"Two-stage plan" to ensuring a "national Palestinian state:" 1) terrorist operations to inform Israel that they "stole the land," 2) "recognition of Palestine

Official PA TV, a film is shown about Salah Khalaf “Abu Iyad,” former head of the Black September terror organization

Salah Khalaf “Abu Iyad”: “After 1948, after the exile and the uprooting, and after 18 years of suffering, we saw that there is no choice for us – not as Palestinians, but as Arabs and the Arab nation – but to turn to weapons and force. We knew that the operations (i.e., terror attacks) that the self-sacrificing fighters were carrying out could not on their own liberate the land, but all of the fighting force and the material forces of the Arabs were capable of constituting a mighty force that would compel the enemy, in the first stage, to believe that this people whose land it stole has a right to have a national state. Afterwards, in the second stage, the enemy would necessarily recognize that it came as a thief, and that Palestinian flags will necessarily wave above all of Palestine.”

Abu Iyad (Salah Khalaf) - PLO Chairman Yasser Arafat’s deputy, one of the founders of Fatah, and head of the terror organization Black September, a secret branch of Fatah. Attacks he planned include the murder of 11 Israeli athletes at the Munich Olympics (Sept. 5, 1972) and the murder of two American diplomats in Sudan (March 1, 1973). It is commonly assumed that his assassin, a former Fatah bodyguard, was sent by the Abu Nidal Organization, a rival Palestinian faction.
