PLO official: Israeli 'pay-for-slay' law is "theft", part of policy to "criminalizing all forms of resistance [and] accusing our people of terror"
Source: Official PA daily, Al-Hayat Al-Jadida, Feb. 19, 2019
"PLO Executive Committee member [and head of the PLO Department of Diplomacy and Public Policy] Dr. Hanan Ashrawi said that 'This organized and deliberate theft of the Palestinian people's money and resources (referring to implementation of an Israeli law to deduct terror salaries from PA tax money; see note below –Ed.) reflects the occupation state’s path, which is based on criminalizing all forms of resistance, accusing our people of terror, demonizing it, imposing collective punishments on it, and financially and politically blackmailing it. These steps contradict international humanitarian law and the agreements that were signed, and they are additional proof of Israel's exaggeration in punishing anyone that rejects its occupation and resists its steps.'"

PLO official responding to Australian recognition of West Jerusalem as Israel’s capital: “No part of [Jerusalem] can be recognized as Israel’s capital"
Source: Official Palestinian Authority TV, Dec. 15, 2018
Official PA TV, on Australia’s decision to recognize “West Jerusalem” as Israel’s capital, telephone interview with PLO Executive Committee member and head of the PLO Department of Diplomacy and Public Policy Hanan Ashrawi

PLO Executive Committee member and head of the PLO Department of Diplomacy and Public Policy Hanan Ashrawi: “[Australian Prime Minister Scott] Morrison wanted to say that there’s a compromise. This compromise is completely unacceptable. We do not want the acceptance or recognition of West Jerusalem as he said – and as Russia did [on April 6, 2017] – [as] Israel’s capital, because all of Jerusalem is subject to the illegal Israeli annexation, and no part of it can be recognized as Israel’s capital… We ask Morrison to take it back. Actually, there was a sharp response to this maneuver through which he attempted to appease his extremist right-wing voters, and particularly the Zionist Christian voters and the Israeli lobby in Australia.”

PA, PLO and Fatah condemn “execution” of 3 terrorists; deaths of terrorists while resisting arrests are “war crimes” committed in “cold blood”; Fatah calls for confrontations and eulogizes “heroic Martyrs”
Source: Official PA daily, Al-Hayat Al-Jadida, Dec. 14, 2018
“The [PA] government and the factions held the occupation government responsible for the crimes of the execution of the three Martyrs (Shahids) Ashraf Na’alwa (i.e., terrorist, murdered 2), Saleh Barghouti (i.e., terrorist, murdered baby and wounded 7 others), and Majdi Jamal Mteir (i.e., terrorist, wounded 2)...
PLO Executive Committee member [and head of the PLO Department of Diplomacy and Public Policy] Dr. Hanan Ashrawi condemned the series of war crimes that Israel is committing against the members of our unarmed people, the last of which was the killing and execution of three citizens in cold blood in the West Bank and Jerusalem, while openly and intentionally violating all of the international and humanitarian conventions and laws…
In Ramallah and El-Bireh, the Fatah Shabiba [Youth] Movement in the district called on its members and supporters to stand against the occupation forces in all of the areas of friction and to unite around the members of our people against the Israeli occupation’s aggression and the settler gangs’ crimes in the district. In a statement yesterday, Thursday [Dec. 13, 2018], Shabiba eulogized our people’s heroic Martyrs Saleh Barghouti, Ashraf Na’alwa, and Majdi Mteir, who ascended to Heaven after being executed by the occupation’s soldiers.”

PLO Executive Committee member [and Head of the PLO Department of Diplomacy and Public Policy] Dr. Hanan Ashrawi welcomed the UN General Assembly vote against the American resolution that condemns Hamas...
The [PA] national unity government welcomed the results of the vote at the UN General Assembly, which showed the world's bias in favor of the Palestinian right, and the rejection of the methods of hegemony, arrogance, and assistance to the occupation that the American administration is carrying out in order to falsify the facts at the global level.
Official [PA] Government Spokesman Yusuf Al-Mahmoud said yesterday, Friday: 'The American administration’s failure to pass the proposed resolution that blames the Palestinian side, [and] exonerates the occupation and encourages it to commit more crimes against the members of our people, proves once again the power of the Palestinian right…
Supreme Shari’ah Judge of Palestine, President [Abbas’] advisor on Religious and Islamic Affairs, [and Chairman of the Supreme Council for Shari'ah Justice] Dr. Mahmoud Al-Habbash emphasized that today the Palestinian people once again defeated the American administration and Israel in the corridors of the UN."

PLO officials: “[PA] leadership will continue to pay the salaries of the prisoners”
Source: Official PA daily, Al-Hayat Al-Jadida, July 6, 2018
“PLO Executive Committee member Hanan Ashrawi said: ‘The law to deduct the allowances (mukhassasat) of the prisoners and wounded from the tax money, which was passed by the Israeli Parliament (refers to law deducting terror salaries from taxes collected for the PA; see note below –Ed.), is a violation of the Fourth Geneva Convention and the international conventions, as whoever holds prisoners is obligated to protect their lives and sustenance (the Fourth Geneva Convention relates to civilians in wartime, not terrorists imprisoned for criminal acts –Ed.). This law also contradicts the Paris Agreement, which Israel has violated and which gave it authority to hold direct contact with the world (sic., Israel has always had such authority; the Paris Agreement established economic relations between Israel and the PLO), and it abused this in order to turn us into consumers of Israeli goods.’ …
PLO Executive Committee Secretary, [Fatah Central Committee member, and PLO Chief Negotiator] Saeb Erekat said at a press conference held two days ago [July 4, 2018] that the leadership will continue to pay the salaries (rawatib) of the prisoners, the families of the Martyrs (Shahids), and the wounded, despite the occupation authorities’ decision to deduct their allowances from the PA’s tax money.”

PA, PLO officials on Israeli prisoners’ salaries bill: “Deliberate theft… which is based on defining the resistance as a crime;” “There is no power in the world that is capable of obligating us to abandon our prisoners and our people’s heroic Martyrs”
Source: Official PA daily, Al-Hayat Al-Jadida, June 12, 2018
“The occupation parliament (Israeli Parliament) [parentheses in source] Foreign Affairs and Defense Committee  yesterday [June 11, 2018] approved a bill to deduct the money that the PA pays to the Martyrs’ (Shahids’) families and to the prisoners (i.e., from the taxes Israel collects for the PA, see note below –Ed.)…
PLO Executive Committee member Hanan Ashrawi condemned the Israeli approval. She said: ‘The organized and deliberate theft of the Palestinian people’s money reflects the occupation state’s method, which is based on defining the resistance as a crime and imposing collective punishments on the Palestinian people. These steps contradict international humanitarian law, and constitute additional proof that Israel is going too far in punishing all those who refuse its occupation and resist its steps.’ …
The [PA] national unity government emphasized that there is no power in the world that is capable of obligating us to abandon our prisoners and our people’s heroic Martyrs. Official [PA] Government Spokesman Yusuf Al-Mahmoud said: ‘Our Palestinian people and its leadership are loyal like no other to our prisoners and our people’s Martyrs, who have sacrificed the years of their lives and their souls so that the members of our people would live and for their homeland’s freedom and independence.”

PLO official accuses US of acting like a “mafia” over UN vote on US recognition of Jerusalem as Israel’s capital
Source: Official Palestinian Authority TV, Dec. 20, 2017
Official PA TV, special broadcast, hosting PLO Executive Committee member Hanan Ashrawi

Official PA TV host: “In everything related to the [UN General Assembly] meeting tomorrow [Dec. 21, 2017, about US President Donald Trump’s decision to recognize Jerusalem as Israel’s capital], according to the media outlets there are threatening messages from Washington to the states that will vote tomorrow at the UN General Assembly.”
PLO Executive Committee member Hanan Ashrawi: “This is cheap and very shameful extortion. Undoubtedly this [US Ambassador to the UN] Nikki Haley - I don’t know who appointed her as the world’s police officer. She undoubtedly told the states in closed meetings, and afterwards stated in her Twitter account, that ‘We will be following the vote of every state and I will submit a report to the president [Trump], and when you submit a request for aid or any type of special request, we will settle accounts with you over your vote now’ (See note below –Ed.). In other words, this very cheap and shameful extortion, the threat, and the warning are befitting of a state whose nation has declined, whose international level - whose rhetorical, ethical, political, and legal level [has declined] to this level. It acts as if it is a mafia.”

This obligates the American administration to play a constructive and neutral role in the political process, rather than assisting the occupation, and to investigate and take Israel to account over the intentional violations of international law and its efforts to destroy the possibilities of achieving peace.’ Yesterday [Oct. 10, 2017] Ashrawi condemned… Israeli Prime Minister Benjamin Netanyahu’s decision to allow the Civil Administration to authorize the building of 3,829 new housing units in the settlements.”

“PLO Executive Committee member Hanan Ashrawi said: ‘It is clear that the new American administration supports the positions of [Israeli Prime Minister Benjamin] Netanyahu and is giving him leeway to eliminate the two-state solution. It is changing from an ally biased in favor of Israel to a partner in crime. If American President [Donald] Trump wants to be rid of the two-state solution in order to create an alternate reality, he must present and clarify what the options and alternatives to it are.’”

PLO official Ashrawi: Britain needs to “correct the historical injustice of the Balfour Declaration”
Source: Official PA daily, Al-Hayat Al-Jadida, Jan. 24, 2017
Headline: "Ashrawi met with British Consul General Alastair McPhail"

"PLO Executive Committee member Hanan Ashrawi met yesterday [Jan. 23, 2017] with British Consul General [to Jerusalem] Alastair McPhail at her office in Ramallah…

In light of the approaching date of the meeting between British Prime Minister Mrs. Theresa May and American President Donald Trump, Ashrawi called on the government of Britain to fill a positive and constructive role in everything connected to ending the Israeli occupation, and to correct the historical injustice caused to the Palestinian people as a result of the ominous Balfour Promise (i.e., Declaration)."

The Balfour Declaration of Nov. 2, 1917 was a letter from British Foreign Secretary Arthur Balfour to Baron Rothschild stating that “His Majesty's government views with favour the establishment in Palestine of a national home for the Jewish people” and is seen as the basis for later international commitments to establish the State of Israel.
PLO official complains to British MPs that Israel commits "summary executions of Palestinians"; calls concept of Jewish state "racist"

Headline: "Ashrawi demanded that Britain bear its historical responsibility"
"PLO Executive Committee member Hanan Ashrawi… met yesterday [Jan. 4, 2017] with a high-ranking British parliamentary delegation that included MPs from the British Conservative Party and Labor Party who are visiting the Palestinian land in order to be updated from up close on the real situation on the ground…
Ashrawi referred to the actions of the Israeli occupation state on the ground and the fact that it continues to perpetuate its racist way with its insistence that the Palestinians recognize the Jewishness of the state, and also continues to build settlements and to expand those that exist in the Palestinian territories, and particularly in East Jerusalem. This is in addition to the acts of killing and summary executions of Palestinians that are carried out against children and women under the pretext of terror."

Throughout the terror attacks from Oct. 2015 to the present, the PA has maintained that Israel commits "summary executions" of Palestinians on the pretext that Palestinians were committing attacks. PLO's Hanan Ashrawi reacts to Kerry's speech, rejects Israel as a Jewish state, rejects Jerusalem as Israel's capital
Source: Official Palestinian Authority TV, Jan. 3, 2017

Official PA TV program State of Politics, hosting PLO Executive Committee member Hanan Ashrawi

PLO Executive Committee member Hanan Ashrawi: "The six principles that [US Secretary of State John] Kerry presented are undeniable Zionist principles that serve Israeli interests. For example, he spoke about Jerusalem - a capital of two states. He didn’t say that East Jerusalem is occupied, but rather that Jerusalem is a capital of two states... Secondly, he said “a Jewish state,” giving them [Israel] a great prize. We have refused and still refuse to say that Israel is a Jewish state... Even on the issue of the refugees, he [Kerry] automatically denied them the right of return, and said that it is necessary to reach a just solution of compensation and resettling and the like. US Congress blocks $159 million in aid to the PA

"Members of the United States Congress are delaying a payment of $159 million in aid allocated for the Palestinian Authority in effort to pressure the PA to relaunch negotiations with Israel, the PLO ambassador to Washington said Saturday.
Maen Erekat confirmed earlier reports that the US Congress was blocking the payment at the request of House Republican Kay Granger, the Chairwoman of the House Appropriations Subcommittee on State-Foreign Operations, under the pretext that the PA supports 'terrorism.' The Obama administration allocated $440 million in aid to Palestinians for 2015, including $131 million for economic and development projects by USAID and $70 million for PA agencies and security agencies, while $80 million in aid was deducted following Israeli criticism of 'incitement' by the PA last October. Erekat added that some 'pro-Israel' Congress members are continuing to pressure the PA to relaunch diplomatic negotiations with Israel, and prevent Palestinians from joining international organizations and conventions."

PLO leader responds to US court ruling that PA must pay terror victims: The PA and the ‎PLO will "appeal the ruling" ‎
Source: Official PA daily, Al-Hayat Al-Jadida, Feb. 25, 2015
On Feb. 23, 2015, the US Federal District Court in New York ruled that the Palestinian Authority is financially liable for $655 million in damages to victims of terror attacks. 10 American families who are all victims or related to victims of Palestinian terror, sued the PA for damages, saying that the PA was responsible for the terror attacks in which they were personally injured or their relatives were killed during the years of the PA terror campaign (Intifada, 2000-2005). PLO Executive Committee member Hanan Ashrawi responds to the ruling:

PLO official: “The right-wing Zionist establishment is driven by greed and love of collecting money”
Source: Ma’an, independent Palestinian news agency, Jan. 7, 2015
“The director of the culture and information department of the PLO Executive Committee, Hanan Ashrawi, emphasized on Tuesday [Jan. 6, 2015] that the Palestinian cause was heading in the legal and international direction… In an interview with the Ma’an [independent Palestinian] news agency, Ashrawi emphasized… that: ‘The lawsuit filed by one of the Israeli organizations against three Palestinian political personalities was an attempt to intimidate the Palestinian leadership. This is part of the modus operandi of the right-wing Zionist establishment, which is driven by greed and the love of collecting money and compensation.’…
Ashrawi noted that the lawsuit filed by the Israeli Shurat HaDin [organization] is added to [a list of] several lawsuits filed by the same organization, and that it continually demands compensation, which constitutes the essence of its work. In addition, she emphasized that the Palestinian leadership is not worried by this lawsuit, since the charge is absolutely unconvincing, since it accuses three Palestinian politicians of responsibility for the rocket fire from the Gaza Strip – proof that the lawsuit is not serious.”

Note: The lawsuit referred to was filed against PA PM Rami Hamdallah, Deputy Secretary of Fatah Central Committee Jibril Rajoub and Head of PA General Intelligence Majed Faraj for alleged war crimes, terrorism and violations of human rights.

PLO member: Congress members who called to stop aid following unity government between Fatah and Hamas “are more ‎extreme than the Israeli right”

“Eighty-eight US Parliament (i.e., Congress) members from the Republican and Democratic parties have demanded that US President Barack Obama halt the transfer of US aid money to the PA in response to the formation of the [Fatah-Hamas] national unity government. An open letter to Obama from the Congress members said that ‘the establishment of the unity government has damaged Congressional support for the transfer of financial aid to the PA, and necessitates the exertion of pressure on Mahmoud Abbas to end his alliance with Hamas and return to the negotiating table.’ [translation of Arabic paraphrase]
In response to the Congress members’ letter, PLO Executive Committee Member Dr. Hanan Ashrawi said that ‘these are means of [exerting] pressure that constitute the power supporting Zionism and Israel, as they are even more extremist than the Israeli right and Benjamin Netanyahu.’ In a statement, Ashrawi mused: ‘If the Israeli government transferred the tax money despite its attempt to boycott the Palestinian consensus government (In accordance with the Oslo Accords, Israel collects taxes on behalf of the Palestinian Authority and transfers the money to the PA), and [if it] understood that damaging the PA and the government would have dangerous consequences, how can these [people] demand the cessation of aid to the Palestinian government?’ Ashrawi emphasized that the letter’s signatories are trying to tell Israel that they are more Zionist than the Israelis themselves – even though the US administration understands that the Palestinian government is a government of independent [professionals], with no members from Hamas or any other faction – which is why it [the US] took no steps to punish it.”
PLO member: Laws do not adequately protect women from honor killings
Source: Official PA daily, Al-Hayat Al-Jadida, Feb. 23, 2014
"PLO Executive Committee member Hanan Ashrawi asserted that we must hurry and urgently approve the penal code, dismiss all extenuating circumstances for murder of women, approve a series of legislation concerning the security of society, and specifically the security of women, as well as give maximum sentences to the perpetrators and to anyone who violates provisions of the law.
These words were said as she strongly condemned the murder of a 15-year-old from Jabalia by her father and the murder of another young woman, a 17-year-old from Khan Yunis, by her brother, [both of which happened] in one day.
Ashrawi noted that the number of women who were murdered since the beginning of 2013 and up to December of that year reached 28 victims because of a lack of regulations and laws to guarantee social protection for women, the lack of legal accountability, laxity in pursuing perpetrators, as well as a lack of desire to punish them.
She added: 'It's time to implement the necessary amendments to the law, approve a penal code that dissuades [people from committing the crimes and that will] view these crimes as crimes against humanity, to activate methods for implementing the law and to urge the legal system to assume its responsibility.'
Ashrawi denounced the fact that these crimes are called murder for 'family matters,' or what are called 'honor' killings, and described this as an 'excuse.' In addition, she said: 'Women are not a symbol of men's or families' honor, but are an equal member [of society], like all other individuals in society...'

PLO Committee member advocates going straight to UN rather than participating in peace talks
Source: Official PA daily, Al-Hayat Al-Jadida, Nov. 22, 2013
“PLO Central Committee Member Hanan Ashrawi called to prepare to turn to the UN without waiting for the peace negotiations with Israel to fail. In an interview on the [official PA ] Voice of Palestine radio station, Ashrawi said that ‘Israel defied the Americans, in that it promised them to slow [the pace] of building in the settlements, but has accelerated it. Therefore, we should turn to the UN.’ She added: ‘In my opinion we should have turned to the UN before American Secretary of State John Kerry began his initiative, because Israel is taking advantage of this process to intensify the settlement,’ referring to projects to construct thousands of units in settlements since negotiations were renewed last July [2013].’
Ashrawi declared: ‘We should support joining international treaties and organizations to ensure our rights. We should begin this now.’
Similarly, she said: ‘I am of the opinion that we must at least lodge a complaint, and this is different from requesting membership. We should begin this now.’”

Israel’s response to Eilat terror attack is a ploy to distract from Israel’s “social crisis”
Source: Official PA daily, Al-Hayat Al-Jadida, Aug. 20, 2011
On August 18, 2011, several Palestinian terrorists armed with rifles and bombs carried out a series of coordinated terror attacks near Eilat killing 6 civilians, a soldier and a security officer. Israel responded to the attacks by targeting the leaders of the organization behind the terror attack, the Popular Resistance Committees, killing 5 members of this terror organization and a child in an air strike on Gaza.
The following is a response to Israel’s actions in Gaza, published in the official PA daily:

"Hanan Ashrawi, member of the PLO Executive Committee and head of its Department for Communications, said that the Israeli occupation government is exporting its internal, political and international crises to our defenseless people. [Israel] has escalated its military operations (reference to the killing of 5 terrorists in Gaza in response to the terror attack near Eilat on Aug. 18, 2011) in order to evade the results of the social and economic crisis in Israel, and as a preemptive step prior to the Palestinian appeal to the UN, in order to undermine the attainment of membership by a Palestinian state next month."

Palestinian moderates call to stop suicide terror “because we do not see results”
Source: Al-Quds, June 19, 2002
From petition signed by PLO Commissioner of Jerusalem Hanan Ashrawi, President of Al-Quds University Sari Nusseibeh and others:
"Appeal: We the undersigned, based on our feelings of national responsibility, and because of the danger of the current situation surrounding the Palestinian people, hope from those who stand behind the military operations that target civilians in Israel that they reconsider and that they cease encouraging our youth to carry out these kinds of operations. This, because we see no results from these operations other than the reinforcement of loathing, enmity and hatred between the two peoples, the widening of the chasm between them, and the destruction of the possibility that the two peoples will live side by side in peace in two neighboring countries. We believe that these operations do not achieve progress towards the fulfillment of our project calling for freedom and independence, but rather add to the ranks of the enemies of peace on the other side, and provide excuses for the hostile government headed by Sharon to continue its relentless and aggressive war against our people, which targets our villages, our cities, our old, and our young, as well as our achievements, our hopes, and our national project. Military activity is defined as positive or negative not in and of itself, but rather by the criteria of its achievement of political goals. Therefore, it is necessary to review these activities. We do not believe that impelling in the direction of existential conflict between the two peoples in the Holy Land will produce anything but destruction and ruin for all of those living in this region, and we find in this result no logical, human or political justification."
