"The crop of this drug [marijuana] is one of the crops that have spread in recent years in the homeland's various districts, and it is largely concentrated in Area C (i.e., areas of the West Bank under full Israeli administration according to the Oslo Accords) due to the full Israeli security control over them… Actually, the lack of Palestinian security control in these areas has opened the door wide before dealers of this affliction.
