PA Minister of Religious Affairs: US recognition of Jerusalem as Israel’s capital is a “second Balfour Promise… given by one who has no ownership to one who has no right”
Source: Ma’an, independent Palestinian news agency, Dec. 7, 2017
Headline: “Ida’is: The American administration has given that which does not belong to it to one who has no right to it”
“[PA] Minister of Religious Affairs Sheikh Yusuf Ida’is said that the American administration’s decision against the holy city [of Jerusalem] constitutes a blatant provocation towards the Arabs and Muslims, and described it as the second Balfour Promise (i.e., Declaration), which was given by one who has no ownership to one who has no right. He emphasized that Jerusalem is Arab, and the Al-Aqsa Mosque is an Islamic mosque by virtue of a divine decision, and is not subject to any decision such as this or another.”

PA Minister of Religious Affairs instructs mosque preachers to encourage participation in activities condemning “ominous” Balfour Declaration
Source: WAFA, official PA news agency, Oct. 26, 2017
Headline: “Ida’is calls on the Friday preachers to urge the civilians to participate in the activities condemning the Balfour Promise”
“[PA] Minister of Religious Affairs Yusuf Ida’is called on all of the mosque preachers to urge the civilians to participate in the activities condemning the ominous Balfour Promise (i.e., Declaration) during the Friday sermons tomorrow [Oct. 27, 2017].
Ida’is said in a press release today (Thursday) [Oct. 26, 2017]: ‘The Arabs and Muslims must act immediately to provide political, media, and financial support to the Palestinian cause, as a religious duty, and as a message of support for the Palestinians, because Jerusalem and the Palestinian holy sites do not belong only to the Palestinians, but rather to all of the Arabs and Muslims.’”

The Balfour Declaration of Nov. 2, 1917 was a letter from British Foreign Secretary Arthur Balfour to Baron Rothschild stating that “His Majesty's government views with favour the establishment in Palestine of a national home for the Jewish people.” In 1922, the League of Nations adopted this and made the British Mandate “responsible for putting into effect the declaration,” which led to the UN vote in 1947 and the establishment of the State of Israel.
PA Minister of Religious Affairs encourages Palestinian students to join Islamic religious schools
Source: Official PA daily, Al-Hayat Al-Jadida, Aug. 4, 2017
Headline: "Ida'is calls on students to join the Shari’ah schools"
"[PA] Minister of Religious Affairs Yusuf Ida'is noted the great effort that the ministry has invested since the approval of the Shari'ah track as one of the high school tracks in the framework of Government Decision No. 21 of Oct. 19, 2009. He explained that the [PA] Ministry of Religious Affairs is advancing the Shari'ah high school track in measured steps, and that through joint efforts with the [PA] Ministry of Education, the Palestinian Shari'ah curricula for grades 11 and 12 in the Shari'ah track have been approved. [He said that] these curricula are excellent curricula that strengthen the Islamic morals, develop religious knowledge, strengthen the culture and affiliation with the homeland, and open the prospects to the world of creativity and thought, far from stagnation, petrification, factionalism, and partisanship. He explained that the ministry did not stop at just composing this curriculum, and after establishing the religious and national education and culture with Shari'ah curricula, the ministry has invested all of its efforts in opening university prospects that will allow the students a university education in different fields. The ministry turned to the universities, colleges, and institutes and organized meetings to establish the idea and draw conclusions. Ida'is called on the students to join the 11th grade Shari'ah track at the Shari’ah schools for the religious and national benefits and the university study prospects their students receive."
PA Religious Affairs Minister tells Palestinians to continue “popular resistance” after metal detectors removed by Israel, “Al-Aqsa belongs only to Muslims”
Source: WAFA, official PA news agency, July 27, 2017
Headline: "Ida'is calls to go up to the Al-Aqsa Mosque tomorrow, Friday"

"[PA] Minister of Religious Affairs Sheikh Yusuf Ida'is called on citizens to go to the Al-Aqsa Mosque in greater numbers tomorrow (Friday) [July 28, 2017] and all of the coming days, despite the Israeli occupation's steps and restrictions that divide [the citizens] from their worship. This is because the next stage is the stage of strengthening the achievements (i.e., Israel’s removal of metal detectors and security cameras that Israel placed at the Temple Mount following a terror attack there on July 14, 2017, in which 2 Israelis were murdered; see note below) that the residents of Jerusalem obtained thanks to their resolve and popular resistance ‎(i.e., term used by Palestinians, which also refers to the use of violence and terror)‎ to the occupation's steps…
He emphasized that the members of the [Palestinian] people in Jerusalem and the rest of Palestine have conveyed a clear and unequivocal message to the government of Israel: Our holy sites, and primarily the diamond in the crown, the Al-Aqsa Mosque, are not places [that belong to] anybody but the Muslims, who will not be lax in defending them."

PA Minister of Religious Affairs repeats PA libel: Israel “plans to destroy the Al-Aqsa Mosque and establish the alleged Temple in its place”
Source: Official Palestinian Authority TV, July 24, 2017

Official PA TV program
Palestine This Morning, interview with PA Minister of Religious Affairs Yusuf Ida'is about Israel’s removal of the metal detectors from the Temple Mount, where they were placed following a terror attack there on July 14, 2017, in which 2 Israelis were murdered - see note below

PA Minister of Religious Affairs Yusuf Ida'is: "Israel divided [the Al-Aqsa Mosque between Jews and Muslims] regarding [prayer] time, when it admitted the herds of settlers in the morning hours and allowed them to hold Talmudic (i.e., Jewish) prayers, and after it began to place metal detectors [at the entrances] it wants to divide it [the Mosque] according to place. It wants to reach what is beyond that, as it has plans to destroy the Al-Aqsa Mosque and establish the alleged Temple in its place."

PA officials: Jews have “no connection” to Temple Mount, continued Israeli “crimes in Jerusalem” will lead to “more violence and spilling of blood in the entire region”
Source: Official PA daily, Al-Hayat Al-Jadida, July 18, 2017
Headline: "Sources of authority in Jerusalem call to boycott the metal detectors, and Ida'is calls to go up to the Al-Aqsa Mosque"

"The Islamic sources of authority in Jerusalem… called on residents of Jerusalem and Palestine to resist all of the Israeli occupation's cruel steps, which are being expressed by a change in the historical status quo, and include placing metal detectors at the Al-Aqsa Mosque gates. They called not to use [the metal detectors] under any circumstances and not to enter the Al-Aqsa Mosque through them.
In a joint statement, Islamic sources of authority yesterday [July 17, 2017] called on citizens to go up to the blessed Al-Aqsa Mosque to pray and serve Allah. They said: 'If they continue to require entry to the Al-Aqsa Mosque by passing through metal detectors, we call on the members of our people to pray and devote themselves to serving Allah before the gates of the Al-Aqsa Mosque, in the streets of Jerusalem, and its alleys.'
[PA] Minister of Religious Affairs Sheikh Yusuf Ida’is called on citizens to go up to the Al-Aqsa Mosque, to pray at the places they can reach, and to support the members of our people in Jerusalem, who are living these days under the swords of the right-wing [Israeli] government…
Ida'is also issued instructions to focus on the occupation government’s unprecedented attacks and violations against the Al-Aqsa Mosque during the next Friday sermon…

PA Minister of Religious Affairs claims Israel plans “religious war,” only Muslims have the right to Western Wall
Source: Official PA daily, Al-Hayat Al-Jadida, July 17, 2017
Headline: "The occupation has placed the Al-Aqsa Mosque under siege with metal detectors, and the residents of Jerusalem refuse to pass through them"

"[PA] Minister of Religious Affairs Sheikh Yusuf Ida'is emphasized that the occupation's steps at the Al-Aqsa Mosque (refers to temporary closure and placement of metal detectors after a terror attack there on July 14, 2017; see note below –Ed.) are clear proof that the extremist right-wing government plans to ignite a religious war in the region that will have ominous consequences for the entire region…
Ida'is said that the Israeli government’s actions express a clear rejection of the entire international community and of the decisions it has made about Jerusalem, the Al-Aqsa Mosque, and the Al-Buraq Wall (i.e., the Western Wall of the Temple Mount), which have confirmed the Muslims' absolute right to them."

Muhammad Ahmad Muhammad Jabarin, Muhammad Hamed Abd Al-Latif Jabarin, and Muhammad Ahmad Mufaddal Jabarin - Israeli Arab terrorists aged 29, 19, and 19, who shot from the Temple Mount at Israeli policemen, murdering 2 Israeli Druze border policemen - Haiel Stawi and Kamil Shnaan, on July 14, 2017. Two of the terrorists were shot and killed by other policemen during the attack. The third terrorist was shot and killed while trying to flee.

The Al-Buraq Wall - Islam's Prophet Muhammad is said to have rode during his Night Journey from Mecca to "al aqsa mosque", i.e., "the farthest mosque" (Quran, Sura 17), and there tied his miraculous flying steed named Al-Buraq to a "stone" or a "rock." (Jami` at-Tirmidhi, Book 47, Hadith 3424). In the 1920's, Arab Mufti Haj Amin Al-Husseini decided to identify the Western Wall of the Temple in Jerusalem as that "rock" or "stone," and since then Muslims refer to the Western Wall as the "Al-Buraq Wall."

PA Minister of Religious Affairs: Israel pretends to look for “alleged antiquities” but seeks to change the status quo
Source: Al-Ayyam, June 29, 2017
Headline: "The [PA] Ministry of Religious Affairs and the Mufti warned against an escalation of the invasions of the Al-Aqsa Mosque"

"[PA] Minister of Religious Affairs Yusuf Ida'is and [PA] Mufti of Jerusalem and the Palestinian Territories Sheikh Muhammad Hussein warned against an increased escalation of the invasions of the Al-Aqsa Mosque in the [Muslim fasting] month of Ramadan.
The Minister of Religious Affairs and the Mufti emphasized during their meeting yesterday [June 28, 2017] at the headquarters of the Ministry of Religious Affairs that the escalating and severe Israeli plans against Jerusalem, which are expressed in the continuation of their attempts to interfere in matters of the Jerusalem Noble Sanctuary (i.e., the Temple Mount), the increased excavations under the Al-Aqsa Mosque under the pretext of searching for alleged antiquities, and the increased settlement plans in Jerusalem, are an attempt to change the status quo at the Jerusalem Noble Sanctuary."

The PA and its leaders consider all of the Temple Mount an integral part of the Al-Aqsa Mosque. Therefore they view any presence of Jews on the mount as an "invasion." It should be noted that Jews who visit the Temple Mount only enter some sections of the open areas, and do not enter the Al-Aqsa Mosque or the Dome of the Rock.

The Israeli daily Haaretz has stated that the excavations do not reach beneath the mosque:
"The diggers are painstaking to respect the dignity of the Temple Mount. Despite complaints from the Islamic Movement and Palestinian groups, not a single dig penetrates beneath the mount." [Haaretz, May 24, 2016] http://www.haaretz.com/st/c/prod/eng/2016/05/jeruz/01/

PA Minister of Religious Affairs compares thwarted terror plot in Mecca to alleged Israeli “terrorist acts” at the Al-Aqsa Mosque
Source: Official PA daily, Al-Hayat Al-Jadida, June 25, 2017
Headline: "Ida'is: The terrorist act at the Holy Mosque [in Mecca] targets all of the Muslims in the world"
"[PA] Minister of Religious Affairs Yusuf Ida’is condemned the cowardly terrorist act that was planned to be carried out two days ago [June 23, 2017] at the Holy Mosque (i.e., Mecca’s Grand Mosque) in the kingdom of Saudi Arabia…
He added: 'Every respectable person in this world must condemn these cowardly terrorist acts and their ilk in Jerusalem and at the Al-Aqsa Mosque (i.e., Israel’s alleged “terror,” a PA libel often repeated by PA leaders –Ed.).’"

On June 23, 2017, Saudi Arabian security forces thwarted a terror attack that was planned to take place at Mecca’s Grand Mosque.
PA minister calls people to come to Al-Aqsa for “constant Ribat” – continued religious conflict
Source: WAFA, official PA news agency, June 4, 2017
Headline: “Ida’is: Over 100 Israeli violations against the places of worship in May 2017”

“[PA] Minister of Religious Affairs Sheikh Yusuf Ida’is said… ‘The facts on the ground show that the occupation and its settlers are making concentrated attempts to empty the Al-Aqsa Mosque of its people, in light of the attacks and arrests of the men and women carrying out Ribat (i.e., religious conflict/war over land claimed to be Islamic).’ He again emphasized his call to ‘come and carry out constant Ribat at the Al-Aqsa Mosque and the Ibrahimi Mosque (i.e., Cave of the Patriarchs), which suffers exactly like the Al-Aqsa Mosque, as the occupation has forbidden the sounding of the call of the Muezzin (i.e., the person who sings the Muslim call to prayer) there 61 times.’”

The PA and its leaders consider all of the Temple Mount an integral part of the Al-Aqsa Mosque. Therefore they view any presence of Jews on the mount as an “attack.” It should be noted that Jews who visit the Temple Mount only enter some sections of the open areas, and do not enter the Al-Aqsa Mosque or the Dome of the Rock.
PA Minister of Religious Affairs calls for permanent conflict with Israel
Source: WAFA, official PA news agency, May 19, 2017
Headline: “Ida’is called for unity and Ribat at the Al-Aqsa Mosque”

“[PA] Minister of Religious Affairs Sheikh Yusuf Ida’is called for unity, tightening the ranks, and permanent Ribat (i.e., religious conflict/war over land claimed to be Islamic) at the blessed Al-Aqsa Mosque and the Ibrahimi Mosque (i.e., Cave of the Patriarchs), particularly in light of the fact that the prisoners have been continuing their hunger strike since April 17, 2017.
During the inauguration of the Umm Salamah Mosque in Izbat Al-Jarad, east of the city of Tulkarem, he added that ‘Our people will continue to stand firm and be rooted in its land, and the occupation will not succeed in harming it, no matter how much its evil and tyranny increases.’”
PA Minister of Religious Affairs claims Cave of the Patriarchs is "only ours, Palestinians' and Muslims', and the Jews have no right to it"
Source: Official PA daily, Al-Hayat Al-Jadida, Apr. 25, 2017
Headline: “Thousands marked the Anniversary of the Night Journey and Ascent to Heaven at the Ibrahimi Mosque”
“The plazas and passageways of the Ibrahimi Mosque (i.e., the Cave of the Patriarchs) were filled yesterday [April 24, 2017] with thousands of civilians and visitors from various districts of the homeland and outside of it for the purpose of holding religious ceremonies and participating in the central ceremony held by the [PA] Ministry of Religious Affairs to mark the Anniversary of [Muhammad’s] Night Journey and Ascent to Heaven…
[PA] Minister of Religious Affairs Sheikh Yusuf Ida’is condemned the fact that the occupation forces are sowing fear in the hearts of the [Palestinian] civilians and [condemned ] their racist acts, and said: ‘This mosque will remain the beating heart of Hebron, one of the most important and prominent symbols of our Islamic nation. It will be only ours, Palestinians’ and Muslims’, and the Jews have no right to it.’
[PA] Grand Mufti of Jerusalem and the Palestinian Territories and [Palestinian] Supreme Fatwa Council Chairman Sheikh Muhammad Hussein… praised those carrying out Ribat (i.e., religious conflict/war over land claimed to be Islamic) in Jerusalem and at the Ibrahimi Mosque, and mentioned the attack against the buildings and plazas of the destination of the Night Journey of [Allah’s] Messenger (i.e., the Al-Aqsa Mosque), blessings and peace be upon him, as well as against those visiting it. [He said that] this necessitates the maximum efforts to defend it, liberate it, carry out Ribat there, and visit it in order to defend it from the occupation’s ongoing plots of Judaization.”

PA Minister of Religious Affairs warns of “dangers” and “Judaization” against Jerusalem, the Al-Aqsa Mosque
Source: WAFA, official PA news agency, Mar. 14, 2017
Headline: "Ida'is calls on the Arab and Muslim preachers to talk about the topic of Jerusalem in the Friday sermons"

"[PA] Minister of Religious Affairs Sheikh Yusuf Ida'is today (Tuesday) [March 14, 2017] called on the mosque preachers in the Arab and Islamic world to talk about the dangers surrounding Jerusalem in their Friday sermons in order to assist the blessed Al-Aqsa Mosque, especially following the approval of the [first reading of] the law that bans sounding the call to prayer in the mosques by the occupation authorities.
Ida'is said that the Israeli aggression that is escalating in Jerusalem and at the Al-Aqsa Mosque obligates the preachers and guides in the Arab and Islamic world to increase the awareness of the congregation of worshippers to the aggression, attacks, and invasions that are taking place in Jerusalem…
He emphasized that all of the Israeli Judaization initiatives will not dissuade the Palestinians from continuing to defend their holy sites."

PA Minister of Religious Affairs: Proposed Israeli law regulating noise is “racist” which will lead to “religious war for the entire region”
Source: Official PA daily, Al-Hayat Al-Jadida, Mar. 9, 2017
“[PA] Minister of Religious Affairs Sheikh Yusuf Ida’is condemned the approval of the law to ban sounding the call of the Muezzin (i.e., the person who sings the Muslim call to prayer) by what is called the Ministerial Committee for Legislation in the Israeli government (sic., the law, which does not specify any religion, was approved in its first reading by the Israeli Parliament on March 8, 2017; the Ministerial Committee authorized it on Feb. 12, 2017). He said that this law expresses racism that has strays beyond the political dimensions into religious dimensions, which herald a religious war for the entire region due to a blow to the freedom of belief.”

On Feb. 12, 2017, a bill to ban religious institutions from broadcasting over loudspeakers between the hours of 11:00 p.m. and 7:00 a.m. was authorized by the Israeli Ministerial Committee for Legislation and is now pending parliamentary approval. The bill is intended to prevent noise pollution and is referred to by many as the "Muezzin Law," although it does not apply to any specific religion.
Other countries have already approved or attempted legislation for regulating the use of loudspeakers in mosques in order to limit noise pollution. These include India, Nigeria, Saudi Arabia, Egypt, Jordan, Syria, Turkey, Bahrain, the United Emirates, the Netherlands, Germany, Switzerland, France, the UK, Austria, Norway, and Belgium, and the US. The PA has also passed legislation regarding the use of loudspeakers in mosques in order to reduce noise pollution.

PA Minister of Religious Affairs warns that Muezzin Law is "liable to lead to a religious war that will burn the whole region"
Source: WAFA, official PA news agency, Mar. 9, 2017
Headline: "The grand mufti condemned the limiting of sounding the Muezzin"
"[PA] Grand Mufti of Jerusalem and the Palestinian Territories and blessed Al-Aqsa Mosque preacher Sheikh Muhammad Hussein condemned what is called the Muezzin Law, which was approved by the Israeli occupation authorities in a first reading [in the Israeli Parliament].
He said in a statement from the Dar Al-Ifta (lit. house of religious ruling – the Jerusalem Mufti’s office –Ed.) today, Thursday [March 9, 2017], that the attack against the mosques comes as part of a planned policy. He explained that the mosques in all of Palestine, and particularly in Jerusalem, are being subjected to a fierce attack by the occupation authorities as part of the extremism they use to harm the holy sites. This is so, whether by ongoing attacks against them or by burning them, destroying them, or closing them with false excuses…
[PA Minister of Religious Affairs Yusuf] Ida’is demanded that the international community, with its states, governments, bodies, and relative organizations, intervene to stop these attacks against the mosques, and particularly the blessed Al-Aqsa Mosque… He also described this decision as racist and held the occupation authorities responsible for the consequences that are liable to lead to a religious war that will burn the whole region."

PA minister: Temple Mount is “completely Islamic,” is under “strongest attack history has known”
Source: WAFA, official PA news agency, Mar. 1, 2017
Headline: “Ida’is: More than 95 Israeli attacks and violations against the holy sites and places of worship during February”

“[PA] Minister of Religious Affairs Sheikh Yusuf Ida’is said that… the UNESCO (UN Educational, Scientific and Cultural Organization) resolution [of Oct. 13, 2016] regarding the Al-Aqsa Mosque is most important, particularly at this difficult stage in which the Al-Aqsa Mosque is subject to the strongest attack history has known. Therefore, [he said] it is necessary to implement the resolution on the ground immediately, and the Arabs and Muslims must have a practical plan for the defense of the Al-Aqsa Mosque. He explained that in February [2017] the mosque was subject to a strong attack of invasions, lies, and media statements that completely contradict reality. The latest of them was the occupied Jerusalem Magistrate Court ruling, which determined that the Al-Aqsa Mosque (i.e., the Temple Mount) is holy to Jews and they have a right to pray there, and that no one can prevent them from entering its plazas and going up to what is termed ‘the Temple Mount’ (for the actual ruling see note below –Ed.). This is alongside the claim of the occupation police’s Minister of Public Security [Gilad Erdan] that ‘the Temple Mount’ is the holiest site to the Jewish people, and only to the Jewish people (sic., Erdan did not specify that the site is holy only to the Jewish people -Ed).
Ida’is again emphasized that the Al-Aqsa Mosque, with all of its plazas, is completely Islamic, and no decision of a court, whatever its name may be, or of any person, will change the irrefutable truth regarding the Islamicness of the site.”

PA Minister of Religious Affairs: Israeli court’s ruling that Jews are allowed to pray at Temple Mount pushes “religious war”
Source: Official PA daily, Al-Hayat Al-Jadida, Mar. 1, 2017
Headline: "Ida'is: The Israeli court rulings regarding the Al-Aqsa Mosque are pushing towards a religious war"

"[PA] Minster of Religious Affairs Sheikh Yusuf Ida’is said that the statement of the Magistrate Court, of occupied Jerusalem according to which the Al-Aqsa Mosque (i.e., the Temple Mount) is a holy site for the Jews and they have a right to pray there, is nothing but a vigorous push in the direction of a religious war, which will bring disaster to the entire region…
Sheikh Ida'is said in a statement he gave yesterday evening [Feb. 28, 2017] that this dangerous development in the Israeli occupation's policy regarding the sites holy to Islam, and primarily the Al-Aqsa Mosque, the pearl of Palestine, is nothing but part of a method that has now become clear, and that its goal is to establish the 'legality' of these violations and to protect them under Israeli 'law.' [He noted that this law] ignores all of the international decisions, which have determined that the Al-Aqsa Mosque is an exclusively Muslim site, and that nobody but them has the right to revoke this [Muslim] sovereignty by any excuse."

The reference to a Jerusalem Magistrate Court ruling apparently refers to how on Feb. 26, 2017, the court convicted Sahar Natsheh, a 48-year-old Palestinian woman, for assaulting Israeli Parliament member Shuli Moalem-Refaeli at the Temple Mount two years prior. Natsheh pushed Moalem-Refaeli and shouted at her to leave the Temple Mount, in an attempt to block her access.
PA Ministry of Religious Affairs on UN Sec-Gen statement's reagarding Jewish Temple: "The entire holy site of Jerusalem is a purely Islamic site, to which nobody else has any right"
Source: Official PA daily, Al-Hayat Al-Jadida, Jan. 30, 2017
“The [PA] Ministry of Religious Affairs and the national action factions condemned in the strongest language the statements of new UN Secretary-General Antonio Guterres on the matter of the blessed Al-Aqsa Mosque and the alleged Temple in occupied Jerusalem…
Guterres said earlier in his statements to Voice of Israel radio that the blessed Al-Aqsa Mosque is ‘a Jewish Temple and belongs to the Jews,’ and in doing so contradicted dozens of resolutions passed by his organization [the UN], its institutions, and its committees that are concerned with the matter, which have emphasized that the entire holy site of Jerusalem is a purely Islamic site, to which nobody else has any right…
[PA] Minister of Religious Affairs Sheikh Yusuf Ida’is condemned Guterres’ statements. He said that they misconstrue the historical facts and constitute an attempt to return the crisis to the starting point, ignoring the UNESCO resolution [of Oct. 13, 2016], which clearly determined the legal and historical status of the Al-Aqsa Mosque as the exclusive right of Muslims and a sacred property belonging only to them. [He added that] it is forbidden to change this status under any circumstances...”
