“The [PLO] Commission of Prisoners and Released Prisoners’ Affairs published its annual report, which documents the occupation state’s arrests and violations, and its crimes against the male and female prisoners held in its prisons in 2017…
At the end of 2017 the number of prisoners reached 6,500 prisoners in the Israeli prisons, which are divided among approximately 22 prisons and detention centers…
[The prisoners include] approximately 350 children, including nine minors; 58 young women and women; 22 journalists; [and] 450 administrative detainees…
The great majority of the prisoners are from the West Bank, who constitute approximately 84.8%; approximately 10% are from Jerusalem, and 5.2% are from the Gaza Strip.
The veterans: 46 prisoners who have spent over 20 consecutive years since their arrest, including 23 prisoners who have served more than 25 years, 10 of whom have served over 30 years. The most veteran among them are prisoners Karim and Maher Younes (i.e., terrorist cousins who murdered an Israeli together), who have been imprisoned for the past 35 years. Among the 46 veteran prisoners, 29 have been imprisoned since before the Oslo Accords, and were supposed to be released as part of the fourth batch in March 2014 (see note below –Ed.).”

Younes was originally sentenced to life in prison, but Israeli President Shimon Peres reduced his sentence in 2012. In May 2017 Younes was appointed by PA Chairman Mahmoud Abbas to the Fatah Central Committee.

In August 2013, Israel agreed to release 104 Palestinian terrorists from prison, which was the PA's precondition for renewing peace talks. The terrorists were released in stages. The first group of 26 was released on Aug. 13, 2013. The second group of 26 was released on Oct. 30, 2013. The third group of 26 was released on Dec. 30, 2013. The fourth group was scheduled to be released on March 29, 2014, but Israel delayed their release while negotiating the terms for continuation of the peace talks. When the PA submitted requests for admission as a state to several international bodies, Israel cancelled the release.
