Deputy PA PM: “Non-payment of the public employees’ salaries is less significant than subtracting one penny from the family of a Martyr or prisoner who sacrificed his life and freedom for Palestine"

“[PA] Deputy Prime Minister and Minister of Information Nabil Abu Rudeina said… during a tribute ceremony held yesterday [March 7, 2019] by the [PA] Ministry of Information for the ministry’s female employees for International Women’s Day… that the salaries (rawatib) of the families of the Martyrs (Shahids) and the prisoners will be paid regardless of the cost, and that it is not possible to abandon or treat lightly the livelihood of the Palestinian people’s heroes.
The deputy prime minister said that the Palestinian national decision that was made by [PA] President [Mahmoud Abbas] and the Palestinian leadership is not to accept the tax money if even one penny is deducted by Israel (referring to implementation of the Anti “Pay-for-Slay” Law to deduct terror salaries; see note below –Ed.), and that non-payment of the public employees’ salaries is less significant than subtracting one penny from the family of a Martyr or prisoner who sacrificed his life and freedom for Palestine and its heroic people, such as heroic Karim Younes (i.e., terrorist, murdered 1 together with an accomplice), who until now has served 37 years in the occupation’s prisons.”

Nabil Abu Rudeina also holds the positions of spokesman for PA Chairman Mahmoud Abbas and Fatah Central Committee member.
Israel's Anti "Pay-for-Slay" Law - Israeli law stating that the PA payments to terrorists and the families of dead terrorists is a financial incentive to terror. The law instructs the state to deduct and freeze the amount of money the PA pays in salaries to imprisoned terrorists and families of "Martyrs" from the tax money Israel collects for the PA. Should the PA stop these payments for a full year, the Israeli government would have the option of giving all or part of the frozen money to the PA.
The law was enacted by the Israeli Parliament on July 2, 2018, and its first implementation was approved by Israel's Security Cabinet on Feb. 17, 2019, when it decided to withhold 502,697,000 Israeli shekels (approximately $138 million) from the PA. In response, the PA announced it would not accept any of the tax money collected by Israel unless it also included the frozen amount.
During the initial parliamentary vote in 2018, the law's sponsor Avi Dichter said: “The Foreign Affairs and Defense Committee received much help in its deliberations... from Palestinian Media Watch who provided us with authentic data that enabled productive and professional deliberations, nuances that are very difficult to achieve without precise data.” [Israeli Parliament website, July 2, 2018]
Karim Younes - Israeli Arab serving a 40-year sentence for kidnapping and murdering Israeli soldier Avraham Bromberg in 1980 together with his cousin Maher Younes. Younes was originally sentenced to life in prison, but Israeli President Shimon Peres reduced his sentence in 2012. In May 2017 Younes was appointed by PA Chairman Mahmoud Abbas to the Fatah Central Committee.
