     “The Committee to Fight Israeli Incitement, led by [PA] Minister of Education and Higher Education Sabri Saidam, held its periodic meeting yesterday [Feb. 23, 2019] at the [PA] Ministry of Education building. It discussed the ways to deal with the occupation’s constant incitement against the Palestinian people, its national curricula, and its institutions, and particularly the educational institutions.

PA forms new committee to fight against Israeli “incitement against the education sector”

      “The Dealing with the Israeli Incitement Against the Education Committee, led by [PA] Minister of Education and Higher Education [and Fatah Central Committee Deputy Secretary] Sabri Saidam, held its first meeting yesterday [Oct. 27, 2018] in the ministry’s headquarters in order to discuss the response mechanism to the ongoing Israeli incitement against the education sector, particularly in Jerusalem.  Present at the meeting were the director-generals of the [PA] Ministries of Education, Information, and Women’s Affairs… and [PA] Government Spokesman Yusuf-Al-Mahmoud… Saidam called on the international community to bear responsibility and stand by our people against this attack, and emphasized the need to muster all possible efforts in order to realize the desired goals in this context. Saidam said that all the bodies need to cooperate with the committee, and praised the ideas and the work plan presented on the topic. He noted the difficulties of this stage, in the shadow of the occupation’s methodical attack against the education sector, and expressed confidence in the committee’s ability to realize its goals with all of its might.”

"101 years since the ominous promise (i.e., the Balfour Declaration), and soon a year since the new ominous promise (i.e., US President Donald Trump's recognition of Jerusalem and promise to transfer the US embassy to it). Here is a simple explanation of the Balfour Promise (i.e., Declaration) for its anniversary, which is today [Nov. 2, 2018]"

Narrator: "The nightmare was created by Britain and was realized on the land of Palestine. Britain gave a right which it did not have to one not entitled to it: [A right] to our land in the form of a state, which is now known as 'Israel' …
It was said that the old continent [Europe] was sick of the behavior of the Jews at the time, and therefore it planned to get rid of them. It was also said that Israel’s establishment would guarantee the division of the region for the West, and give it a foothold in the Arab homeland, which was afterwards called 'The Middle East'…
British Foreign Secretary at the time Arthur James Balfour stabbed a dagger into the soft belly of Palestine. He took upon himself a promise from one without ownership to one not entitled, as if he was the owner of the land and not a colonialist…
This is just a drop in the sea of Britain's crimes against our people, whose existence it has insisted on denying despite its Phoenician and Canaanite roots."

“The [PA] Ministry of Education and Higher Education… held the regular meeting yesterday [Sept. 26, 2018] with the donors and international partners, in order to increase the cooperation and help the education sector.
Participating in the meeting were [PA] Minister of Education and Higher Education Sabri Saidam… Ambassador of Finland to the State of Palestine Anna-Kaisa Heikkinen, Director of the UNESCO (UN Educational, Scientific, and Cultural Organization) office in Palestine Lodovico Folin Calabi, representatives of other donor states, and international and national partners…
Regarding the violations against education, Saidam said: ‘We are continuing our efforts to curb the occupation’s attack and its targeting of schools and educational institutions. We have increased the presence of the ministry’s teams in Khan Al-Ahmar (i.e., a site where Palestinian Bedouins illegally erected dwellings and a school; see note below –Ed.), and we are struggling against the policy of Israelization and Judaization in Jerusalem, as the occupation’s attack against the education in the city is continuing, and the occupation is declaring this explicitly. Therefore we have declared this year as “the year of education in Jerusalem,” in order to defend the holy city and the education sector in it’…
Saidam sent two messages, the first to the donors, in which he emphasized that education is Palestine’s future… and the second to the education community: ‘Continue recording achievements despite the obstacles that the occupation is placing, and continue to work with team spirit.’"

While meeting yesterday [April 3, 2018] with British Consul-General in Jerusalem Philip Hall at the ministry building in Ramallah, Saidam said that Israel always refuses investigations of its own curricula . He added that the incitement against the Palestinian education system and the national curricula in particular is one of the characteristics of the occupation, something that many international – and even Israeli – studies have exposed and dealt with. Saidam again emphasized that the Palestinian curricula include human and national content. He called on the international media bodies that are interested in education to pay attention to the occupation state’s curricula, to examine their content, and to check the stereotypes and incitement materials that they contain. The British consul expressed his country’s support for the education [system] and for broadening the horizons of cooperation through many joint programs and initiatives, which attests to education’s role and mission in developing and advancing societies.”

Land Day – annual commemoration of the general strike and demonstrations organized by Israeli Arab residents of the Galilee on March 30, 1976 to protest the Israeli government's decision to expropriate land in the Galilee for security and building purposes, which it later implemented. During the protests, demonstrators burnt tires, blocked roads, and threw rocks and firebombs. Six demonstrators were shot and killed by the Israeli army and police. Israeli Arabs and Palestinians consider Land Day a national day.

Abd Rabbo spoke about the idea to establish the forum and the goals it hopes to achieve.          “The [PA] Ministry of Education and Higher Education condemned the occupation municipality in Jerusalem for distorting the Palestinian [PA] curriculum, and said that this act is a despicable crime of forgery.
It emphasized that the religious ruling issued by the Palestinian Dar Al-Ifta (lit. house of religious rulings, the office of the PA Mufti of Jerusalem –Ed.) on Sept. 20, 2017, which bans teaching the Israeli curriculum in the Palestinian schools in Jerusalem, is valid to this day. On the same matter, the ministry emphasized that it will thwart any attempt and policy whose goal is to distort the curricula… and will thwart all of the racist plans whose goal is to occupy the collective consciousness and harm the Palestinian historical narrative… [PA Minister of Education and Fatah Central Committee Deputy Secretary Dr. Sabri] Saidam noted that the distortion of the national curricula in Jerusalem by removing several lessons and pictures and manipulating the contents again reveals the occupation authorities’ intentions, and their attempts to deprive the young generations of their national history and culture.”

US recognition of Jerusalem as capital of Israel - On Dec. 6, 2017, US President Donald Trump formally recognized Jerusalem as Israel’s capital and instructed the State Department to begin preparations to transfer the US embassy from Tel Aviv to Jerusalem. Trump added that the final borders of Jerusalem will be determined during negotiations.

UK gives 20 million pounds annually in aid to PA general budget

        “[PA] Minister of Education and Higher Education, [Fatah Central Committee Deputy Secretary, and Fatah Revolutionary Council Deputy Secretary] Sabri Saidam announced today (Saturday) [Nov. 25, 2017] that Britain has agreed to pay its annual contribution of 20 million pounds, which is allocated to support the [PA] general budget of Palestine. Part of it will be allocated for the education [sector], as an affirmation of [Britain’s] commitment to support this sector and efforts to develop it and improve its accomplishments.
This was said during a phone call that Saidam received from B ritish Minister [of State for the Department for] International Development Alistair Burt. Saidam emphasized that the donors’ continued support for the education [sector] proves the confidence in the Palestinian [PA] education system, its efficiency, and its ability to record quality achievements.
He emphasized the importance of continuing this aid, whose goal is to support the education [sector], particularly in the fields that contribute to strengthening the education system.”

PA Minister of Education Sabri Saidam: “You know this [PA] government, our Palestinian government of course, is justly deserving of being called the education government, as this subject greatly occupies it in its work and it truly attaches importance to this matter, as recently this discussion about incitement has increased. Let us examine matters – praise Allah, Israel after 20 years or more, [throughout] the years of the PA, has today exposed that there is something called incitement? It talks about our curricula – today you [Israelis] discovered that there is incitement in our curricula? [Israel] talks about naming schools after Martyrs (Shahids), and it tries to pressure us through the donors to change the names of the schools… Therefore, we are clear on this position. First, there is no neglect , leniency, or concession. We appreciate the donors’ money and are proud of everybody that supports us, but we will not accept conditions that deviate from the identity of the Palestinian struggle... We are the sons of Martyrs, prisoners, [and] injured, and are proud of our path of struggle. This is our liberation project.”

Bara Saleh, Adel Ankoush, Osama Ata – three Palestinian terrorists who carried out a terror attack in Jerusalem on June 16, 2017. Two of the terrorists, one armed with an automatic weapon and the other with a knife, attacked Israeli police officers north of the Old City of Jerusalem. Seconds later a third terrorist stabbed and murdered Israeli border policewoman Hadas Malka, 23, at the Old City’s Damascus Gate as she and other officers were responding to the first attack. All three terrorists were shot and killed by the Israeli officers. Aside from Malka, four Israelis were wounded in the attack. ISIS initially claimed responsibility for the attack but Hamas rejected the claim, saying the terrorists were members of Hamas and the Popular Front for the Liberation of Palestine (PFLP).

In this context, Saidam emphasized the education system’s standing by the side of the heroic prisoners and its support for them in the battle that they are waging against the occupation in order to defend their dignity and achieve all of their rights. He added: ‘Leadership member Marwan Barghouti (i.e., terrorist who orchestrated three shooting attacks in which 5 were murdered) and all of the prisoners are emphasizing that we are one people that refuses to be broken, and which has grown accustomed to not breaking.’ ... Posted text: “Commissioner -General of UNRWA (UN Relief and Works Agency for Palestine Refugees in the Near East) Pierre Krähenbühl emphasized that UNRWA is completely committed to the Palestinian curricula, and that no change will be made in these curricula.
This was said this afternoon [April 17, 2017] in his meeting with [PA] Minister of Education and Higher Education Dr. Sabri Saidam…
On this matter, Saidam again emphasized the close and historical connection between the Ministry [of Education] and UNRWA, and the efforts to strengthen the connection in a manner that will ensure the benefit of the education given to the refugees’ children and the improvement of their results…
He also emphasized that the national curricula should be respected and any attempt that is liable to harm the curricula and their contents should be prevented.
Saidam emphasized that the ministry is interested in staying in contact with UNRWA at all levels in the education sector.
Krähenbühl explained that UNRWA is a central partner of the [PA] Ministry of Education, particularly in the field of teaching. He emphasized the right of the Palestinian children to receive a quality education and preserve the components of identity and culture.      "The [PA] Ministry of Education and Higher Education yesterday [April 13, 2017] officially announced the freezing of its ties with UNRWA (UN Relief and Works Agency for Palestine Refugees in the Near East) until its situation is settled. This is because the ministry is not convinced that the agency has taken back the changes that it made in the Palestinian textbooks.
The ministry emphasized that any distortion of the Palestinian textbooks constitutes a blatant violation of the host nation's laws, and that the changing of any letter in them in order to satisfy any party constitutes a betrayal of the Palestinian narrative and the right of the Palestinian people that is subject to occupation to maintain its identity and struggle, and to defend its way of struggle.
In his response to this position, [PA] Minister of Education and Higher Education Dr. Sabri Saidam emphasized that Palestine will surrender to no one and will not agree to trade in its honor through positions that constitute an insult to the Palestinian people, its history, and its struggles.
The ministry on Friday, March 24, 2017, warned the agency not to touch the Palestinian textbooks, and demanded that it consult with the relevant parties in the ministry. However, nobody in the agency heeded this warning, and the ministry did not receive any official correspondence on the matter."

     "PLO Executive Committee member and Director of the Department for Refugee Affairs Zakaria Al-Agha said: 'UNRWA (UN Relief and Works Agency for Palestine Refugees in the Near East) is obligated to implement the host government’s curriculum in its schools.' This was during his meeting with the UNRWA crisis team, comprised of the national and Islamic factions, the students' parents, and the popular committees, which was meant to discuss everything regarding the changes in the UNRWA textbooks in the PA areas.
The crisis team expressed its concern about the fact that the UNRWA administration distributed an edition that includes instructions and dictates for the teachers to change some of the teaching methods, which constitutes a blow to the culture of the Palestinian refugees’ right of return, and this concern reflects the viewpoint of the teachers, parents, and students alike.
Al-Agha emphasized that the Department for Refugee Affairs is closely monitoring this matter, as it has held a number of discussions with Arab states that are hosting Palestinian refugees, with the UNRWA administration at all of its levels, and with Palestinian [PA] Minister of Education and Higher Education [Sabri Saidam].
He emphasized: 'There is an agreement that it is forbidden to make any change to the UNRWA curriculum, which is obligated to [follow] the curriculum set by the ministry of education in all of the Arab host countries. Saidam praised Janna’s courage, her success in ‘the profession of troubles’ – journalism, and the fact that she documents the struggle of the village of Nabi Saleh, which is northwest of Ramallah…
Janna asked to establish committees in the schools that will provide a national education to the students by hosting families of Martyrs (Shahids) and prisoners who will tell them about their struggle and sacrifice.”

Janna Jihad is a ten-year-old Palestinian girl and member of the Tamimi family, and thereby a relative of the terrorist Ahlam Tamimi who was an accomplice in the suicide bombing at the Sbarro pizza shop in 2001 in which 15 people were murdered, among them 7 children. Janna Jihad films confrontations between Palestinians and Israeli soldiers in the West Bank and Jerusalem and uploads them to Facebook. Some of these videos have featured Janna herself provoking Israeli soldiers at checkpoints.

Saidam briefed Piper regarding the recommendations of the workshop that the ministry held recently on this topic. He emphasized that it is necessary to provide urgent protection to the Palestinian schools, and particularly those in Jerusalem, which are subject to processes of Israelization, Judaization, and a distortion of the contents of national identity.”

Saidam emphasized that this unconventional workshop is being held due to the attack that the occupation is waging against our curriculum, and emphasized that the workshop will lead to many questions.
Saidam answered the big question: Which educational system do we want? He said: ‘We want education that will encourage liberation.’ In conjunction, he presented the prominent aspects of the curricula, and particularly those of the new national curriculum for grades 1 – 4…
Saidam mentioned the fact that the occupation forbids teaching the [PA] national curriculum in the schools of Jerusalem (i.e., Israeli Arab schools). He noted that the curriculum includes great expertise whose goal is to mold the Palestinian personality and accompany the education with knowledge and deep-rooted principles…

"[PA] Minister of Education and Higher Education Sabri Saidam emphasized that the occupation is the main inciter against the Palestinian people. He expressed his absolute opposition to all of the types of tendentious accusations against our schools and educational institutions to define them as inciting.
Saidam invited [people] to visit our schools in order to be updated on the curricula, which instill in the young minds human, global, and noble values that preach love, tolerance, and freedom. He called on everyone to open the Israeli textbooks, to examine them carefully, and to check the Israeli education methods and the content taught in the Israeli schools, and particularly the Talmudic (i.e., religious Jewish) ones among them.
In a statement he noted the series of aggressive and incessant acts by the occupation against the educational institutions throughout the homeland, and said that the occupation killed 27 students last year [2016] and injured more than 1,911 others (most were killed or injured while carrying out terror attacks –Ed.)…
Saidam presented a question to the Western states that support the Israeli schools named after Israeli murderers whose hands are covered in the blood of innocents and civilians: Who pays the salaries of people like the one who killed Martyr (Shahid) Muhammad Abu Khdeir, baby Ali Dawabsheh, his mother teacher Reham Dawabsheh, and his father (Palestinians murdered in an arson attack, see more below, Ed.), and young Abd Al-Fattah Al-Sharif (i.e., terrorist, stabbed Israeli soldier)? Who pays the salaries of the murderers of innocent children and women in the Gaza Strip, and those who buried them under the rubble of their schools and homes on ridiculous pretexts?"

I also noticed several mocking comments on Facebook containing political satire, about so-and-so receiving this and that [Fatah] commission - mobilization and organization, youth, foreign [affairs] - and Marwan Barghouti received Hadarim, in other words Hadarim Prison, which is to say that he was left adrift. Did you leave Marwan adrift? Honorable Minister [of Education], how do you understand this?”
PA Minister of Education and Fatah Deputy Secretary Sabri Saidam: “First of all, allow me to say that no one can skip over a man of Marwan Barghouti’s stature. Posted text: “The government of Britain’s insistence on insulting the Palestinian people by welcoming the ruler of Tel Aviv (i.e., Israeli Prime Minister Benjamin Netanyahu in an official visit on Feb. 6, 2017), and inviting him to a celebration that it intends to hold for the 100th anniversary of the Balfour Promise (i.e., Declaration), constitutes a deepening of its historical injustice towards the Palestinian people and the ongoing Nakbas (i.e., “catastrophes,” Palestinian term for the establishment of the State of Israel and what has happened since its establishment) that were caused to it due to [Britain], as well as cooperation with the executioner at the expense of the victim. Therefore, there is no point in demanding that Britain apologize, but rather we must put its government on trial in the world courts.”

The Balfour Declaration of Nov. 2, 1917 was a letter from British Foreign Secretary Arthur Balfour to Baron Rothschild stating that “His Majesty's government views with favour the establishment in Palestine of a national home for the Jewish people” and is seen as the basis for later international commitments to establish the State of Israel.

Some are not interested in them, but the Jerusalem resident sees them with his own eyes. We say that the campaign is not difficult and is not impossible. If you would ask someone from Jerusalem [how to fight for education], he would tell you: ‘Willpower and money.’ We are armed with desire. We are smuggling our [PA text ]books into the holy city [of Jerusalem]. Some are not familiar with this fact. "Yesterday, the family of Martyr (Shahid) Nasser Al-Faroukh and prisoner Issam Al-Faroukh [Nov. 22, 2016] gave tablets [computers] to 30 male and female students from among the children of Martyrs in Ramallah.
The charity event was held under the auspices of the National Association of the Martyrs' Families [of Palestine], in the presence of [PA] Minister [of Education and Higher Education] Sabri Saidam, Head of the [PA] Environmental Protection Authority Adalah Al-Atira, and many children of the Martyrs and prisoners from all districts of the homeland.
This generous donation of prisoner [Issam] Al-Faroukh is from his personal salary, and the Environmental Protection Authority also gave many symbolic presents as an expression of its love for the Martyrs and their children.
The minister of education and higher education said: 'This is a new Palestinian opus written in letters of light by this genuine Palestinian family, which has sacrificed a Martyr and a prisoner, and of its own will gives gifts to our children, the students…'
Al-Atira emphasized that this is the minimum that can be given, and that it does not compare to even a part of the suffering of the Martyrs who chose the path of light for us."

Nasser Al-Faroukh - PMW has been unable to verify details about Nasser Al-Faroukh’s death.

Issam Al-Faroukh - Palestinian terrorist and member of the Al-Aqsa Martyrs' Brigades (Fatah’s military wing) who, together with Palestinian terrorist and fellow Al-Aqsa Martyrs' Brigades member Muhammad Saidi, murdered Israeli civilian Maryk Gavrielov in Ramallah in October 2000. Al-Faroukh is serving a life sentence.

“Modern University College yesterday [Aug. 2, 2016] began the graduation ceremony for the 33rd class of diploma students and the third for bachelor’s degree in law students at the Red Crescent Building in the city of El-Bireh.

As part of the graduation ceremony – which included students in the administrative fields and bachelors of law students – four of [Modern] University College’s Martyrs (Shahids) who died in recent months and who were supposed to graduate in this class, were recognized as graduates. The Martyrs are: Martyr Jaafar Awad, graduate Martyr Mahmoud Alyan, graduate Martyr Ahmad Jahajha, and graduate Martyr Ali Al-Kar.

Present at the ceremony were [PA] Minister of Education and Higher Education Sabri Saidam, a delegation from the ministry, representatives of the Ramallah and El-Bireh district, of the [PA] Security Forces, and of official and private institutions, and also relatives of the graduate students. The visit was held in honor of the souls of three of its students who died this year as Martyrs and in light of the fact that the occupation's bullets prevented them from taking their exams now as their friends are doing. Saidam again emphasized the loyalty to the path of the martyrs and the deceased, to their sacrifice and their last wills… The students taking the high school matriculation exams in the school’s different courses of study, who number 175, gave themselves the name: ’Class of Martyrs Kmeil and Abu Al-Rub.’ Minister Saidam said: ‘After the announcement of the results of the high school matriculation exams, a tribute to the Martyrs' families will be held at this school as a sign of loyalty to them and to their sacrifice.’”

PA approves university curriculum teaching about the "issue of [Palestinian] prisoners" in Israeli jails

      “The [PA] Council for Higher Education decided to approve a curriculum in Palestinian universities that deals with the issue of prisoners, out of appreciation for the prisoners and to focus attention on their cause, which is at the [top of] the national priorities. This was during a periodic meeting of the council, which was held yesterday, headed by [PA] Minister of Education and Higher Education Sabri Saidam. The council emphasized the great interest in the prisoners’ cause … and noted that this curriculum will establish among the students [an awareness] of the justice of the prisoners’ cause and the suffering that they are experiencing… The council noted that three Palestinian universities are teaching this curriculum, and that in the future these programs will be evaluated, in preparation for their being taught in all the universities.”

Note: There are 6,000 Palestinians serving time in Israeli prisons (as of September 2015), some of whom murdered or planned the murders of Israeli civilians. All of these prisoners were imprisoned for security offenses and terror related crimes.

The Israeli Electric Company cut off electricity to two Palestinian towns for a limited period of time (February 2015) in order to pressure the PA to pay part of its billion shekel debt to Israel for electricity. The following is the response from Fatah official Sabri Saidam:

“For ‎decades, Israel has refrained from ‎announcing its casualties during war in ‎order to avoid harming the morale of its ‎soldiers. We are seeing [things] we ‎haven’t seen in previous wars. We are ‎seeing quality operations of infiltration ‎behind the Israeli occupation’s lines, and ‎tunnels designed for that purpose, as well ‎as quality attacks that have done damage ‎to the Israeli army – so there is a state of ‎embarrassment and confusion. I say, the ‎‎[Israeli] army may well be losing its ‎balance. But perhaps the most annoying ‎thing [for Israel] is the talk about the ‎kidnapped soldier... But even more ‎important was the report yesterday of the ‎airline companies having cancelled their ‎flights to the [Israeli] Lod airport. And this ‎airport – that is, the security system ‎crashed, and the missile battery defending ‎the airport can no longer stop these ‎attacks, since a rocket fell one kilometer ‎from the airport.”‎

Advisor to PA Chairman Mahmoud Abbas on technological issues Dr. Sabri Saidam: “What happened last week, which was an especially full week, was in fact the mother of all digital battles, with no less than 10,000 attackers participating in this attack… In this context, I said: ‘This is an invitation’ – when this [cyber] attack began, it was a kind of open invitation to all attackers – go ahead, please, anyone who has the ability to attack [Israel] – please do.’”

     Saidam: "These [school] curricula are what embed [the memory of the past] in the [younger] generation, in the imagination and minds of our children. They always buttress this memory. There must be preparation in our schools, our institutions, our streets, our neighborhoods, our books, our curricula. They must implant and support Palestinian memory and sustain [our] collective ideology… However, there are Martyrs who have no children; Martyrs who have no [physical] presence. Abu Ali Iyad exists in our conscience and in our history and in our future, but he has no children. Does Abu Ali Iyad need children – his own children – in order to be remembered? No. Every young lion cub (i.e., Palestinian child) must [know Abu Ali Iyad's heritage]. Today, [through] social networks, [for example]."

Note: Abu Ali Iyad was appointed head of Fatah military operations in 1966, and was responsible for several terror attacks.

"He was appointed [by Fatah] to set up military operations on the occupied lands [Israel] in 1966. He led the attack on the Beit Yosef colony [Israeli town], one of the fiercest [attacks] on Israeli colonies until then. He also led a number of operations, including the attacks on the colonies [Israeli towns] Margaliot, Manara and Kfar Giladi. When in Jordan, he carried out various military operations against the occupation’s army camps and colonies [in Israel]. He died as a Shahid (Martyr) in 1971."

     “Popular Palestinian activists announced yesterday that they were insisting on naming a square in Ramallah after the Shahida Dalal Mughrabi...
Deputy secretary of the Fatah Revolutionary Council [and advisor to Abbas], Sabri Saidam, told Agence France Presse: ‘Today a popular inauguration of the junction is being held. There has been insistence on naming this junction after the Shahida Dalal Mughrabi. Every one of us has tried in his own way to express his pride in this Shahida.’
The junction was supposed to be inaugurated in March 2010, but Israeli protest at naming the junction after Dalal Mughrabi caused the PA to postpone the official inauguration.
Saidam said: ‘The inauguration of the junction and the naming of roads lie within the jurisdiction of the local government in each town. What I know for certain is that there is no official withdrawal from [the intention to] name the junction after the Shahida Dalal.’...
Senior Fatah members said that they had decided to inaugurate the “Shahida Dalal Mughrabi” square in the town of El-Bireh, close to Ramallah, despite Israel’s threats in the past to destroy it...
A granite slab has been placed at the center of the square, featuring an engraved image of Dalal Mughrabi inside a map of historical Palestine, in the shape of a sail. Another photograph of Dalal has been placed in a different spot on the square; she is draped in a Palestinian keffiyeh and holds an AK-47 machine gun.”

Note: Dalal Mughrabi led the most lethal terror attack in Israel’s history in 1978, when she and other terrorists hijacked a bus and killed 37 civilians, 12 of them children.

"Advisor to President Mahmoud Abbas and under-secretary of the Fatah Revolutionary Council, Sabri Saidam, delivered a speech in which he criticized [the fact] that many leaders don’t participate in the [events marking] the anniversary of Martyrs... He emphasized that the weapons must be turned towards the main enemy [Israel] and that internal differences of opinion must be set aside. Saidam noted the awful living conditions of the families of Shahids (Martyrs), in the country and outside of it, and as proof he said that the allowance to the family of Shahida (Martyr) Dalal Mughrabi (i.e., leader of the bus hijacking in 1978 in which 37 civilians were murdered) is a mere $123. He… emphasized that the anniversary of Dalal's Martyrdom-seeking (i.e., her terror attack) should be honored by inaugurating a square in her name in the city of El-Bireh."
