Planed Jewish town in the Negev is a "settlement" according to Official PA Daily

“The Israeli occupation government recently approved the establishment of a settlement in the Negev (i.e., in southern Israel) meant for ultra-Orthodox Jews called Kasif.

The settlement that they plan to establish will include more than 2,000 settlement housing units for 125,000 settlers. The settlement of Kasif will be established on the lands of Palestinian towns in the Negev (sic., near Israeli Bedouin towns in the Negev) such as Kuseife, Ar’ara, Hura, and others.”
