Jerusalem under assault
In 2009 the Palestinian Authority has initiated an unprecedented campaign of historical revision and anti-Israel libels concerning Jerusalem, the focal point being the erasure and denial of 3,000 years of Jewish history in Jerusalem.

In addition, the PA disseminates the libel that Israel is acting both to expel Arabs from Jerusalem and to destroy the Al-Aqsa Mosque. The Jerusalem libels are designed to evoke religious hatred by portraying Israel and the Jews as a threat to Arabs and Islam.

This section documents the recent intensification of the Palestinian Authority's campaign of distortion, historical revision and hate incitement surrounding Jerusalem.

Jerusalem is "land of Ribat" - holy Islamic land
The Palestinian Authority has adopted the Hamas ideology of framing the conflict with Israel as a religious war for Allah. Jerusalem and all of Israel are defined as "Ribat" - holy Islamic land - whose "liberation" and defense are said to be mandatory under Islamic law. The significance of the PA defining the conflict as “Ribat” is clear when reading how a PA schoolbook defines “Ribat":

"The Ribat for Allah is one of the actions related to Jihad ...The persistence of Palestine's people on their land in these days [i.e., Israel], and their persistence against the damage and the aggression they endure - is one of the greatest of the Ribat [fighting for Islamic land], and they are worthy of a great reward from Allah.... they are found in Ribat until Resurrection." [Islamic Education, grade 12, p. 86-87]

Since 2008, Palestinian leaders have frequently defined all of Israel, and particularly Jerusalem, as land of "Ribat" - i.e., areas which Muslims have a religious obligation to defend and liberate for Islam. In the past, it was specifically Hamas that defined the conflict with Israel as a religious war. Now, the PA - Fatah leadership regularly presents its war against Israel as a religious battle for Islam.
Qalqilya governor: Palestinians are carrying out “campaign of Ribat” under Abbas’ orders

In a speech on Oct. 17, 2014, Mahmoud Abbas called on all Palestinians to "carry out Ribat (religious conflict/war over land claimed to be Islamic) to protect Al-Aqsa Mosque from being "defiled" by Israel. PA TV broadcast that specific part of Abbas' speech 19 times in 3 days. In the same vein, the governor of Qalqilya states that Palestinians are carrying out Ribat to protect Al-Aqsa Mosque under the orders of Abbas:
     “During a popular and official meeting, Qalqilya District Governor Rafe' Rawajbeh inaugurated the campaign of Ribat (religious conflict/war over land claimed to be Islamic) for Jerusalem and for the Murabitin (those who carry out Ribat) at the Al-Aqsa Mosque… Rawajbeh summarized the systematic schemes, official Israeli attacks and the attacks of the settlers on Jerusalem and Al-Aqsa, which are aimed at completing the Judaization of Jerusalem and the division of Al-Aqsa according to time and space.
He said: ‘Our campaign today is [being carried out] at the command and under the guidance of the President [Mahmoud Abbas], in order to defend Al-Aqsa and because of the Israeli attacks and schemes to divide it according to space and time. In addition, it comes in view of the fact that some of our brothers are continuing to carry out Ribat inside Al-Aqsa in order to defend its history and the rights of the Muslims.’

Note: The physical division and division according to time refers to a proposed law (May 2013) being reviewed in Israeli Parliament that would allow for both Jews and Muslims to pray on the Temple Mount. The law seeks to implement separate prayer times for Muslims and Jews at the site.

Fatah spokesman calls on Palestinians to carry out Ribat and defend Al-Aqsa "using all means"

Assaf warned in press statements on Thursday [Oct. 30, 2014] of the dangerous consequences that are liable to arise from the closing of the Jerusalem Noble Sanctuary (i.e., Temple Mount) by the Israeli occupation authority, and called on our people to carry out Ribat (i.e., religious conflict/war over land claimed to be Islamic) at it and to defend it using all means. PA Minister of Religous Affairs: Closure of the Al-Aqsa Mosque is part of an Israeli plot to "divide it by times and areas" which may lead to a religous war, calls to carry out "Ribat" at the mosque

     "[PA] Minister of Religious Affairs Sheikh Yusuf Ida’is said today, Thursday [Oct. 30, 2014], that the closing of the blessed Al-Aqsa Mosque by Israeli occupation forces today, for the first time since the Israeli occupation of Jerusalem in 1967, is nothing but a new plot to divide it by times and areas. He called to pay a lot of attention to this dangerous step, which harms the Muslims' exclusive rights to the Al-Aqsa Mosque, from a religious, political, and legal perspective...Ida'is added: 'The actions that Israel has been taking for a long time, such as bills regarding sovereignty over the Al-Aqsa Mosque, forbidding the broadcast of the call to prayer, and harming the Murabitin (i.e., those carrying out Ribat, religious conflict/war to protect land claimed to be Islamic), hitting them, and expelling them from the Al-Aqsa Mosque, are pushing the region to violence and igniting tempers, in an attempt to establish a religious war that will include the whole region...' Ida'is demanded of the faithful that they carry out Ribat at the Al-Aqsa Mosque and break this oppressive step [of closing the mosque], which reflects religious persecution against the Muslim faithful."

PLO Executive praises violence in Jerusalem, calls for "Ribat (Islamic religious war) in Al-Aqsa and its environs"

     “PLO Executive Committee Member and Head of the Department for Jerusalem Affairs Ahmed Qurei ‘Abu Alaa’ said that the settler herds’ invasion of Al-Aqsa (i.e., the Temple Mount) through the Mughrabi Gate, their attack on the Murabitat (women who carry out Ribat, religious conflict/war over land claimed to be Islamic) and the arrest of the citizen and Old City resident Samiha Joudeh as she was entering the Mosque, amount to war crimes, perpetrated by the Israeli occupation government as part of its infringement of the [Muslim’s] freedom of worship. Qurei reiterated his firm opposition to all violations and to the offensive of daily invasions Israel is carrying out against Al-Aqsa. Abu Alaa addressed the gravity of the situation in Jerusalem, particularly in the blessed Al-Aqsa Mosque, as a result of the destruction and Judaization the settlers are spreading in the Mosque’s plazas.
Qurei called for increased presence and Ribat in Al-Aqsa and its environs. He welcomed the efforts of the residents of Jerusalem to block the attacks and invasions of the settlers and extremist Jews, and the fact that they were preventing them, with chests bared, from entering the Mosque and touring its plazas.”

Abbas advisor calls on Palestinians to "perform Ribat" to "save the Al-Aqsa Mosque from the ‎schemes of Judaization"

‎     “The [PA’s] Supreme Shari’a Judge and ‎Advisor to President [Mahmoud Abbas] on ‎Religious and Islamic Affairs, Mahmoud ‎Al-Habbash, called on the Arab and ‎Islamic governments and nations to work ‎seriously to save the Al-Aqsa Mosque ‎from the schemes of Judaization and the ‎division being planned by the occupation ‎authorities, [which are] similar to what ‎happened at the Ibrahimi Mosque (i.e., ‎The Tomb of the patriarchs in Hebron). [Al-‎Habbash’s statement came] in view of the ‎rise in the number of cases of desecration ‎of Al-Aqsa by the settlers, and in light of ‎the fact that the occupation authorities ‎have closed its doors to Muslims, with the ‎aim of allowing the settlers to invade it. Al-‎Habbash emphasized that the actions of ‎extremist settlers, Israeli MPs and senior ‎Israeli officials, such as the terrorist [Israeli ‎MP] Moshe Feiglin are doing, will not give ‎any right whatsoever to the Al-Aqsa ‎Mosque to non-Muslims, and this could ‎trigger a religious war that would destroy ‎everything. Islamic-Christian Jerusalem Council calls on Palestinians to wage Ribat at Al-Aqsa Mosque

     “Secretary-General of the Islamic-Christian Council for Jerusalem and the Holy Places Hanna Issa called on the residents of Jerusalem and the brothers from the Palestinian interior (i.e., Israel) to come to the Al-Aqsa Mosque and wage Ribat (religious conflict/war over land claimed to be Islamic) in it, in light of the aid being provided by the Israeli Security Forces to the Zionist attacks aimed at invading Al-Aqsa …
At the end of the statement, the Secretary-General said that this series of steps and preparations [toward invading the Al-Aqsa Mosque] are being carried out before the [Jewish] holiday of Shavuot, one of the holidays of pilgrimage ordained by the Torah, meaning that masses of Jews are required to perform pilgrimage to and enter the Al-Aqsa Mosque to perform the commandments of the Torah… This reveals, if anything, the extent of the brutal attack being planned to implement their plans of building the alleged Temple on the ruins of the Al-Aqsa Mosque, in full cooperation with the [Israeli] National Security Forces.”

Note: The PA considers any presence of Jews on the Temple Mount an "invasion." However, all visitors are subject to rigorous checks by Israeli security personnel before being granted access to the Temple Mount.

Fatah: We are "fighting nation engaged in Ribat," and we "bear the rifles of the revolution‎"

Fatah’s Jenin branch issued a statement ‎in response to the attack, in which it said: ‎‎‘We will strike with an iron fist anyone ‎tempted to wreak havoc among the ranks ‎of our fighting nation engaged in Ribat ‎‎(i.e., religious conflict/war over land ‎claimed to be Islamic) at this politically ‎difficult stage of our national cause.’ The ‎statement emphasized that ‘[our] men bear ‎the rifles of the revolution on their ‎shoulders only to confront the oppressive ‎occupation, and the rifles that fired on the ‎car of [our] warrior brother, the Secretary of ‎the branch, Ata Abu Rmeileh… are the ‎rifles of mercenaries, rifles [of] civil war, ‎that received their orders from the Israeli ‎General Security Services.’”‎

Official PA TV reporter: “The world campaign for solidarity with Commander Ahmad Sa’adat and the prisoners in the occupation prisons took place in the area of Hamrah [Street in Beirut]. [The participants] called for supporting the prisoners’ movements, and condemned the suffering of the prisoners in their prisons…”

Mufti in PA daily: Palestinians "stand firm on the land of Ribat"

     “Oh brother believers in the world’s East and West. In these fateful days that our Palestinian people, who stand firm on the land of Ribat (i.e., religious conflict/war over land claimed to be Islamic), are undergoing, the Al-Aqsa Mosque and its people are subject to dangerous attacks intended to secure a takeover of the Al-Aqsa Mosque, the city of Jerusalem and its environs. These hostile and ominous attacks are illustrated by excavations conducted by the enemy beneath the Al-Aqsa Mosque in order to damage it.”

Fatah official calls for Palestinians to carry out Ribat at Al-Aqsa Mosque

     “The Fatah movement called yesterday [Oct. 10, 2013] for the Palestinian people to enlist en-masse and protect the Al-Aqsa Mosque in light of the ongoing invasions (the mere presence of Jews on the Temple Mount is considered an "invasion." However, all visitors are subject to rigorous security checks on the Israeli side before being granted access to the Temple Mount. – Ed.) and acts of desecration it is subject to by gangs of settlers and Jewish rabbis, [who are] protected by Israeli occupation soldiers.

PA Minister of Religion: Palestine is “the land of the Ribat fighters”

Eid El Fitr [holiday] sermon by PA Minister of Religious Affairs Mahmoud Al-Habbash. He talks of 26 prisoners that were imprisoned before the Oslo Accords and who are about to be released in a goodwill gesture by Israel in August 2013:
     “In a few days, those of whom it was said that they would never leave prison – those who sat for decades in the occupation’s prisons, 20 years, more than 20 years, and some of them 30 years in the occupation’s prisons, so that people of little faith who don’t believe in themselves, in their people and in their leadership, thought the [prisoners] would never see sunlight of freedom – yet here they are, about to leave, about to touch freedom, embrace freedom in the land of freedom, in the land of the free, the land of the honored, the land of the Ribat fighters (Arabic: Murabitun, people carrying our Ribat – religious conflict/war over land claimed to be Islamic), the land of Jerusalem and Jerusalem’s surroundings.”

PA TV sermon calls for “men, women, youth, and elders” to engage in Ribat to “restore Jerusalem”

PA TV broadcast of the Friday sermon from the Al-Tashrifat Mosque in the presidential compound. Sermon delivered by Minister of Religious Affairs Mahmoud Al-Habbash:
     “How can we restore Jerusalem, how can we restore Jerusalem if we will not be the soldiers, if we will not be the ones who conduct Ribat (religious conflict/war defending Islamic land), if we will not be the ones who conduct Ribat over Jerusalem’s soil, if the nation will not join its leaders, its clerics, people, leaders, men, women, youth and elders? If it [the nation] will not come to Jerusalem, then Jerusalem will be lost.”

PA Sheikh calls for people to go to Al-Aqsa Mosque and “perform Ribat”

During Passover 2013, member of Israeli Parliament Moshe Feiglin sought to visit the Temple Mount. The PA daily portrayed his intention to visit the site as a “call to invade the Al-Aqsa Mosque”:
     “National personalities and unofficial activists denounced Israeli Parliament member Moshe Feiglin’s call to invade the Al-Aqsa Mosque today to mark the Hebrew Passover holiday. Member of the PLO Executive Committee and Head of PLO department of Jerusalem Affairs, Ahmed Qurei ‘Abu Alaa’ warned of the consequences of these recurring attacks and of the racist calls to invade the Al-Aqsa Mosque. He said that the almost daily invasions of the blessed Al-Aqsa Mosque…and the call to build the alleged Temple testify to a dangerous Judaizing plot which puts Jerusalem in real danger, therefore it is necessary to work seriously and decisively to end these gross violations and the uncaring policy adopted by Netanyahu’s most extreme and racist government.
Yusuf Ida'is, President of the Supreme Islamic Court and Chairman of the Supreme Council of Islamic Law, called on our people wherever they may be found – especially the residents of Jerusalem and the land occupied in 1948 (i.e. Israel) – to head towards the blessed Al-Aqsa Mosque and perform constant Ribat (religious conflict/war defending Islamic land) to protect it. This was in response to Feiglin’s call. He put full responsibility for the crimes against the holy city and its holy sites on the Israeli occupation government. Sheikh Ida’is emphasized that the Israeli occupation government, including all its different branches, continues its attempts to Judaize the city of Jerusalem and its holy sites. He made it clear that the Al-Aqsa Mosque is in grave danger because of the unceasing excavations underneath it and the recurring invasion of herds of settlers.”

Fatah official Abbas Zaki: Palestinians are “the nation of Ribat”

PA TV's Topic of the Day interviewed Abbas Zaki, member of Fatah's Central Committee, about the anniversary of Abu Iyad's assassination. Zaki also spoke about historic ties between Christianity and Islam.
     Abbas Zaki: "This is what is written in the Quran. That we are the nation of Ribat (religious conflict/war over land claimed to be Islamic), the nation of Jihad. All the world's Christians – who are now running after Israel – all of them know that Jesus was a Palestinian and that the Church of the Resurrection (i.e., the Church of the Holy Sepulchre in Jerusalem) and the Gethsemane Church are Palestinian. And praying Muslims didn't pray until after Muhammad made the Night Journey from the Sacred Mosque (in Mecca) to the Distant Mosque (Al-Aqsa, in Arabic) and ascended to heaven and descended and prayed with the prophets. And we and the Christians [are bound by] the Pact of Omar, and the time has come for Muslims to wake up. They have no prayer if they abandon Jerusalem."

Note: The Pact of Omar was a seventh century treaty between Muslims and Christians that gave some degree of religious freedom to Christians and Jews as Dhimmis, as long as they abided by certain laws and restrictions.

PA minister: Continue Ribat and Jihad until Jerusalem is returned

PA TV broadcast the Friday sermon delivered by PA Minister for Religious Affairs Mahmoud Al-Habbash at the Tashrifat Mosque in the PA presidential compound, Ramallah on Dec. 21, 2012. PA Chairman Mahmoud Abbas and the Secretary General of his office, Al-Tayeb Abd Al-Rahim, were in the congregation.
     Habbash: “We say to the whole world, we say to the occupation government, to whoever supports the occupation government to whoever defends the occupation government in international forums: As Allah lives, we are continuing what we do; we are continuing our Ribat (religious conflict to defend Islamic land). We are continuing our Jihad. We are continuing with our resolve. We are continuing to hold on, until Allah grants us victory, until Allah grants victory to our cause, until our Jerusalem is returned to us, until our state is established, or until we die. As Allah lives, this is one of two good things: Victory or Shahada (Martyrdom death for Allah). There is no third option. Either victory or Martyrdom death.”

Friday sermon delivered by Minister of Religious Affairs, Mahmoud Al-Habbash. In audience: PA Chairman Mahmoud Abbas; Secretary General of the Presidential Office, Al-Tayeb Abd Al-Rahim; Jibril Rajoub.
     Al-Habbash: "This [Al-Aqsa] mosque will remain a mosque. We will not abandon this soil; we will not abandon this land; we will not abandon this mosque. We will remain in it, we will live in it and we will die in it. We will resist through our presence upon our land. We will resist through Ribat (religious conflict/war to defend Islamic land) and resolve; we will resist by building, and we will resist by every means... Ribat upon this land is an honor… Yesterday, this occupation perpetrated a crime. It was carried out by one of the members of the terror movements, who are referred to as the so-called 'settlers'. These settlers are all – all of them – terrorists; terrorists in the full sense of the word. Every settler who lives upon Palestinian land, who steals Palestinian land, is a terrorist."
