Jerusalem under assault
In 2009 the Palestinian Authority has initiated an unprecedented campaign of historical revision and anti-Israel libels concerning Jerusalem, the focal point being the erasure and denial of 3,000 years of Jewish history in Jerusalem.

In addition, the PA disseminates the libel that Israel is acting both to expel Arabs from Jerusalem and to destroy the Al-Aqsa Mosque. The Jerusalem libels are designed to evoke religious hatred by portraying Israel and the Jews as a threat to Arabs and Islam.

This section documents the recent intensification of the Palestinian Authority's campaign of distortion, historical revision and hate incitement surrounding Jerusalem.

Jerusalem is "land of Ribat" - holy Islamic land
The Palestinian Authority has adopted the Hamas ideology of framing the conflict with Israel as a religious war for Allah. Jerusalem and all of Israel are defined as "Ribat" - holy Islamic land - whose "liberation" and defense are said to be mandatory under Islamic law. The significance of the PA defining the conflict as “Ribat” is clear when reading how a PA schoolbook defines “Ribat":

"The Ribat for Allah is one of the actions related to Jihad ...The persistence of Palestine's people on their land in these days [i.e., Israel], and their persistence against the damage and the aggression they endure - is one of the greatest of the Ribat [fighting for Islamic land], and they are worthy of a great reward from Allah.... they are found in Ribat until Resurrection." [Islamic Education, grade 12, p. 86-87]

Since 2008, Palestinian leaders have frequently defined all of Israel, and particularly Jerusalem, as land of "Ribat" - i.e., areas which Muslims have a religious obligation to defend and liberate for Islam. In the past, it was specifically Hamas that defined the conflict with Israel as a religious war. Now, the PA - Fatah leadership regularly presents its war against Israel as a religious battle for Islam.

He came [to carry out the operation (i.e., stabbing attack)] in order to protect that woman, he came to help the Al-Aqsa Mosque… For the residents of Jerusalem the Al-Aqsa Mosque is an article of faith. The Israelis need to stay away from the Al-Aqsa Mosque plaza. The sights that the Palestinians see, what is happening to the Murabitin (those carrying out Ribat, religious conflict/war to protect land claimed to be Islamic) in the Al-Aqsa Mosque, and to our people, inflame the emotions of our Palestinian people. The Israelis are mistaken when they say that the problem is 50 Murabitin at the Al-Aqsa Mosque. At the moment of truth, all the Palestinian people will be Murabitin. Muhannad Halabi, the hero Martyr, was not one of the Murabitin, and despite this he broke through all the barriers and all their police, and came to carry out an operation for the Al-Aqsa Mosque.”

He wants us to fulfill His command. If we ask ourselves: ‘How can I ‎fulfill Allah’s command?’ The most important thing I can do to fulfill Allah's command ‎when I am in the Al-Aqsa Mosque is Ribat (i.e., religious conflict/war over land claimed ‎to be Islamic) in the Al-Aqsa Mosque… ‎The Prophet [Muhammad] says about the Martyr: ‘His sins are forgiven with the first ‎gush of blood.’‎ Some privileges are bestowed upon the Martyr. The first: ‘His sins are forgiven with the ‎first gush of blood.’‎ The Martyr's second privilege: ‘He marries two of the Dark-Eyed (i.e., virgins) of ‎Paradise.’ His third privilege: ‘He advocates on behalf of 70 members of his family.’ […]‎ Let’s compare the privileges that are bestowed upon the Ribat fighter to the privileges ‎of the Martyr: ‘The Ribat fighter marries 70 of the Dark-Eyed (i.e., virgins).’‎ The Martyr gets two of the Dark-Eyed, while the Ribat fighter gets 70. 35 times more ‎than the Martyr. ‘He marries 70 of the Dark-Eyed, and can advocate on Judgement Day ‎on behalf of anyone he wants.’”‎

     "The Fatah Central Committee held a meeting yesterday led by President [Mahmoud] Abbas, which began with the reading of the [Quranic Sura of] Al-Fatiha for the souls of our righteous Martyrs (Shahids)…  [Spokesman for PA Chairman Abbas and] Fatah Central Committee member and its official spokesman Nabil Abu Rudeina stated that President Mahmoud Abbas… repeated and stressed his position, to which he referred in his UN speech, regarding agreements signed with the Israeli government, and that if this government sticks to its non-commitment to these agreements, we will review them again... Abu Rudeina said that the Fatah Central Committee salutes the vast masses of our people who have risen up in order to protect their Al-Aqsa Mosque and the sites holy to Islam and Christianity in Jerusalem, and particularly those carrying out Ribat (i.e., religious conflict/war over land claimed to be Islamic) there.  In addition, the committee saluted the masses of our people, who have come out against the terrorist settlers who are murdering [Palestinians] in all the refugee camps, cities, and villages of the brave West Bank. The committee emphasized that the Fatah movement is, as ever, at the head of the national project, and it unites today with the masses of our people in defending their holy sites, land, homes, lives and farms. In August 2013, Israel agreed to release 104 Palestinian terrorists from prison, which was the PA's precondition for renewing peace talks. The terrorists were released in stages. The first group of 26 was released on Aug. 13, 2013. The second group of 26 was released on Oct. 30, 2013. The third group of 26 was released on Dec. 30, 2013. The fourth group was scheduled to be released on March 29, 2014, but Israel delayed their release while negotiating the terms for continuation of the peace talks. When the PA submitted requests for admission as a state to several international bodies, Israel cancelled the release.

Sheikh Muhammad Abu Sa’ada: “The Al-Aqsa Mosque awaits its Mujahideen (i.e., Jihad fighters), and its Martyrdom-seekers. The Al-Aqsa Mosque is waiting, and it knows that even if the occupier desecrates the Al-Aqsa Mosque, the heroes of Gaza are making preparations and are digging tunnels that lead to Al-Aqsa, and one day they will emerge in the [Al-Aqsa Mosque] plaza, the streets, and alleys, and proclaim: Allah is great! And will announce general mobilization against the brothers of apes and pigs… The Al-Aqsa Mosque awaits the heroes of the West Bank to launch Jihad, and kill every settler and every traitor they come across. Al-Aqsa awaits heroes.
We will be victorious, Allah willing, because Allah is with us. We will be victorious, Allah willing, because it was promised by God’s Messenger [Muhammad]. We will win, Allah willing, because there are Mujahideen, Murabitin (i.e., those who carry out Ribat, religious conflict/war over land claimed to be Islamic) and Martyrdom-seekers. We will be victorious, Allah willing, because there are people among us who strap explosive belts on their bodies, and look forward to their journey to Paradise, to meet [Islam’s] Prophet Muhammad and his companions. By Allah we will be victorious, Allah willing… We await a decision from our leader, who will tell us: “None of you will pray the afternoon prayer anywhere but in Tel Aviv. We will be victorious. We can see this moment, it is imminent.”

Assaf added in an interview with Mawtini Radio on Sunday [Oct. 4, 2015] morning that the occupation’s crimes and its direct executions of our young will not scare us, and will not prevent us from defending our Al-Aqsa [Mosque], our land, and our homes, but will rather increase our challenging [of this occupation] and insistence on opposing this occupation with all its components, soldiers and settlers alike. In addition, he called on our people to be vigilant and united in their stand against the settler terrorists in order to block their way, and not allow them to isolate our families and children. PA Mufti: Murabitin who fight Israeli soldiers at Al-Aqsa Mosque are "fulfilling their obligation" and protecting mosque from "those who seek to harm it"

     “At least 20 Palestinians were injured yesterday [Sept. 28, 2015] during confrontations that broke out after the break-in to the Al-Aqsa Mosque by the special forces of the occupation, which attacked the Murabitin (those carrying out Ribat, religious conflict/war to protect land claimed to be Islamic) and worshippers with stun grenades and rubber bullets… About 80 young people have closed themselves in and carried out Ribat in the Al-Aqsa Mosque since two nights ago... Dozens of masked people were seen throwing rocks at the occupation forces. A number of them succeeded in reaching the roof of the museum and the Mughrabi Gate Mosque (i.e., the mosque on the eastern part of the Temple Mount) and throwing rocks on soldiers and Jewish citizens under the [Western] Wall. Likewise, the police surveillance cameras recorded the throwing of Molotov cocktails at the biblical garden near the Mughrabi Gate…
[PA] Mufti of Jerusalem and the Palestinian Territories and preacher in the Al-Aqsa Mosque Sheikh Muhammad Hussein warned of the severe consequences of the repeated break-ins of the settlers to the blessed Al-Aqsa Mosque plaza under protection of the Israeli occupation forces, and [of the consequences of] the attacks against worshippers and Murabitin there. He saluted the protectors of the blessed Al-Aqsa Mosque and its Murabitin for fulfilling their obligation by protecting the place to where their Prophet [Muhammad] traveled, and urged everyone who can to come to the blessed Al-Aqsa Mosque, and carry out Ribat and pray in it, in order to deter those who seek to harm it. The PA considers any presence of Jews on the Temple Mount an "invasion."

"Division according to areas and times" refers to a proposed law (May 2013) being reviewed in Israeli Parliament that would allow for both Jews and Muslims to pray on the Temple Mount. The law seeks to designate separate prayer times and areas of the site for Muslims and Jews.

The Supreme Muslim Council was the institution in charge of Muslim affairs during the British Mandate. It was reestablished in 1967. The Council is not an institution under the PA but an independent organization.

PA Minister of Religious Affairs: Israel is trying to “Judaize the Al-Aqsa Mosque” and “attack the Ribat fighters,” Jews have nothing to do with the Temple Mount

     “[PA] Minister of Religious Affairs Yusuf Ida’is called attention to the danger of the recurring calls by extremist Jews to carry out extensive invasions of the Al-Aqsa Mosque… in order to give it, and all its parts, a Jewish Talmudic character. He stated that the occupation no longer hides its policy and daily activities to Judaize the Al-Aqsa Mosque, so that public opinion will get used to their [the Jews’] presence on the Al-Aqsa Mosque plaza and inside it [the Mosque], as if they are an authentic part of the place. This is in order to lessen the shock and pain of what the future holds … Ida’is stated that in a new step in the Judaization [process], the occupation will ask its Ministry of Foreign Affairs to organize visits for high-ranking officials to the Al-Buraq Wall (i.e., the Western Wall of the Temple Mount), accompanied by a series of media and propagandist deceptions and lies, which it will distribute worldwide, in order to attack the Al-Aqsa Mosque and the Ribat fighters (Murabitin - those carrying out Ribat, religious conflict/war to protect land claimed to be Islamic -Ed). One [deception] is that Al-Aqsa stands on the Jewish Temple, which needs to be rebuilt, and [another goal is to] mislead world opinion [with the claim] that the Muslims enjoy freedom of worship while the Jews do not.”

The PA considers any presence of Jews on the Temple Mount an "invasion."
PA government salutes Ribat fighters, calls on all Palestinians to carry out Ribat in Jerusalem

     “During the [PA] government meeting yesterday [July 28, 2015]… it stressed that the daily attacks against the Al-Aqsa [Mosque] and the worshippers are part of the crazed attack being led by the Israeli right and the settlers, under the Israeli government and its army’s protection and in flagrant complicity with them, in order to impose new facts on the ground. The [PA] government warned that if the Israeli government continues its current policy regarding Jerusalem and its holy sites, this would definitely cause the entire region to go up in flames, and drag it into a religious war.
The government saluted its people standing firm, and the Ribat fighters (i.e., Murabitin, those carrying out Ribat, religious conflict/war to protect land claimed to be Islamic), who are protecting the Al-Aqsa [Mosque] with their chests and their hands, and called on the Palestinian people, with all its parts and its popular and official institutes, wherever it may be, to stand as one protecting Jerusalem and it’s Al-Aqsa [Mosque], to carry out Ribat in it, and to come out against the plot to Judaize it.”
