Fatah spokesman legitimizes Palestinian violence: “Resistance” is authorized by international community, Israel perpetrates terror, Quartet’s criticism of violence is support for “Israeli terror”
Headline: “Fatah holds the Quartet responsible for the occupation’s (i.e., Israel’s) decision to build 1,360 settler units in Jerusalem”
“[Official] Fatah Spokesman in occupied Jerusalem Raafat Alayan said in a press statement yesterday [July 4, 2016] that the Quartet’s (i.e., Middle East Quartet: US, EU, Russia, UN) siding with the occupation (i.e., Israel) in its latest recommendations has strengthened its (i.e., Israel’s) extremism towards the Palestinian people, and provided it with backing to continue the settlement of the Palestinian territories, and primarily Jerusalem…
Alayan added: ‘The siding [with Israel] expressed in the Quartet’s last notice and the selection of the Israeli occupation to head the international committee for fighting terror (i.e., The UN Legal Committee,) constitute an almost international alignment with terror itself.’ He demanded of the world that it ‘differentiate between the resistance, which is guaranteed to us by the international institutions as a people whose land is occupied, and terror, which Israel perpetrates as an entity that occupies the lands of the Palestinian people.’”
Note: PA leaders and officials have legitimized Palestinian violence by quoting UN resolution 3236 which "recognizes the right of the Palestinian people to regain its rights by all means." The PA interprets "all means" as including violence against civilians, but has chosen to ignore the continuation of the resolution which states that the use of "all means" should be "in accordance with the purposes and principles of the Charter of the United Nations..." The UN Charter prohibits targeting civilians, even in war. Chapter 1, Article 1, opens by saying that "international disputes" should be resolved "by peaceful means."
Quartet report, July 1, 2016 – A report in which the Quartet (US, EU, Russia, and UN) reiterated its position that “a negotiated two-state outcome is the only way to achieve an enduring peace that meets Israeli security needs and Palestinian aspirations for statehood and sovereignty, ends the occupation that began in 1967, and resolves all permanent status issues.” The Quartet expressed its concern "that continuing on the current course will make this prospect increasingly remote," and listed – in this order - the three "trends" it believes are causing the failure of the peace process:
1. Palestinian violence, terror attacks against Israeli civilians, and incitement to violence
2. Israeli settlement and denial of Palestinian development
3. Hamas arms build-up and military activity, the PA’s lack of control of the Gaza Strip, and the humanitarian crisis in the Gaza Strip
The Quartet also gave a number of recommendations.
