against our defenseless people... Ghannam noted that... [the councilwoman] yielded to the terror of the occupier and the Zionist lobby. She [Ghannam] also emphasized that... she [Sánchez] had yielded to the occupier's terror, racism, tyranny and its persecution of all Palestinians, wherever they are. Ghannam said: 'We are not interested in citations of honor that require us to slander our fighters and the supporting pillars of our struggle as terrorists,' emphasizing that it is the occupation's actions against our defenseless people, and not [our people's] defense of its dignity and land, that is terror."

PA Governor Laila Ghannam was honored by Philadelphia Councilwoman Maria Sanchez with the Liberty Bell and "Citation of Honor" in January 2015. Following PMW's bulletin documenting Ghannam's history of glorifying Palestinian terrorist killers, Sanchez denounced Ghannam's support for terror and and added, "We will look into whether it is possible to withdraw a citation." The following is the full response from Sanchez's office:

Philadelphia Councilwoman honors Laila Ghannam, who has consistently glorified terrorists

     "District Governor of Ramallah and El-Bireh Laila Ghannam... receiv[ed] the Liberty Bell from [Philadelphia] City Council member Maria Sanchez in Philadelphia, Pennsylvania, [USA] yesterday [Jan. 30, 2015]... In addition, Ghannam received a Citation of Honor, which has never been awarded to any Arab leader or citizen before, in recognition of her impact and her extraordinary actions for her nation and her cause, and her influence within her society and in the world... [Ghannam] made it clear that the land of Palestine was the cradle of love and peace, noting that Jesus was Palestinian, and that tolerance is one of the Palestinians' most prominent principles." Ghannam gave the parliamentary representative [City Councilwoman Maria Sanchez] a memento from the Palestinian heritage, and noted that this is our heritage, identity and the legacy of our ancestors. She also noted that the occupation (i.e., PA euphemism for Israel) was trying to steal it by using it in Israeli fashion shows and for the uniforms of the Israeli airline attendants. Ghannam clarified that stealing is their [the Israelis'] conduct, as they have stolen the land, and are now trying to rob all that is Palestinian, without anything to stop their savagery, criminality and unrestrained terrorism."

     “District Governor of Ramallah and El-Bireh Dr. Laila Ghannam briefed the Indian ambassador about the details of the internal Palestinian situation and the sufferings of our people, caused by the last and longest occupation known to mankind…The District Governor said that the settlements, which desecrate Palestinian land, and the rioting of the settlers, the last [instance] of which was the burning of a mosque in the [West Bank] village of Mughayer, were actions that the world, which purports to be democratic, must stop. In addition, she said that the burning of Muhammad Abu Khdeir and the strangling of [Yussuf] Al-Ramouni, which were perpetrated lately by the settler herds, represented a course of action adopted by the occupation government and its herds to frighten our defenseless people, and emphasized the need to provide international protection for our people.”

Notes: On June 12, 2014, Israeli teens Eyal ‎Yifrach, Gilad Shaar and Naftali Frenkel ‎were kidnapped while hitchhiking in the ‎West Bank. The boys' bodies were found by ‎Israeli security forces near Hebron on June ‎‎30, 2014. They appeared to have been shot ‎to death soon after the abduction. Two days ‎later, Palestinian teen Muhammad Abu ‎Khdeir was kidnapped and murdered in ‎Jerusalem in a revenge attack by Israeli ‎extremists. Following this murder, ‎Palestinians took to the streets of eastern ‎Jerusalem in violent and continuous ‎protests. Prime Minister Benjamin ‎Netanyahu and other Israeli ministers ‎immediately condemned the revenge killing ‎in the strongest terms. Israeli police ‎arrested six Israeli suspects on July 6th; ‎under interrogation, three of the suspects ‎confessed to murdering Khdeir.‎

Note: Mutaz Hijazi – Islamic Jihad member ‎and released prisoner from Jerusalem who ‎attempted to assassinate Rabbi Yehuda ‎Glick, a prominent activist working to assure ‎rights for Jews to visit and pray on the ‎Temple Mount, on Oct. 29, 2014. The ‎assassination attempt took place following a ‎conference on establishing times and places ‎for Jews to pray on the Temple Mount. Glick ‎was seriously wounded in the attack; Hijazi ‎was killed soon afterwards when he opened ‎fire on an Israeli police force that was ‎attempting to arrest him.‎

Abd Al-Rahman Al-Shaloudi - On Oct. 22, 2014, Al-Shaloudi from East Jerusalem deliberately ran over people waiting at a light-rail station in Jerusalem with his car, killing three-month-old Israeli-American Haya Zissel-Brown and Karen Mosquera, 22, of Ecuador, and injuring 7 others. He was shot by police while attempting to flee, and later died of his wounds.

[The tournament] was organized, for the second consecutive year, by the Taqat Shababiya organization in the refugee camp…
Nine teams, both from the camp and from outside it, participated in the tournament…The camp’s Martyr teams advanced to the second round: the Martyr Abu Iyad team, the Martyr Abu Jihad team and the Martyr Yasser Arafat team.”

Abu Iyad (Salah Khalaf) - A founder of Fatah and head of the terror organization Black September. Attacks he planned included the murder of two American diplomats (March 1, 1973), as well as the murders of 11 Israeli athletes at the Munich Olympics (Sept. 5, 1972).

Abu Jihad (Khalil Al-Wazir) was a founder of Fatah and deputy to Yasser Arafat. He headed the PLO terror organization's military wing and planned many deadly Fatah terror attacks. These attacks, which killed a total of 125 Israelis, included the most lethal in Israeli history - the hijacking of a bus and killing of 37 civilians, 12 of them children.

The event was attended by District Governor of Qalqilya Rafe’ Rawajbeh, PA Minister of Agriculture Walid Assaf, Mayor of Qalqilya Othman Daoud, District Governor of Ramallah and El-Bireh Laila Ghannam and Fatah Secretary in Qalqilya Mahmoud Walwil.

Note: Dalal Mughrabi - led the most lethal terror attack in Israel’s history in 1978, when she and other terrorists hijacked a bus and killed 37 civilians, 12 of them children.

     “Yesterday, Thursday [Jan. 30, 2014] District Governor of Ramallah and El-Bireh Laila Ghannam led a delegation from the district [administration] that delivered a special telegram of condolence for Martyr (Shahid) Muhammad Mubarak on behalf of President Mahmoud Abbas. The President said in the telegram: ‘Before all of you and before our people in the Jalazone refugee camp that is standing firm, we express our heartfelt and brotherly condolences on the Martyrdom death of the precious son Muhammad Mahmoud Mubarak, whose pure soul ascended to God’s kingdom as a result of the despicable occupation army’s bullets.’ The President added: ‘By sharing in the grief felt by all of you over his Martyrdom death, we express our absolute denunciation and our strong condemnation of this heinous crime, which is one in a series of daily crimes committed against our defenseless people by the occupation army, and we call on Allah to forgive him [Muhammad Mubarak] and have mercy on him and gather him into the group of virtuous Martyrs who have attained His benevolence in Paradise. Governor of Ramallah celebrates terrorists’ release

     “District Governor of Ramallah and El-Bireh Laila Ghannam yesterday [Jan. 3, 2014] shared the happiness of released prisoners from the northern [West] Bank Arab areas and their families on their release…
Ghannam said: ‘Today released prisoner Jamil [sic] (should be Jamal, Ed.) Abu Muhsin, one of the giants of resolve, expressed the prisoners’ moans and their families’ sighs in his sincere words.’
She explained that he was released from captivity after losing his mother and father. She noted that the will to challenge and the strength to remain committed to the promise are the message he conveyed in the name of all the prisoners, despite their open wound.
[She added that] with this, he has affirmed today that he is a free man, but his freedom is lacking because he has brothers who are suffering inside the occupation’s fortresses…
During the visit – that included released prisoners Ahmad Kmeil, Faisal Abu Al-Rub, Jamal Abu Muhsin, Mukhlis Sawafta, Ayman Jaradat, Nu'man Al-Shalabi, Osama Al-Silawi, Bilal Damra, Nasser Barham and Ibrahim Taqtouq – Ghannam said that the occupation has referred to these giants as ‘those whose hands are stained with blood’ and had refused to include them in any deal. However, the willpower of the Palestinian leadership, led by President Mahmoud Abbas, and our prisoners’ determination to hold on and challenge [the occupation] have produced a historic achievement: their release from the darkness of the Israeli prisons.
She noted that our prisoners are our cause’s life vein and its beating heart, and she expressed hope that the remainder of our brave prisoners and illustrious female prisoners will be released from the occupation prisons."

The District Governor visited several released prisoners from the district yesterday [Dec. 31, 2013], in addition to prisoners from the Qalandiya refugee camp. She participated in the joy of the residents of [the village of] Nabi Saleh over [the release of] their son Sa’id Tamimi and congratulated the residents of the Qalandiya refugee camp on the release of the giants, Ahmad Shehadeh, Muhammad Ghazal and Ramadan Yaqub. She stressed: ‘We mentioned our prisoners at every event and yearned for them to be among us, but today they stand first among those present and enjoy the light that the prisons and jailers denied them for more than a quarter of a century. Thus they prove to the whole world that we are a people that were granted a leadership that does not forget its prisoners in the prisons and that will not rest until all the brave male prisoners and all praiseworthy female prisoners are released.’
The District Governor explained that generations have been buried in the ground and generations have been born while prisoners were taken away against their will as a result of the occupation, its barbarity and sadism. Ghannam asserted: ‘Our people and our leadership adhere to the principles for which our pure Martyrs died.’ She noted the ‘pioneering role and path of struggle replete [with action] of Martyr Abu Ali Mustafa, who is not physically [among us] but remains [with us] through his philosophy, history and admirable struggle.’ […]

Note: Abu Ali Mustafa - Secretary-General of the terror organization Popular Front for the Liberation of Palestine (PLFP). Abbas representative says released murderers and head of terror cell are “giants”

She noted that the giants of imprisonment are the giants of the [Palestinian] struggle and our greatest pride and that they deserve loyalty from us all. District Governor Ghannam congratulated the released prisoners in the Al-Aroub refugee camp and in the Surif village in the Hebron district. Among them [were] Ziyad Gheimat and Mustafa Amer Gheimat from the village of Surif who were imprisoned for 29 years... Musa Qar’an – Serving 28 years in prison for driving terrorist Asrar Samrin to the place where he murdered Israeli citizen Tzvi Klein (Dec. 3, 1991).
Ziyad Mahmoud Ghneimat and Mustafa Ghneimat were each serving a life sentence for shooting and murdering two Israeli citizens, Meir Ben Yair and Michal Cohen, in a forest on June 27, 1985. They were released in October 2013, among the 104 prisoners to be released by Israel, which was the PA's precondition for renewing negotiations.
Muhammad Al-Tous is a Fatah terrorist, serving a life sentence. He led a cell that attacked five civilian buses, wounding 16 people. He also gave the orders to murder three people, and was involved in the murders of an additional two. He has been imprisoned since 1985.
At funeral for terrorist, attendees call for revenge through “armed resistance” (violence)

Participants at the funeral voiced demands to end negotiations [with Israel] in light of Israel’s intentional aggression and harm [to] the Palestinian people’s lives and its legitimate rights. They demanded that the armed opposition factions respond to the incessant occupation crimes and adhere to the resistance option.”

Note: Muhammad Asi – one of the planners of a terror attack on a Tel Aviv bus in which approximately 30 people were wounded. The attack occurred during Israel’s Pillar of Defense operation, which was aimed at destroying Hamas’ terror infrastructure in the Gaza Strip (Nov. 14-21, 2012). Asi was killed during an exchange of fire with the Israeli army forces that came to detain him on October 22, 2013.
Ramallah governor honors terrorists behind Savoy attack, who killed 11

     “District Governor of Ramallah and El-Bireh Dr. Laila Ghannam, head of Civil Defense in the district Muawiyah Daraghmeh, deputy head of Ramallah police Bashar Al-Barghouti, military liaison officer of the district and Jerusalem Osama Mansour, director of joint operations and National Security representative Jamal Odeh, deputy head of intelligence in the district Abd Al-Nasser Al-Bayed and representative of the Preventive Security Forces in Ramallah Rami Sha’alan, visited memorials for Palestinian Martyrs of the revolution in El-Bireh, the Al-Amari refugee camp and in Beitunia. In addition, they recited the Al-Fatihah [Quran] Sura for the Martyrs’ souls and were received by multitudes of local residents and prominent figures.
[District Governor] Ghannam laid a wreath on the grave of the Jordanian army Martyrs, on the grave of Palestine’s Martyrs in the El-Bireh cemetery, on [the grave] of the Martyrs of the Savoy operation (i.e., terror attack) in the Ramallah cemetery, as well as on the Martyrs’ graves in the Al-Amari refugee camp and in Beitunia.”

Note: Savoy terror attack: In March 1975, eight terrorists traveled by boat from Lebanon to a Tel Aviv beach. They took over the Savoy Hotel and took guests as hostages. The next morning, Israeli forces attacked and killed seven of the terrorists. Eight hostages and three soldiers were killed by the terrorists during the attack.
Ramallah governor visits families of imprisoned murderers to honor them

Ramallah Governor confirms she supervises Facebook page that showed her glorifying terrorists

On Aug. 8, 2013, the “Friends of Laila Ghannam” Facebook page posted a picture of Ramallah Governor Laila Ghannam placing a wreath on the grave of terrorists who killed 8 people in 1975. In the following statement, Ghannam confirms that she supervises that Facebook page:
     “Ramallah and El-Bireh District Governor Laila Ghannam yesterday denied that she has an official page bearing her name on the social network ‘Facebook’. Ghannam declared that there are anonymous elements who want to harm outstanding Palestinian political dignitaries and are working to defame them in the eyes of the world. The opening of such pages on ‘Facebook’ or on other sites by anonymous [parties] can ignite controversy as a result of incorrect information that [may be] published there.
She also noted that the Ramallah and El-Bireh District has an official page that is headed and managed by the Information Directorate staff and that there is a page belonging to the ‘Friends of Dr. Laila Ghannam’ that is managed by a number of friends of the district and is supervised by the Governor and through which she maintains contact with our Palestinian people in the Interior (i.e., Israel) and outside of the country. In addition, she declared that people who commit such acts should be tracked down, they should be forced to explain [their acts], and they should be prosecuted.”

Note: It is significant that Dr. Ghannam denies only that she has her own personal Facebook page. She confirms that there are official Facebook pages for the district she governs, and that she herself supervises a page for a group called “Friends of Laila Ghannam.”

On a Facebook page dedicated to Ramallah Governor Laila Ghannam, a picture was posted honoring terrorists who killed 8 civilians in an attack on a Tel Aviv hotel in 1975. The Facebook page, entitled "Friends of Dr. Laila Ghannam," posted a picture of the governor placing a wreath on the terrorists' graves.

PA officials lobby for released prisoner to ‎get medical treatment abroad

     ‎“Released prisoner Muhammad Al-Taj has ‎postponed the beginning of his indefinite ‎hunger strike. This [decision was made] ‎after he received the Palestinian ‎Presidency’s guarantees and [was told] ‎that he will be sent for treatment abroad if ‎he receives the consent of one of the ‎European hospitals specializing in lung ‎transplants.‎ Minister of Prisoners’ Affairs, Issa Karake ‎said… The subject of prisoner Al-Taj’s ‎treatment had been raised a few months ‎ago and a written request had been sent ‎to several countries in order to provide him ‎with the necessary treatment. However, ‎his trip has been delayed due to the ‎medical procedures adopted by these ‎countries…‎ ‎[Minister] Karake noted that President ‎Mahmoud Abbas is dealing with Al-Taj’s ‎issue and said that he has instructed that ‎the prisoner be treated whatever the price ‎may be and in the place and time of his ‎choosing. He made it clear that this ‎depends on procedures in countries that ‎perform such operations, contrary to talk ‎about incompetence with regard to ‎prisoner Al-Taj’s matter.‎ On her part, District Governor of Ramallah ‎and El-Bireh, Laila Ghannam, said that ‎treating released prisoner Muhammad Al-‎Taj is a national duty that cannot be ‎neglected.”‎

Note: Muhammad Al-Taj was sentenced to 14 ‎years in prison. He was released for ‎medical reasons after serving two thirds of his ‎prison term. PMW has been unable to verify ‎the crime for which Al-Taj was imprisoned.

Ramallah governor glorifies Palestinian prisoners as the “living examples of human dignity” and “the PA’s top priority”

      “District Governor of Ramallah and El-Bireh Laila Ghannam emphasized that the prisoner issue is the PA’s top priority, since it is always at the heart of the Palestinian cause, especially in light of the occupation authorities’ recurring daily violations against the prisoners.  During her participation in an appreciation [ceremony] for prisoners’ families in the Qalandiya refugee camp, which was organized by Fatah, Ghannam noted…that through their resolve and self-sacrifice, the Palestinian prisoners have become living examples of human dignity, considering the policy of silence adopted by the world’s nations in face of the tragic situation and the policy of torture, abuse and humiliation adopted against the living and the dead in the darkness of the prisons… Ghannam praised the prisoners’ mothers for their resolve, for refusing to be anything other than the ‘Al-Khansas’ of Palestine, for having suffered oppression and hardship while visiting their sons [in prison] and for having tasted the bitter taste of separation from their loved ones.”

Note: There are 6,500 Palestinians serving time in Israeli prisons (as of December 2014), all of whom were imprisoned for security offenses and terror related crimes. According to the PA Prisoner's Law, the word "prisoner" is defined as "anyone imprisoned in the occupation's [Israel's] prisons as a result of his participation in the struggle against the occupation." (Ch. 1 of Law of Prisoners, 2004/19, www.alasra.ps, accessed May 9, 2011)

Al-Khansa - an Arab woman and poet from the earliest period of Islam (7th century) famous and honored in Islamic tradition for sending her four sons to battle and rejoiced when they all died as Martyrs. She has been lauded by the PA and often presented as a role model for mothers.

     "Ramallah District Governor Laila Ghannam yesterday visited the families of Issa Abd Rabbo and Muhammad Abu Aker in Bethlehem, and expressed her interest in how they (the prisoners) are doing and the conditions [of their confinement]. She stressed that the prisoners' mothers pay a price of their own vitality and strength, while demonstrating patience and resolve that prove the determination of the Palestinian people to challenge [Israel], in spite of its (the Palestinian people's) difficult situation... The District Governor expressed condolences over the death of hero prisoner Maysara Abu Hamdiyeh. She said that his Martyrdom death serves as a death notice for all human rights organizations that sat passively while he suffered. She also noted that the cancer that attacked his body as a result of [Israel's] intentional medical negligence is evidence of a despicable crime against humanity that has been added to the long list of wounds inflicted by the occupation on anything Palestinian."

Note: Issa Abd Rabbo killed two Israeli university students, Ron Levi and Revital Seri, who were hiking south of Jerusalem in 1984. At gun point he tied them up, put bags over their heads and then shot and murdered both. He is serving two life sentences in an Israeli prison.
Maysara Abu Hamdiyeh – Hamas member serving life in prison for recruiting and training terrorists, preparing explosives for suicide bombings, attempted murder, and possession of weapons. Died of cancer while being treated at the Israeli Soroka Hospital in April 2013.
PA official sends greetings to “heroic” imprisoned terrorists at ceremony

Official PA TV Live broadcast a ceremony marking the 20th anniversary of the founding of the Al-Dameer Association for Human Rights. The ceremony was attended by District Governor of Ramallah and El-Bireh Laila Ghannam, [former] PA Minister of Prisoners’ Affairs Issa Karake, PA Deputy Minister of Prisoners’ Affairs Ziad Abu Ein and Chairman of the Palestinian Prisoners’ Club Qadura Fares.

PA Minister of Prisoners’ Affairs Issa Karake: “On behalf of this institute that we [all] know, this beacon…I send greetings to all our male and female prisoners in the occupation prisons. PA official glorifies terrorists buried in Israeli numbered cemeteries

     "Ramallah and El-Bireh District Governor Laila Ghannam said that Israel's holding the bodies of Martyrs is a mark of shame on the forehead of the entire world. She noted that the occupation is not satisfied with killing them, but goes further and prevents family members from looking at [the bodies] for the last time and from holding burial ceremonies… Ghannam added yesterday, while taking leave of the bodies of Martyrs Ramzi Shahin and Anis Rafiq Khalil… that the whole world should intervene immediately to put an end to our people's suffering and to stop the Israeli crime and the occupation's actions… She noted that these giants (i.e., the terrorists) were not mere numbers, for they are symbols of the Palestinian struggle, their names and their struggle a badge of honor on the chest of every respectable free person in the world. Ghannam said that by holding the bodies of our Martyrs, the occupation is trying to hide its crimes and the traces of them [the crimes]. She stated that research and several studies have proven that the occupation steals the Martyrs' organs, while the world does not lift a finger in face of all these violations."

Note: Al-Hayat Al-Jadida reported on Aug. 13, 2012 that Ramzi Shahin and Anis Rafiq Khalil were part of a four-member Fedayin squad that was intercepted by the Israeli army after having crossed the border from Egypt in November of 1991. Ramzi Shahin and Anis Rafiq Khalil were killed in the fire-fight that ensued.
Israel holds the bodies of enemy soldiers and members of terrorist organizations at the Cemeteries for Enemy Casualties. The graves have markers instead of gravestones. The burial is temporary, with the assumption that the bodies will be returned to their countries in the future.

Abbas provides assistance to family of terrorist prisoner

     "President Abbas met yesterday evening at the Presidential Office in Ramallah with residents of the village Al-Maghir and its dignitaries, in the presence of District Governor of Ramallah, Laila Ghannam. The President instructed the relevant personnel to act to rehabilitate the homes of the civilian Yusuf Al-Na'asan and prisoner Talal Al-Na'asan who has spent more than 12 years in the occupation's prisons, to take on their cause, and to provide all assistance so that they can live in dignity."

Note: Talal Al-Na'asan was a member of the terrorist infrastructure under Arafat’s Force 17. The terrorist infrastructure was responsible for a number of terror attacks, including the murder of two members of the Kahana family in December 2000, as well as two soldiers.

Note: Nael and Fakhri Barghouti were part of a Fatah squad who killed an Israeli officer in 1978.
