Director of the PLO Commission of Prisoners’ and Released Prisoners' Affairs Maj. Gen. Qadri Abu Bakr. He replaced Issa Karake as the director of the commission.

Abu Bakr is in all likelihood the uncle of Mohammed Salameh, one of the terrorists convicted for the 1993 World Trade Center Bombing. Abu Bakr spent 18 years in an Israeli prison for an attempted terror attack before being released in 1986 and expelled to Iraq, where he was a senior PLO representative.       "Director of the [PLO] Commission of Prisoners' Affairs Qadri Abu Bakr said that the Israeli crime – the blatant theft of the money of the State of Palestine under the pretext of deducting the salaries that are paid to the families of the Martyrs (Shahids) and prisoners (referring to implementation of Israeli law to deduct terror salaries from the PA tax money; see note below –Ed.) – will be tantamount to an actual bomb that will blow up in the face of the occupation.  This was said during his meeting with a Fatah Movement delegation… Abu Bakr explained that the Palestinian leadership, led by [PA] President Mahmoud Abbas, emphasizes that the salaries of the families of the Martyrs and the prisoners must not be harmed, and that the last penny in the PA Ministry of Finance will be given with priority to this fighting group… Abu Bakr noted that this theft contradicts all of the international norms and conventions, and that silence over this crime of theft by broad daylight will open wide the gates of confrontation with the occupation.      "Released prisoners, Martyrs' (Shahids') families, and prisoners' relatives emphasized their absolute faith in [PA] President Mahmoud Abbas' in defense of their causes and rights, in response to the occupation government's decision to steal their allowances (mukhassasat) from the Palestinian tax money (refers to implementation of the Israeli law to deduct terror salaries from PA tax money; see note below –Ed.). PLO prisoners’ affairs head: "The prisons are full of honorable cases of prisoners that are completing their bachelor’s and master’s degree studies"

      "Director of [PLO] Commission of Prisoners and Released Prisoners' Affairs Qadri Abu Bakr said that the prisoners' will has overcome all of the occupation's steps to harm their determination and kill their aspirations through the punitive laws that it imposes on them that include all areas of their lives, and primarily the struggle against the prisoners' studies. This is by placing obstacles, confiscating books and writing implements, and banning the completion of their studies and registering at universities. Abu Bakr said this during a ceremony in which he and Vice [President] for Academic Affairs at An-Najah National University Dr. Muhammad Al-Amla presented a law degree to the relatives of prisoner Azmi Naffa (i.e., terrorist, wounded 4) from the Jenin district. Naffa – who has been imprisoned since 2015, is sentenced to 20 years, and is now in the Gilboa Prison – completed his legal studies behind bars. Abu Bakr said that there are dozens and hundreds of prisoners and released prisoners who have defeated the occupation through their studies and receiving their university degrees, and today the prisons are full of honorable cases of prisoners that are completing their bachelor’s and master’s degree studies from within their rooms and cells in the dark prisons."

      "Director of [PLO] Commission of Prisoners' Affairs Qadri Abu Bakr, Ramallah and El-Bireh District Governor Laila Ghannam, Ramallah Mayor Musa Hadid, and a delegation of Christian clergy… visited families of prisoners from the Christian communities yesterday [Jan. 2, 2019]… for Christmas. The delegation blessed the prisoners' families and their children. The delegation visited the family of prisoner Ibrahim Mas'ad Hani (i.e., terrorist, murdered 2), sentenced to life… Abu Bakr said that the visit to the families from the Christian communities is a message for Christmas and of freedom, which the Palestinian people is conveying to the world so that justice, peace, love, and unity will prevail in the land of Palestine – which will be achieved when the occupation leaves and when our people is able to live in dignity, independence, and freedom. Abu Bakr conveyed the blessings of [PA] President [Mahmoud Abbas] to the Christian families and to all of the male and female prisoners in the occupation's prison. District Governor Ghannam said: 'At this opportunity, we bless all of the members of the Palestinian people for the national holidays, which are not just Christian. We are proud of Jesus being Palestinian.'"

     "The [PLO] Commission of Prisoners’ Affairs and the Ramallah and El-Bireh district paid a solidarity visit yesterday morning (Wednesday) [Dec. 12, 2018] to the Abu Hmeid family (i.e., Um Nasser Abu Hmeid and her terrorist sons who are responsible for at least 10 murders; see note below), whose house the Israeli occupation decided to demolish after one of the family's sons, Islam Abu Hmeid, was accused of killing a soldier in the Al-Amari refugee camp several months ago.
The delegation from the commission and the district –led by Director of [PLO] Commission [of Prisoners' Affairs] Qadri Abu Bakr and District Governor [of Ramallah and El-Bireh] Laila Ghannam – met with Um Yusuf Abu Hmeid who is standing firm. They emphasized to her that the entire Palestinian people appreciates the sacrifice of this family, and that the path of honorable struggle of its Martyr (Shahid) and prisoner sons is a crown of honor to every free and respectable person. Abu Bakr and Ghannam emphasized that the occupation's crimes and its threats will not prevent the Palestinian leadership from fulfilling its obligations regarding the fighting and sacrificing families."

“[PLO] Commission of Prisoners and Released Prisoners’ Affairs Qadri Abu Bakr met with dozens of released prisoners and relatives of prisoners from the city [of Bethlehem] yesterday [Sept. 14, 2018] at the Bethlehem District Hall, in the presence of Deputy District Governor Muhammad Taha Abu Ulya and Fatah’s Bethlehem Branch Secretary Muhammad Al-Masri, and emphasized the centrality of the interest in the cause of the prisoners and their relatives at all levels, the aid to them, and knowing their needs…
Slightly before the meeting, Abu Bakr visited the Commission’s directorate in Bethlehem and examined its needs in order to improve its activity and services in an ongoing manner. He also visited the home of the oldest of the district’s prisoners, Musa Nawawreh (PMW was unable to confirm the details of his crimes –Ed.), who was sentenced to life…
In addition, the delegation visited the home of prisoners Mahmoud Abu Sorour and Nasser Abu Sorour (i.e., terrorists, participated in murder of 1) – who were sentenced to life and arrested before the Oslo Accords – at the Aida refugee camp.”

Mahmoud and Nasser Abu Sorour – Palestinian terrorists who participated in planning and carrying out the assassination of Israeli security agent Haim Nachmani on Jan. 3, 1993, in Jerusalem. Each is serving 1 life sentence.

      “Director of [PLO] Commission of Prisoners and Released Prisoners' Affairs Major General Qadri Abu Bakr said that the support for the prisoners is continuing until the occupation’s prisons are free of prisoners without exception, and that the commission will continue its work in order to provide its services to the released prisoners in accordance with the laws and regulations, and without prejudice… Abu Bakr added that the Israeli government is implementing a policy of medical neglect that is escalating to the point of imposing heavy punishments on the sick prisoners by not providing them with medical treatments and disregarding their health and lives… He also emphasized the graveness of what the child prisoners are being subjected to in the Israeli prisons: the policy of torture and abuse and the degrading treatment during their imprisonment...”
