PA Prime Minister complains to Word Bank about Israel withholding PA tax revenues over salaries to terrorists: "Israel wants to destroy and exhaust the Palestinian economy, through the deduction of the tax money”
Source: WAFA, official PA news agency, May 9, 2019
Published on the English edition of WAFA, the official PA news agency

Headline: “Premier calls on World Bank to have a say in Israel's withholding of Palestinian tax revenue”
“Prime Minister Mohammad Shtayyeh called today upon the World Bank to have a greater role in monitoring Israel's deductions from the tax revenues it collects on behalf of the Palestinian government...
"Israel wants to destroy and exhaust the Palestinian economy, through the deduction of the tax money... (the original Arabic version also included the following words: "... manipulations of and stealing from the amounts of money going to the PA" -Ed.) and by trying to pull the banking institutions operating in Palestine into a legal war leading to their liquidation and closure," Shtayyeh told the World Bank country director.”

PA Prime Minister: We can’t accept tax deductions, prisoners are fighters, not terrorists who “sacrificed their blood for Palestine”
Source: Official Palestinian Authority TV, Apr. 30, 2019
Official PA TV program Topic of the Day

PA Prime Minister Muhammad Shtayyeh: "We unequivocally want all of our money in full. We will not agree to be subjected to extortion, because if we agree to deductions (referring to the Israeli Anti "Pay-for-Slay” Law to deduct terror salaries), it will have ominous political consequences, and it will have legal implications for us as an authority, and on the banking sector, and on the beneficiaries and such. Therefore, we are unable to denounce our prisoners in any way. Our prisoners are in the prisons for the homeland's freedom. Our prisoners are in the prisons because they are cases of fighting, and not cases of terror as Israel claims. In general, we – as [PA] President [Mahmoud Abbas] has said more than once: 'If we are down to the last penny, it will be designated for the prisoners and the families of the Martyrs (Shahids), who have sacrificed their blood for Palestine.'"

From this podium we condemn this resolution, because under no circumstances will we agree to any Palestinian organization being defined as a terrorist organization. We will not agree! Because today it is Hamas, tomorrow [Islamic] Jihad, two days from now Fatah, and so on. We know the story. Our disagreement [with Hamas] is internal, but under no circumstances will we agree to Hamas being condemned.”

Fatah official condemns US-led anti-Hamas resolution; says Fatah "opposes making any accusation of terror against Palestinians in any form;" condemns Arab countries’ normalization with Israel
Source: Official PA daily, Al-Hayat Al-Jadida, Nov. 21, 2018
“Fatah Movement Central Committee member [and Fatah Commissioner of Treasury and Economy] Muhammad Shtayyeh said two days ago [Nov. 19, 2018] that Fatah is ready for a full national reconciliation [with Hamas]… He emphasized that the Palestinian position, which opposes the so-called ‘deal of the century’ (referring to US President Donald Trump’s as yet unpublished Middle East peace plan –Ed.), was adopted following the decisions and steps that the Trump administration actually took... Shtayyeh added: ‘America wanted to lead us to a political massacre, through which it would eliminate the Palestinian national cause.’
Shtayyeh emphasized that Fatah opposes the draft resolution being formulated in the American Congress to condemn the Hamas Movement. He explained that the [Fatah] Movement opposes making any accusation of terror against Palestinians in any form…
Shtayyeh also spoke about the topic of normalization. He said that it is sad to see that the Arab Peace Initiative is being ignored, and that Israeli is being given what it desires without paying the political price. He also noted that the secret normalization process has become overt, and this means that the Arab Peace Initiative has been cancelled and that the Palestinians must depend on themselves.”

Fatah official warns against “an attempt by Israel to redefine a refugee in coordination with the American Congress” and that this is an attempt to “erase the refugees` issue”
Source: Official PA daily, Al-Hayat Al-Jadida, Aug. 27, 2018
Headline: "Shtayyeh: [Neither] America nor any other will ever succeed in erasing the refugees' issue; we will never bend to extortion"

"Fatah Movement Central Committee member [and Fatah Commissioner of Treasury and Economy] Muhammad Shtayyeh said that the continuation of the American and Israeli attempts to erase the refugees' issue and Jerusalem from the table will lead the Palestinian leadership to return to the starting point, which demands a political solution on the basis of historical Palestine, and not just a state in the 1967 borders.
Shtayyeh said yesterday [Aug. 26, 2018] in a statement to [the official PA radio station] The Voice of Palestine: '[Neither] America nor any other will ever succeed in erasing the refugees' issue. We will never bend to extortion and will never concede the right to return.' In this context, he warned against an attempt by Israel to redefine a refugee in coordination with the American Congress, and to cap the number of refugees at 40,000 (apparently referring to US legislation to redefine who are considered Palestinian refugees –Ed.).
He said that all of these American attempts are meant to please its ally, Israel, and to implement the first part of what is called ‘the deal of the century’ (i.e., US President Donald Trump's as yet unpublished Middle East peace plan)."

Fath official: Imprisoned Palestinians aren't terrorists, they're "freedom seekers"
Source: Official Palestinian Authority TV, Apr. 29, 2017
Fatah Central Committee member and Fatah Commissioner of Treasury and Economy Dr. Muhammad Shtayyeh: "The homeland is more precious than a human being for us. Our brothers that are in the prisons, the 6,500 prisoners - why did they go to prison? Because they wanted to sacrifice themselves for Palestine. Honestly, [Israel's] false claim and distorted picture that these people are terrorists – these people, to put it very succinctly, [belong to] a people that is under occupation that is fighting the occupying state. When Britain occupied America, in short, the US [was] claiming and saying that it freed its land from the British colonialism. All of the states that were under occupation - international law allows them to fight this occupation. Therefore, these prisoners are 'freedom seekers' and we are with them. These prisoners defended the dignity of their land and human dignity."

He reviewed the historical background of the Zionist project in Palestine since 1650 (sic., 1850) and until present times, what is called the 'global Zionist plan,' and the historical connection between the Zionist project and the Western colonialist project… Shtayyeh emphasized that the Zionist project is colonialist and has no connection to Judaism and the myths that the occupation invents."
Fatah official: The PA should become an “authority of resistance”
Source: Donia Al-Watan (independent Palestinian news agency), Feb. 4, 2017
Headline: “Shtayyeh speaks with Donia Al-Watan regarding the change in the role of the PA, the position of vice president, and the division of roles in the [Fatah] Central Committee”

“Fatah Central Committee member Muhammad Shtayyeh said… in an exclusive interview with [the independent Palestinian news agency] Donia Al-Watan…: ‘We should not continue in the existing situation, and we should not break up the PA… What I want is to change the role of the PA. It should not continue to be an authority of services, but rather it should become an authority of resistance, and we are not talking about armed resistance here, but rather popular resistance (This term has been used by PA and Fatah leaders to describe the wave of Palestinian terror attacks 2015-2016 which included stabbings, shootings, and car rammings –Ed.) that is anchored in international law. We do not want to break up the PA or to continue in the existing situation, and the PA is sinking daily and has become an upside-down pyramid that is deteriorating every day. We do not want to go back to square one.”

The terms "all means," "peaceful uprising,” and “popular resistance" are ‎often used by PA leaders to refer to events that include violence and deadly terror ‎against Israeli civilians such as rock-throwing, stabbings and even shootings. See ‎Mahmoud Abbas' reference to murderous terror as "peaceful" during the 2015-2016 ‎terror wave (“The Knife Intifada”), which included numerous stabbings, shootings and car ramming attacks in which 40 people were killed (36 Israelis, 1 Palestinian, 2 Americans and 1 Eritrean) and hundreds wounded: http://palwatch.org/main.aspx?fi=157&doc_id=16437
Fatah official: "Transfer of the US embassy to Jerusalem means the end of the two-state solution and the end of any future negotiations"
Source: WAFA, official PA news agency, Jan. 18, 2017
Headline: “Shtayyeh: We, Jordan, and all of the Arabs constitute a united front against the Judaization of Jerusalem”
“Fatah Central Committee member Muhammad Shtayyeh said… as he received Jordanian Ambassador to Palestine Khaled Al-Shawabkeh in his office on Wednesday [Jan. 18, 2017]… ‘The possible transfer of the US embassy to Jerusalem means the end of the two-state solution and the end of any future negotiations, and it contradicts the position of successive American administrations.’ He also noted that American presidents before [US President-elect Donald] Trump have declared their intention to transfer the embassy, but they acted wisely and did not carry out their promises. Shtayyeh continued: ‘We want everyone to use all of their political and diplomatic opportunities to prevent the execution of the decision; Jerusalem is one of the issues of the permanent solution, and the [UN] Security Council Resolution [2334] considered it a Palestinian city.’”

Fatah official: Trump and Putin could work together in region, might be beneficial to Palestinians
Source: Official Palestinian Authority TV, Nov. 9, 2016
Official PA TV program Topic of the Day, hosting Fatah Central Committee member Muhammad Shtayyeh

Fatah Central Committee member Muhammad Shtayyeh: “Politically speaking, you need to work with any president, Hillary [Clinton] or [Donald] Trump. This is the choice of the American people and we will act accordingly, and [PA] President Mahmoud Abbas sent him (i.e., Trump) a telegram of congratulation as President of the US…
He (i.e., Trump) shows a great amount of admiration for [Russian President Vladimir] Putin, and we understand – regardless of rumors and stories – that there was a sort of game [between them]. Putin also admires Trump. There is a relationship between them, and this could create understanding between the two world powers - Russia and the US. If there will be such an understanding, it is possible that a kind of new Yalta Conference (post-World War II conference in 1945 between the US, the UK, and Russia on reorganizing Europe –Ed.) could be held in the [Middle East] region, and this would influence the situation in Syria, Iraq, and Libya. We hope that if there would be international understandings on the issue that would positively influence Palestine.”
Fatah official: UNESCO resolution “showed that the Jews do not have a historical right to the land of Palestine,” Israel falsifies archaeological findings to prove there was an “alleged Temple”
Source: Official PA daily, Al-Hayat Al-Jadida, Oct. 28, 2016
“Fatah Central Committee member Dr. Muhammad Shtayyeh… commented on the latest resolutions published by UNESCO (United Nations Educational, Scientific and Cultural Organization), and clarified that it is important to build on them and to turn to the UN General Assembly with them so that it will adopt them.
He added: ‘We thank all of the states in UNESCO who supported us, and the leadership is determined to continue with activities of this type. We clarify that the importance of these resolutions is expressed in how they exposed the lies of Israel, and torpedoed the occupation authorities’ words regarding the Al-Buraq Wall (i.e., the Western Wall) and what they term “the historical right.”’
Shtayyeh continued: ‘The latest UNESCO resolutions have torpedoed the excuses for talk about their right to a “Jewish state,” and showed that the Jews do not have a historical right to the land of Palestine.’
He said: ‘Ever since the occupation in 1967, they are excavating day and night without finding anything regarding the alleged Temple (sic., numerous archaeological relics from the Temple have been found), which has caused them to place fake graves. Likewise, they brought ancient floor tiles in an attempt to claim that they were Jewish graves, but the falsehood of its (i.e., Israel’s) stories is well known.'”

Fatah official on terror wave: Israel has policy of “shoot to kill” and Palestinians have an “obligation” to “oppose the occupation through all possible means”; “all options are open”
Source: Ma’an, independent Palestinian news agency, Feb. 2, 2016
Headline: “Shtayyeh from the US: We will reformulate the relations with the occupation”
“Fatah supporters in Chicago, New York, and Houston held political rallies on the anniversary of the [Fatah] Launch (Intilaqa), with the participation of the [Fatah] movement’s Central Committee member Muhammad Shtayyeh, top businessmen, and a group from the American community of [people of] Palestinian descent.
In Chicago a mass rally was held, at which Fatah Central Committee member Dr. Muhammad Shtayyeh spoke: ‘This excellent gathering is taking place at a time when we stand before a number of important turning points, the first of which is the popular uprising (i.e., wave of Palestinian terror attacks, September 2015-April 2016) being led by the young Palestinians to show their resistance to the occupation and in response to the closing of the political horizon. The occupation responds to this uprising with the most violent method of killing, summary execution of young people under the policy of ‘shoot to kill.’ However, the chests of the young and their determination are stronger than the violence of the occupation and its mechanisms.’

Fatah official: Israel “fabricates” archaeological findings in Jerusalem and even “fabricated” the falafel ball
Source: Official PA TV Live, Dec. 16, 2015
Official PA TV program The State of Politics, hosting Fatah Central Committee member Dr. Muhammad Shtayyeh, on a single political plan for all the Palestinian forces in regard to the popular resistance and what they call “Israel’s assassination policy.”
Fatah Central Committee member Dr. Muhammad Shtayyeh: “In all of the excavations under the Al-Aqsa Mosque, from 1967 until today - last week they found a seal. [In] all of the excavations from 1967 until today [they] found [only] one seal that belonged to one of the Israelite kings. What are these things? We know that they fabricate the graves. They come at night and open the graves. There is no one inside them. They place chiseled rocks on them, as though they were ancient, and ‘discover’ Jewish graves. Every day [Arab] residents of Jerusalem see these things. A country established on fabrications. They fabricated our history (i.e., claimed it as their own). They want to fabricate our culture (i.e., present it as Israeli/Jewish), and the latest thing that they have fabricated is the falafel ball.”

Note: "One seal that belonged to one of the Israelite kings" is referring to a clay impression of the royal seal of King Hezekiah of Judah (727–698 BCE), that was found in an Israeli archaeological excavation at the foot of the southern wall of the Temple Mount. This seal was the first of its kind to be found in an archaeological excavation and was publicized in the media on Dec. 2, 2015. See here for more information: http://new.huji.ac.il/en/article/28173
Official PA daily gives credence to book claiming Palestinians are natives while acknowledging Hebrews lived in the land temporarily
Source: Official PA daily, Al-Hayat Al-Jadida, Dec. 8, 2015
Headline: “Publication of the book ‘ A Brief History of Palestine’ by Dr. Muhammad Shtayyeh”
“The Dar Al-Shorok publishing house recently published a book titled ‘ A Brief History of Palestine,’ by Dr. Muhammad Shtayyeh, the head of the [Palestinian] Economic Council for Development and Reconstruction ‘ PEDCAR,’ and a Fatah Central Committee member. The book tells the story of this land in simple language and in a comprehensive manner, and the author moves fluently between the different periods, from the most ancient, through current times. The author begins with the history of Canaanite Palestine, and refers to the tribes and peoples that lived in it, and who lived in coexistence with the inhabitants, such as the Jebusites, the Hyksos, the Hebrews, and the Edomites. Likewise, he continues with the birth of Jesus, the Islamic conquest, the Ottoman period, the development of Zionism, the Nakba of Palestine, and the establishment of the State of Israel. The book clarifies that the original inhabitants of the land of Palestine have always inhabited it, despite the different religions and cultures that came to it [Palestine], and had reciprocal relations with them, while preserving its culture and character, despite mingling with other cultures throughout the years. Likewise, the author proves, by detailing the historical facts, that Palestine was for a long time the target of foreign invasions, which aimed to break the Arab Islamic triangle of Baghdad-Damascus-Cairo, whose unity is a guarantee of Palestine and its inhabitants’ victory.”
Fatah member in PA daily: Zionist project is "a colonialist, economic, and settlement project"
Source: Al-Asima, bi-weekly distributed with official PA daily, May 6, 2015
Headline: “Returning the awareness and understanding of the situation in order to break the cage”
Op-ed by Muhammad Shtayyeh, member of the Fatah Central Committee, in the biweekly supplement of the official PA daily
“Recently [Israeli Prime Minister Benjamin] Netanyahu came to us with the Jewish state that he wants to build in ‘Judea and Samaria’ (i.e., the West Bank), after the Zionist movement completed its colonialist economic project in the Palestinian coastal region (i.e., Israeli coast), which is the most fertile region in Palestine.
And the question is: If the state is ‘Jewish’ and relies on the geography of the Bible, why was the State of Israel not established from its beginning in ‘Judea and Samaria,’ in other words the West Bank, and the coastal region not left for the Palestinians? The answer is that the Zionist project was not a religious project at all, but rather a colonialist, economic, and settlement project meant to draw settlers, and religion was only one of the excuses for this project, which merited the sponsorship of the colonialist countries, and began as a source of mutual benefit for Britain and the Zionist movement, each for its own reasons.”
Fatah official: 85% of donor money goes toward PA salaries
Source: Official PA daily, Al-Hayat Al-Jadida, Dec. 25, 2013
“Fatah Central Committee member and Chairman of the Arab American University Board of Trustees Muhammad Shtayyeh gave MBA students a lecture on ‘Development in Palestine in the Shadow of Occupation’… He noted that the PA is currently paying the salaries of 172,000 civil servants and that to date, 23 billion dollars have arrived from donor states, 85% of which were used to pay salaries. 5 billion dollars of these funds were used to fund non-governmental organizations.”
Chief PA negotiator announces on PA radio that negotiations will not be extended
Source: Official PA daily, Al-Hayat Al-Jadida, Dec. 24, 2013
Headline: “Erekat: ‘We oppose extending the peace talks’”
“Chief [PA] negotiator Saeb Erekat yesterday [Dec. 23, 2013] ruled out any extension of peace talks with Israel beyond the agreed upon nine months. Negotiations are set to end on April 29 [2014]. Erekat told Voice of Palestine radio that ‘we oppose any extension’ of the negotiations begun at the end of last July. He noted that his recent statements on the topic were misunderstood and added: ‘I said that if we reach an agreement on all final status issues, we could continue discussing the details’… On Thursday, Palestinian negotiating team member Muhammad Shtayyeh ruled out the possibility that negotiations ‘would lead to results.’ He said that ‘the gap between us and the Israelis during these negotiations has been widening rather than shrinking.’”

PA TV glorifies Abbas' defiance of the US in seeking UN observer status
Source: Official Palestinian Authority TV, Nov. 29, 2013
PA TV broadcast the movie ‘The appeal to the UN; secrets and hidden [facts]’ Part 1.
The movie’s intro: “A clear objective and a legitimate right.”…
“We chose the way and entered the conflict; we won and waved the name ‘Palestine.’
“Defiance, power, determination, the appeal to the UN; secrets and hidden [facts].”
Member of Fatah Central Committee Muhammad Shtayyeh proudly recounts the times PA Chairman Mahmoud Abbas said ‘no’ to the US: “I want to tell you something important. When we went to the [UN] General Assembly this time, President Mahmoud Abbas told the US ‘no’ 12 times. This is the twelfth time he said ‘no’ to the US… when Dick Cheney tried to dissuade him from attending the Arab [League] Summit in Syria. President Mahmoud Abbas told the Americans ‘no’ when the US tried to prevent the Hamas movement from participating in the 2006 elections. President Mahmoud Abbas told the US ‘no’ when it tried to prevent us from entering a National Consensus Government with Hamas.
President Mahmoud Abbas said ‘no’ when the US tried to prevent him from signing the reconciliation – the [Hamas-Fatah] Cairo agreement…
The US tried to prevent us from appealing to the [UN] Security Council, and despite that we appealed. The US tried to prevent us from appealing to the [UN] General Assembly, and despite that we appealed.
The US tried to prevent President Mahmoud Abbas from visiting Iran, and despite that he went.
Therefore, there is a long record of this spirit of defiance found in the President, the Palestinian leadership and the Fatah Movement.”
