       "PA Prime Minister Dr. Rami Hamdallah stated: 'In the name of the Palestinian leadership, led by Mahmoud Abbas, I emphasize that we will not concede one speck of land in Jerusalem, and Israel's plan to divide Al-Aqsa will not pass, and Israel does not scare our people with its racist resolutions.'
These things were said during his speech yesterday [Sept. 19, 2015] at the graduation ceremony of the third class of first degree students, the 'belonging class,' at the Al-Istiqlal University in Jericho, in the presence of the president of the university, Dr. Al-Nasser Al-Qaddumi, and head of the board of trustees [and Fatah Central Committee member] Tawfiq Tirawi."

"Division according to areas and times" and “division of the Al-Aqsa Mosque” refer to a proposed law (May 2013) being reviewed in Israeli Parliament that would allow for both Jews and Muslims to pray on the Temple Mount. The law seeks to designate separate prayer times and areas of the site for Muslims and Jews.

Fatah Central Committee Member Tawfiq Tirawi: “In the Fatah political program of the Sixth Conference [in 2009]… it says liberation of the lands and resisting the occupation through all means of resistance. We haven’t omitted any type of resistance. However, we know that for each method of resistance there is a right time and circumstances, which are not right for another method. Since we are interested in a [political] achievement, in a state, freedom, and independence for the Palestinian people, we know what the interests and basic principles of the Palestinian people are. Hence, we want to realize its interests, and not to concede our basic principles. These might be temporary interests or achievements until conditions are ripe to end all other issues...”
Ma’an TV host: “How come that Israel feels secure next to Hamas, places it in the West Bank, accepts its presence and [lets it] control the West Bank like it controlled the Gaza Strip. Like a man placing a snake in his surroundings. Do you think Israel is involved in this?”
Fatah Central Committee Member Tawfiq Tirawi: “For your information, there are snakes without teeth. If Israel didn’t accept the revolution that took place in Gaza, it wouldn’t have taken place… Who among us thought that the Muslim Brotherhood would make a pact with the Americans, as happened in Egypt?…
Who created Al-Qaeda, was it not the CIA? Who established the Islamic State (ISIS)? Who invented [Jabhat] Al-Nusra? Where is Al-Nusra? Al-Nusra is in the Golan. Show me one bullet fired at Israel. They [the Americans] wanted to liberate Afghanistan before liberating Palestine.”

Note: Jabhat Al-Nusra is a branch of Al-Qaeda operating in Syria and Lebanon.

Fatah official implies that Fatah’s real goal is for all of Israel to become “Palestine”

     “Name me one thing we have given up on. Did we give up on the refugees? Did we give up on Jerusalem? Who is leading the actions in Jerusalem? Fatah and the PLO framework, irrespectively of the sizes [of the PLO factions]. Did we give up on the borders? Did we give up on our territories in the interior, from 1967 (i.e., Israel). I want to tell you something even more important. Brother Mahmoud Abbas is the president of the [Palestinian] Authority. I am a member of the Fatah Central Committee. Who told you I don’t want Jaffa and Haifa? Who will tell me that? Why, sir? First of all, the PA and Fatah are not the same thing. Brother Mahmoud Abbas is president of the PA. He talks to presidents, heads of state and others. No! I’m telling you, I want a democratic Palestinian state in which we – Muslims, Jews and Christians – will live, in all of Palestine… I want to ask those who have doubts about Yasser Arafat a question. They heard Yasser Arafat’s speeches. They heard when Yasser Arafat declared the [Palestinian] state. What did he say? Some say [he said] ‘the establishment of the Palestinian State.’ No, no. They heard the words and remembered them [wrong]. He said: ‘We announce the establishment of the State of Palestine on our Palestinian land.’ Where is the land of Palestine?”

Fatah Central Committee member, Tawfiq Tirawi: "We are [dealing] with politics. We are all self-sacrificing fighters and have fought in the armed struggle. We found that, in view of the conditions in the Arab [world] and internationally, we might not be able to obtain a [Palestinian] state for our people. We turned to the Oslo [Accords] and to negotiations. The negotiations failed. After that, we carried out an Intifada (i.e., PA terror campaign 2000-2005). We were the ones who led the Intifada, no one else. Now, we are leading the popular resistance (i.e., the Oct. - Nov. 2014 riots and terror that murdered 11 Israelis) – we as the Fatah movement, and with us, the PLO, or the factions belonging to the PLO."

PA forces led the Intifada

Fatah Central Committee member Tawfiq Tirawi: “I was the head of the [General] Intelligence [Services], and in the West Bank was my brother Jibril Rajoub… Honored brother: The commanders of the security establishment, our officers and soldiers are the ones who led the Tunnel Intifada (i.e., the Western Wall Tunnel clashes – 3 days of Palestinian-Israeli fighting in September 1996). They are the ones who led the Al-Aqsa Intifada (i.e., PA terror campaign 2000-2005). Today, over 300 of them – officers and soldiers – are in jail. Some of them were sentenced to over 300 years, for example Muhammad [Naifeh] ‘Abu Rabia.’ All of the Security Forces headquarters were destroyed. We have between 250 and 300 Martyrs (Shahids) from among the commanders of the Security Forces… Even if they do give us a Palestinian state according to the 1967 borders, we will not, by any means, accept a Jewish state! No leader from Fatah or the Palestinian forces in the PLO will ever recognize Israel as a Jewish state. No way. This decision is final and not open for discussion, because if it does happen, it would endanger the entire Palestinian cause, whether regarding the refugee issue or our people in the 1948 territories (i.e., Israel).”

Note: Muhammad Naifeh ‘Abu Rabia’ – A senior member of the Tanzim (Fatah’s military wing), Naifeh was responsible for the murder of 13 Israelis in various terror attacks, some of which he carried out himself. He received 13 life sentences.

Sky News Arabic program The Night Talk hosted former head of the PA General ‎Intelligence and Fatah Central Committee member Tawfiq Tirawi and former Israeli ‎diplomat Meir Cohen.‎
Sky News Arabic host: “Is it the security coordination between the [Palestinian] ‎Authority and Israel that is preventing the outbreak of a third Palestinian Intifada? ‎
Fatah Central Committee member Tawfiq Tirawi: “That’s not true. Jerusalem is [already] ‎undergoing an Intifada, dear brother. Who is carrying out the Jerusalem Intifada? Let ‎me tell you: Fatah members and Fatah personnel are the ones leading the street in ‎Jerusalem. Since the beginning of the Intifada, 1,200 people have been detained, ‎‎1,000 of whom are Fatah members. Anyone can talk, but on the ground – who were ‎the leaders of the Al-Aqsa Intifada (i.e., PA terror campaign 2000-2005)? The others ‎‎(i.e., Hamas) joined the Al-Aqsa Intifada 6 months after [it began], for your ‎information - not from the start. Now, I am telling you – who is leading the popular ‎resistance? – The Fatah movement! … and if a minister, a member of a revolutionary ‎council from the highest level of leadership in Fatah, descends to the ground to [take ‎part in] this demonstration – [this creates] friction with the occupation. Does this mean ‎that Fatah is unserious? This is a movement of resistance, which is implementing the ‎appropriate manner of resistance to this occupation, in order to liberate a future for the ‎Palestinian people.”‎

Note: “The Jerusalem Intifada” is a reference to a period of high tension in Jerusalem, ‎from October to November 2014. In that period, Palestinians murdered 11 Israelis using ‎guns, knives, and cars, and wounded dozens. ‎
Fatah official: Ziad Abu Ein was ‎‎“assassinated and murdered in cold ‎blood”‎

     ‎“Fatah Central Committee member Tawfiq ‎Tirawi said that Abu Ein had been ‎assassinated and murdered in cold ‎blood. He added: ‘Our entire people and its ‎leadership are potential Martyrs (Shahids) in ‎resisting the occupation, and the [current] ‎stage demands that we all form a unified ‎rank against it. This is our destiny, and we ‎must therefore strengthen our unity against ‎the occupation. Our response will be more ‎resistance in all the popular, national and ‎international forums, using all forms of ‎popular resistance.’‎ [...] The [PA] Ministry of Information called Abu ‎Ein’s assassination ‘a barbaric crime and ‎state terrorism,’ testifying to the history of a ‎criminal [security] establishment that excels ‎in claiming numerous victims from among ‎the Palestinian people, proving its lust for ‎the blood of innocent people.”‎

Note: Ziad Abu Ein - Fatah Revolutionary Council member and head of the PA Committee to Resist Settlements and the Wall. Abu Ein died on Dec. 10, 2014 at ‎a demonstration in the West Bank that ‎turned violent. Immediately following his ‎death, PA and Fatah leaders claimed that ‎Abu Ein was murdered. Footage from the ‎event shows Abu Ein in an altercation with ‎an Israeli soldier who grabbed Abu Ein by ‎the neck, and later shows Abu Ein on the ground clutching his chest in pain. The ‎autopsy, which was overseen by Israeli and ‎Palestinian pathologists, revealed that the ‎cause of death was a heart attack, but ‎disagreement remains over the extent to which the altercation with Israeli forces may have caused ‎the heart attack. Palestinians have ‎continued to describe Abu Ein's death as a ‎‎"murder" and "assassination" by Israel.‎

Tawfiq Tirawi: “The security reports, the circumstances and the security evidence in our possession – we will continue the investigation, because all these data lead to the conclusion that President Yasser Arafat was poisoned and murdered by Israel. I can say that Israel is behind the assassination of Martyr (Shahid) Yasser Arafat, because it benefited most from President Yasser Arafat’s disappearance.”

Fatah Central Committee member Tawfiq Tirawi: "These are small explosions, which happen occasionally, but the big explosion is coming. The big explosion is coming. After the big explosion, no one will know where it will lead and what its results will be... It is legal to use all means - to shoot, throw stones, to hold a demonstration and a sit-down strike. All these means will be possible and permissible for our people, and let no one say that weapons are forbidden in the West Bank."

Fatah official calls for one-state solution: Replace Israel with a Muslim state

The independent Palestinian radio Ajyal interviewed Fatah Central Committee member Tawfiq Tirawi:
Fatah Central Committee member Tawfiq Tirawi: “In my opinion, the two-state solution has come to an end – and the one who ended it is Israel. Since the Algiers Convention [of 1988] (at which the Palestinian National Council, the legislative body of the PLO, declared the establishment of a Palestinian State), when they agreed on the 10 Points (i.e., the Ten Point Program of 1974, which called for the rejection of the existence of the State of Israel and the establishment of a Palestinian state on the entire territory of Mandatory Palestine) and on [UN Resolution] 242 (which established provisions and principles towards a solution of the Israeli-Palestinian conflict), the Palestinians have gone far towards the two-state solution, and the resolutions of the UN and the international institutions, etc. Nonetheless, we must reexamine this entire issue, and propose – as in the past – the one-state [solution]. I am in favor of one democratic state, which Fatah proposed in 1968. I am for it. Let’s all sit down together in Palestine, and shape the state as it was shaped in Lebanon – a Maronite president, a Sunni prime minister, etc. Let’s find this solution.”

Fatah Central Committee member Tawfiq Tirawi: “We and Hamas – it’s true we are political rivals, but our goal is one, and our enemy is one. Everyone must understand that the enemy of all the groups of the Palestinian people is the Israeli occupation, and not one organization or another. True, we are vying for the [support of] the Palestinian public – but for a [common] goal, which is the liberation of the land and the liberation of the Palestinian people and the establishment of our independent Palestinian state… The [PA] Security Forces are the ones who led the second Intifada (i.e., PA terror campaign 2000-2005) and, before that, the Tunnel Intifada (i.e., the Western Wall Tunnel clashes – 3 days of Palestinian-Israeli fighting in September 1996), and at this very moment, there are over 300 or 400 Palestinian officers from all the Security Forces in prison. Fatah official: Palestinian state will have Jerusalem as its capital, will include Rosh HaNikra

     “Fatah Central Committee member Tawfiq Tirawi emphasized that there will be no peace unless all the Palestinian prisoners are released from the occupation prisons. He added: ‘We will not forsake a single foot of the land of Palestine – all of Palestine – and no one has the right to prevent any Palestinian from returning to the village from which he was expelled amidst the disasters of death and murder. We will establish our Palestinian state whose capital is Jerusalem, on our historic land, from Rafah to Rosh HaNikra.’”
 
Note: Rosh HaNikra is located in northern Israel and is within the 1967 borders.

Note: The PLO Charter first written in 1964 called for "liberation" of Palestine, meaning the destruction of Israel, adding that the PLO does not seek "territorial sovereignty over the West Bank in the Hashemite Kingdom of Jordan, on the Gaza Strip..." However, when the West Bank and Gaza Strip came under Israeli administration following the Six Day War in 1967, the PLO rewrote its Charter in 1968, now seeking sovereignty over the West Bank and the Gaza Strip as well, lands formerly under Jordanian and Egyptian rule.

"A national enterprise cannot succeed without the National Liberation Movement, Fatah. We in this movement have not cast down the rifle and have not let go of the rifle. The rifle is here! The method of struggle we are adopting now (i.e., negotiations) is [only] one of the methods of struggle. But the rifle is here, and it can burst forth at any moment, with a new method and a new leadership. It will burst forth from this [current] leadership if we remain alive, because we are its people; and if we are no longer alive, [then] our sons, our young lions and you will be its people. Fatah official claims “results of negotiations are a big, round zero,” praises “using rifles” as an alternative

Official PA TV Live broadcast a cultural event in support of PA Chairman Mahmoud Abbas, held under the auspices of the Mayor of Jenin.
The event was attended by Abbas’ advisor and Fatah Central Committee member Sultan Abu Al-Einein and Fatah Central Committee member Tawfiq Tirawi.

Fatah Central Committee member Tawfiq [Tirawi]: “We negotiated with our heads held high. We fought using rocks, and we became Martyrs (Shahids). We fought using rifles, and we became prisoners, heroes. Some of them are [out there] among you. Heroes who made this movement [Fatah] and all of us proud. Some of you are still waiting for freedom. Martyrs who ascended to Heaven, whom we remember with admiration…
And we know that the results of negotiations are a big, round zero. Nonetheless, we tried. And we say with heads held high: ‘No!’ Whoever from among the Zionists who thinks that Beit El and all the settlements are Israeli land, is deluded. Haifa, Jaffa, and Acre will remain Palestinian forever, and they will be nothing other than Palestinian.”

Fatah official: Negotiations must be reinforced by “armed struggle”

An interview on Al-Mayadeen TV (Lebanon) with Tawfiq Tirawi, member of Fatah Central Committee:
Tirawi: “There is no way a Palestinian state will be established in the West Bank and [the] Gaza [Strip] within the next twenty years... The negotiations are giving us nothing. The only thing that is possible is [what is called] the ‘sphere of activity’. We – all Palestinian organizations – must return to the ‘sphere of activity’.”
Al-Mayadeen TV host: “What you are saying is important. Let me say that this is new…”
Tirawi: “When we enter the ‘sphere of activity’, I’m telling you: lots of things will change.”
Host: “’Sphere of activity’, that is to say…”
Tirawi: “Resistance... All forms of resistance. My dear brother, what is resistance? Standing firm is resistance; negotiating is a kind of resistance; but there has to be something in the field to aid and reinforce it, right?”
Host: “Weapons.”
Tirawi: “Weapons or popular resistance. There are a hundred ways of resistance. [So] let’s get on with the resistance. But [this doesn’t mean] every organization can engage in resistance in whatever way it wants. It doesn’t work that way. There has to be a Palestinian strategic national plan, one that is acceptable to everyone – both to those in the PLO and to those outside the PLO and which will be implemented by Palestinians. At that point, we will see what method of resistance is appropriate for that stage, and we will act accordingly... What you are hearing from Fatah isn’t anything new... At our Sixth Convention, held in Bethlehem, we did not rule out any of our options for resistance, of which armed struggle is one.”
