The quote is from a speech PA Chairman Mahmoud Abbas held on May 12, 2021.

The reference to the Sheikh Jarrah neighborhood of Jerusalem refers to Arab riots there in response to Israel's planned eviction of Arabs illegally living in properties owned by Jews who were expelled in the 1948 Israeli War of Independence. The Arabs were offered to stay if they would pay rent, but they refused.
