"The salaries (rawatib) of the prisoners of freedom are a right that is guaranteed to them, and colonialist Israel, the US, and anyone else cannot under any circumstances be allowed to harm this right, which is guaranteed to them as freedom fighters according to the Palestinian national criteria and laws and international [ones]... The prisoners' cause is the cause of every Palestinian family, and it is necessarily a general cause of the [Palestinian] people and of its political leadership. None of their financial, social, or political rights can be relinquished. Their salaries are an obligation upon the people and the leadership."
