Israel is “1948 territories” in Fatah statement

In August 2013, Israel agreed to release 104 Palestinian prisoners, which was the PA's precondition for renewing peace talks:

     “The Palestinian National Liberation Movement, Fatah, declared yesterday [Oct. 28, 2013] that it and the Palestinian leadership will not forsake the prisoners until they return as free men to their people, their relatives and homes and continue their lives under the sun of freedom. […]
The movement saw the release of the second phase of veteran, pre-Oslo Accords prisoners as an important step on the way to releasing all the prisoners – ‘This release serves as a distinct national achievement because the released prisoners belong to many Palestinian factions. In addition, the next two phases will also include prisoners from our people in the 1948 territories (i.e., Israel).’
The movement called on the Palestinian people to welcome the released prisoners en masse, as the brave fighters should be welcomed, as a strong message proving that the Palestinian people does not forget its fighter prisoners and that breaking the veteran prisoners’ chains bodes well for the freedom of all the prisoners, who are on the way of freedom and independence.”
