Saeb Erekat - member of the Fatah Central Committee and PLO Executive Committee. Erekat was one of the negotiators of the Oslo Accords and has been the PLO chief negotiator since 1995. He resigned from his post in 2003 and 2011, but subsequently was reappointed. As of Aug. 2, 2018, his official titles are PLO Executive Committee secretary and head of the PLO Department of Negotiations.

Saeb Erekat also holds the position of PLO Chief Negotiator.

"Secretary of the PLO Executive Committee, [Fatah Central Committee member, and PLO Chief Negotiator] Saeb Erekat condemned the FIFA Disciplinary Committee decision against [Chairman of the Palestinian Football Association and Fatah Central Committee Secretary] Jibril Rajoub (FIFA suspended him for a year and fined him 20,000 Swiss francs for incitement; see note below –Ed.).
In a statement he published today (Saturday) [Aug. 25, 2018], Erekat called on FIFA to reexamine the decision, especially in light of the fact that they did not listen to testimony and did not examine the evidence that Rajoub's legal advisor requested [they examine].

He expressed sorrow that the claims and pressures that groups of settlers applied to FIFA succeeded, while the Palestinian bodies were struggling to rein in the policy of Israel – the occupying power – to politicize sport and abuse it in order to whitewash its illegal actions…

He said: 'We condemn Rajoub's sentence and wonder at it, at a time when six football teams that play in the Israeli league on the land of the occupied State of Palestine, which come from illegal colonial settlements, need to be sentenced."
PLO official: US bill to reduce the number of recognized Palestinian refugees is “unacceptable and illegal”

"Secretary of the PLO Executive Committee, [Fatah Central Committee member, and PLO Chief Negotiator] Saeb Erekat said that the American plan to legislate a new law, which would recognize only 40,000 refugees instead of 5.2 million, is an unacceptable and illegal matter, which cannot affect the current situation one iota.
Erekat added that the move initiated by American Senator (sic., Representative) Doug Lamborn 'is an inseparable part of the deal of the century (referring to US President Donald Trump's as yet unpublished Middle East peace plan –Ed.), whose goal is to annul the refugees' right [of return], and it is consistent with the racist [Israeli] nation-state law (see note below –Ed.), which constitutes the cornerstone of the suspicious deal.'
He emphasized that the refugees' rights are protected in accordance with UN Resolution 194."

In July 2018 US Representative Doug Lamborn proposed a bill to limit US money allocated to UNRWA until it works to resettle only the original Palestinian refugees.

Jewish Nation-State Law – law passed by the Israeli Parliament on July 19, 2018, which codifies in Israel's Basic Law that Israel is the home of the Jewish nation with Jerusalem its capital, and the Hebrew calendar its official calendar.

UN Resolution 194 (Chapter 11, Dec. 11, 1948) states that "the refugees wishing to return to their homes and live at peace with their neighbors should be permitted to do so at the earliest practicable date, and that compensation should be paid for the property of those choosing not to return."

PLO officials: “[PA] leadership will continue to pay the salaries of the prisoners”

“PLO Executive Committee member Hanan Ashrawi said: ‘The law to deduct the allowances (mukhassasat) of the prisoners and wounded from the tax money, which was passed by the Israeli Parliament (refers to law deducting terror salaries from taxes collected for the PA; see note below –Ed.), is a violation of the Fourth Geneva Convention and the international conventions, as whoever holds prisoners is obligated to protect their lives and sustenance (the Fourth Geneva Convention relates to civilians in wartime, not terrorists imprisoned for criminal acts –Ed.). This law also contradicts the Paris Agreement, which Israel has violated and which gave it authority to hold direct contact with the world (sic., Israel has always had such authority; the Paris Agreement established economic relations between Israel and the PLO), and it abused this in order to turn us into consumers of Israeli goods.’ …
PLO Executive Committee Secretary, [Fatah Central Committee member, and PLO Chief Negotiator] Saeb Erekat said at a press conference held two days ago [July 4, 2018] that the leadership will continue to pay the salaries (rawatib) of the prisoners, the families of the Martyrs (Shahids), and the wounded, despite the occupation authorities’ decision to deduct their allowances from the PA’s tax money.”

      “[Secretary of the PLO Executive Committee, Fatah Central Committee member, and PLO Chief Negotiator Saeb] Erekat said that the [Palestinian] leadership is preparing to sue Israel for its crimes against the unarmed demonstrators at the Marches of Return (refers to violent riots at the Gaza-Israel border; see note below –Ed.). [He said:] ‘We will also ask the International Criminal Court’s legal committee to launch an investigation of the Israeli crimes, including the settlements, according to the complaint that was submitted by the State of Palestine. The committee will monitor the topic of the law deducting the allowance (mukhassasat) money of the Martyrs (Shahids), prisoners, and wounded’ (refers to Israeli law deducting terror salaries from tax money collected for the PA; see note below –Ed.).
Erekat explicitly stated that the leadership will continue to pay the salaries (rawatib) of the prisoners, the Martyrs’ families, and the wounded, despite the occupation authorities’ decision to deduct their allowances from the [Palestinian] National Authority’s tax revenues. Erekat noted that the [Israeli] law to deduct the prisoners’ allowances (mukhassasat, refers to an Israeli bill; see note below –Ed.) comes as part of an organized incitement campaign to present the Palestinian people’s struggle as a crime and to mislead world public opinion by marking our legal struggle against the occupation as terrorism.
He emphasized that Palestine has been paying the financial price of the occupation in light of [Israel] shirking its obligations to pay the salaries (rawatib) of the prisoners and the families that they provide for, and he mentioned Israel’s obligations as the one holding them [the prisoners], which also include financial obligations according to the Fourth Geneva Convention (sic., the Fourth Geneva Convention does not apply, see note below).
He said: ‘Israel is not only violating international law, but is also stealing and manipulating the prisoners’ money in favor of the occupation state through the extension of their term of imprisonment and the profits that it derives from what the prisoners pay in exchange for their food and their basic commodities for which the occupation state is obligated."

PLO official condemns the American decision to add the head of Hamas terror organization to “terror list”

Headline: “The PLO factions oppose that Haniyeh is being added to the terror list”

“The PLO yesterday [Feb. 1, 2018] announced its opposition to the American decision to add Hamas Movement political bureau Chairman Ismail Haniyeh to what is known as ‘the terror list’ of the American Department of the Treasury.
The National and Islamic Forces and factions also condemned the decision. PLO Executive Committee Secretary, [Fatah Central Committee member, and PLO Chief Negotiator] Saeb Erekat expressed his condemnations of and opposition to the American decision in a statement.
Erekat called to ‘remove the causes for division [between the factions] and to realize the national unity in order to defend the Palestinian national project and deal with the plots to eliminate it.’”

Palestinian National and Islamic Forces - an unaffiliated coordinating body comprised of representatives from factions in the PLO and outside the PLO. The Palestinian National and Islamic Forces were established in 2000 shortly after the start of the PA terror campaign (the second Intifada, 2000-2005), under the authorization of Yasser Arafat and the leadership of terrorist Marwan Barghouti. During the PA terror campaign it played an active role in coordinating political efforts and terror attacks against Israel, but since the end of the campaign it has been less significant and its activity is primarily centered in Gaza.

During US Vice President Mike Pence’s speech before the Israeli Parliament on Jan. 22, 2018, the Arab members of the Israeli Parliament disrupted his speech by waving posters showing a picture of the Church of the Holy Sepulchre and the Dome of the Rock with the following text in English and Arabic: “Jerusalem is The Capital of Palestine.” They were quickly removed from the plenum.

They said that they will not surrender to extortion. [...]
[PA] Presidential Spokesman Nabil Abu Rudeina said: 'This step, which is meant to close the PLO office, is an unprecedented step in the history of the American-Palestinian relations.'       “In response to the latest British statements regarding pride in the Balfour Promise (i.e., Declaration) and the fact that the British government is celebrating it and not apologizing for it (see note below –Ed.), Erekat emphasized: ‘There is no greater shame than to celebrate a colonialist promise in the 21st century. Britain should have used the opportunity to correct its sin, apologize to the Palestinian people for the historical injustice it caused to it, do justice with the victims through compensation among other things, recognize the State of Palestine, and to support the removal of Israel’s immunity, demand an accounting of it, and make it pay the price of its occupation’…
PLO Executive Committee member and Director of the Department for Refugee Affairs Zakariya Al-Agha said: ‘On exactly this day in 1917, Britain issued the ominous Balfour Promise (i.e., Declaration) that gave the Jews the right to establish a national homeland on the land of Palestine... This ominous promise is what led to the expulsion of our people from its homes and property after massacres and crimes were committed against it as part of an international plot.’"

He demanded that [Israel] first recognize the State of Palestine within the 1967 borders, with East Jerusalem as its capital, as that is the only way to reach a final agreement through which the State of Israel will live alongside the State of Palestine in security and peace…
He added: ‘Since when do [political] parties demand to recognize other states? Recognition is a matter of states and governments, and not of parties, and the truth is that not only has the State of Israel not recognized the State of Palestine, but rather the occupation government is currently destroying the possibility that such a state will exist.’"
