US President Donald Trump's administration announced on Aug. 31, 2018 that it was immediately cutting all $360 million of annual American funding to UNRWA (UN Relief and Works Agency for Palestine Refugees in the Near East). Explaining the decision, the US State Department said, "The fundamental business model and fiscal practices that have marked UNRWA for years – tied to UNRWA’s endlessly and exponentially expanding community of entitled beneficiaries – is simply unsustainable and has been in crisis mode for many years. The United States will no longer commit further funding to this irredeemably flawed operation." The move came after the US froze two planned payments to UNRWA in early January 2018 for more than $100 million, and the US administration spoke about the need to reexamine and conduct a reform of the UN body. This occurred after the PA refused to negotiate with Israel and cut diplomatic ties with America following US recognition of Jerusalem as Israel's capital on Dec. 6, 2017.

PA PM: PA leadership refuses to surrender to US “extortion,” US is no longer a peace partner

"[PA] Prime Minister Rami Hamdallah emphasized the refusal of the leadership – and primarily [PA] President Mahmoud Abbas and the [PA] government – to surrender to the American extortion and to the decisions that [US President Donald] Trump's administration has made and will make. He emphasized that it will not replace the firm national rights for political money. Hamdallah… again emphasized that the American administration is no longer a partner in establishing peace, and that at the moment it is a partner to the occupation and to undermining the stability – not only in Palestine, but in the entire region."

Fatah official warns against “an attempt by Israel to redefine a refugee in coordination with the American Congress” and that this is an attempt to “erase the refugees` issue”
Source: Official PA daily, Al-Hayat Al-Jadida, Aug. 27, 2018
Headline: "Shtayyeh: [Neither] America nor any other will ever succeed in erasing the refugees' issue; we will never bend to extortion"

"Fatah Movement Central Committee member [and Fatah Commissioner of Treasury and Economy] Muhammad Shtayyeh said that the continuation of the American and Israeli attempts to erase the refugees' issue and Jerusalem from the table will lead the Palestinian leadership to return to the starting point, which demands a political solution on the basis of historical Palestine, and not just a state in the 1967 borders.
Shtayyeh said yesterday [Aug. 26, 2018] in a statement to [the official PA radio station] The Voice of Palestine: '[Neither] America nor any other will ever succeed in erasing the refugees' issue. We will never bend to extortion and will never concede the right to return.' In this context, he warned against an attempt by Israel to redefine a refugee in coordination with the American Congress, and to cap the number of refugees at 40,000 (apparently referring to US legislation to redefine who are considered Palestinian refugees –Ed.).
He said that all of these American attempts are meant to please its ally, Israel, and to implement the first part of what is called ‘the deal of the century’ (i.e., US President Donald Trump's as yet unpublished Middle East peace plan)."

PLO official says the US is “Israel’s partner in a plot against our people’s inalienable rights,” and that “no one has the right to concede our refugees` right to return"
Source: Official PA daily, Al-Hayat Al-Jadida, Aug. 27, 2018
Headline: "Abu Houli: No one has the right to concede our refugees' right to return"

"PLO Executive Committee member and Head of the [PLO] Department of Refugee Affairs Ahmad Abu Houli said that the Palestinian refugees' issue is the core of the Arab-Israeli conflict in the region, and its solution will only be possible through the implementation of [UN] Resolution 194, which determines that the Palestinian refugees will return to their homes from which they were expelled in 1948…
He added: 'No one in the world has the right to concede our Palestinian refugees’ right to return to the homes from which they were expelled in 1948. The government of Israel will not succeed in absolving itself of the moral, legal, and political responsibility for the tragedy that has befallen the Palestinian refugees, and so too with the American administration, which has become the government of Israel’s partner in a plot against our people’s inalienable rights.'"

UN Resolution 194
(Chapter 11, Dec. 11, 1948) states that "the refugees wishing to return to their homes and live at peace with their neighbors should be permitted to do so at the earliest practicable date, and that compensation should be paid for the property of those choosing not to return." Palestinian leaders argue this means that all Arabs who left Israel during the war (hundreds of thousands) and their descendants (a few million) have a "right of return" to Israel. Israel argues that the resolution only calls for a limited return and only under certain conditions, especially focusing on the words "wishing to return... and live at peace with their neighbors."
Palestinian National Council: “The American administration proves every day that it is a full partner of the Israeli occupation in its policy and in all of its crimes, and it will never be part of the solution but rather part of the problem”
Source: Official PA daily, Al-Hayat Al-Jadida, Aug. 26, 2018
Headline: “Palestinian condemnation of the American ‘extortion’ after the cutting of financial aid”

“The Palestinian National Council viewed the American administration’s decision to cancel $200 million in financial aid (see note below –Ed.) as a continuation of ‘the financial sanctions war’ that [US] President [Donald] Trump’s administration is waging against our people and its leadership, so that they will agree to accept what is called ‘the deal of the century’ (refers to Trump’s as yet unpublished Middle East peace plan –Ed.). The council emphasized our people’s right to continue its legitimate struggle until it achieves all of its legitimate rights.
The Council said in a declaration from its chairman yesterday [Aug. 25, 2018] that ‘The American policy of extortion and pressures will never succeed... The American administration proves every day that it is a full partner of the Israeli occupation in its policy and in all of its crimes, and it will never be part of the solution but rather part of the problem, and in this way it is distancing itself once more from peace and is biased in favor of the settlements and the occupation…’ The council viewed Washington’s decision to cancel the financial aid that is estimated at more than $200 million as ‘cheap extortion meant to achieve political goals…’”

Editorial in PA daily criticizing Hamas-Israel ceasefire compares Trump to Shylock
Source: Official PA daily, Al-Hayat Al-Jadida, Aug. 19, 2018
"Ten years of Hamas against the national reconciliation [with Fatah], and only three months were required for Hamas to reach a reconciliation with the occupation (refers to ceasefire agreement under negotiation between Israel and Hamas -Ed.) in return for what can be called 'banking reliefs' - loans for improving its situation in power only! These are indeed loans, because Israel... will not give Hamas gifts and undoubtedly will not give it anything for free. Perhaps Hamas needs to read the story The Merchant of Venice by [William] Shakespeare today (refers to play in which the sly Jewish moneylender Shylock demands that a debtor repay him with a pound of his own flesh -Ed.), so that perhaps it will understand what it must pay in order to return these loans, particularly because this time Shylock is the merchant and the contractor [US President] Donald Trump!"

Political analyst on official PA TV: US President Trump’s “entirely Jewish team” is “working to eliminate the Palestinian cause”
Source: Official Palestinian Authority TV, Aug. 8, 2018
Official PA TV program Talk of the Hour, on the employment crisis of UNRWA (UN Relief and Works Agency for Palestine Refugees in the Near East) employees in “Palestine,” hosting publicist and political analyst Dr. Hani Al-Aqqad and supervisor of the UNRWA portfolio in the PLO Department of Refugee Affairs Muhammad Al-Subakhi

Publicist and political analyst Dr. Hani Al-Aqqad: “The letters exposed by the American paper Foreign Policy from [US Presidential Adviser] Jared Kushner speak about how UNRWA (UN Relief and Works Agency for Palestine Refugees in the Near East) has become useless and a source of corruption, and therefore it needs to be ended [since] it is not carrying out useful tasks. Also when this man [Kushner] speaks, he speaks in the language of the Israelis, the language of [Israeli Prime Minister Benjamin] Netanyahu’s government. He is not speaking an international language. You know and everyone knows that now the team, [US President Donald] Trump’s team, which is working to eliminate the Palestinian cause and end the struggle in favor of Israel, is an entirely Jewish team.”

Headline: “Abu Houli: The UN will determine the fate of UNRWA’s activity, not the US”

“PLO Executive Committee member and Director of the [PLO] Department of Refugee Affairs Ahmad Abu Houli emphasized that the American administration has no right to determine the fate of the mandate given to UNRWA (UN Relief and Works Agency for Palestine Refugees in the Near East, apparently referring to exposed e-mails from US Presidential Advisor Jared Kushner; see note below -Ed.).

In a statement published yesterday evening [Aug. 6, 2018], Abu Houli noted that the American administration’s accusations against UNRWA – according to which it has drawn out the problem of the refugees – are misleading, and their goal is to deceive the UN and execute [the American administration’s] plan to end UNRWA’s role and transfer its authorities to the governments of the states that are hosting the refugees…
Abu Houli rejected the White House’s call to change UNRWA’s mandate. He noted that this is coordinated with the hostile campaign that the occupation government is waging against UNRWA…
He emphasized that in accordance with the mandate that it was given by the UN, UNRWA will continue to provide services to the Palestinian refugees until the implementation of [UN] Resolution 194 and the return of the Palestinian refugees to their lands, from which they were expelled in 1948.”

Abbas aligns with Saudi Arabia against Canadian call to free human rights activists

"[PA] President of the State of Palestine Mahmoud Abbas emphasized that the Palestinian people and its leadership stand alongside the brothers in the kingdom of Saudi Arabia under the leadership of King Salman bin Abdulaziz and heir to the throne Prince Muhammad bin Salman.

Headline: “In response to the American plan to end UNRWA’s activity - the [PA] Presidential Office: The [PA] president and leadership’s position regarding the cause of Jerusalem and the cause of the refugees being the basis of any solution is firm”

It added that the exposure of the internal e-mails of White House advisors – in which Jared Kushner called to get rid of UNRWA in order to remove the issue of the refugees from the negotiation table (sic., while the article asserted these points it did not quote Kushner as saying them) – confirms what [PA] President Mahmoud Abbas has warned about: The danger in what the American administration has named ‘the deal of the century’ (i.e., referring to US President Donald Trump’s as yet unpublished Middle East peace plan), whose goal is to eliminate the Palestinian cause and deny the Palestinian people all of its legitimate rights.”

PLO official criticizes proposed US bill to reduce the number of recognized Palestinian refugees from 5.2 million to 40,000
Source: Official PA daily, Al-Hayat Al-Jadida, July 31, 2018
Headline: "The American Congress is attempting to eradicate the issue of the refugees"

"PLO Executive Committee member and Director of the [PLO] Department of Refugee Affairs Ahmad Abu Houli said that the American Congress has no right to determine the number of Palestinian refugees. He noted that the one that determines the number of refugees and manages their registration is UNRWA (UN Relief and Works Agency for Palestine Refugees in the Near East), as the international body experienced in taking care of them, assisting them, and employing them.
He added that the refugees' right of return includes all of the refugees' descendants, including the refugees that appear and those that do not appear in the UNRWA records.

In a notice published yesterday [July 30, 2018] in response to the activity of some American senators to legislate a new law – which will reduce the number of refugees to just 40,000 instead of 5.2 million – Abu Houli emphasized that the status of ‘refugee’ will continue to be attached to the Palestinians who were uprooted from their lands, their children, and their grandchildren as long as they are prevented from realizing their right of return. He added that this status will only be removed when they return to the lands from which they were uprooted in 1948, in accordance with [UN] Resolution 194."

In July 2018 US Representative Doug Lamborn proposed a bill to limit US money allocated to UNRWA until it works to resettle only the original Palestinian refugees.

UN Resolution 194 (Chapter 11, Dec. 11, 1948) states that "the refugees wishing to return to their homes and live at peace with their neighbors should be permitted to do so at the earliest practicable date, and that compensation should be paid for the property of those choosing not to return."

PLO official: US bill to reduce the number of recognized Palestinian refugees is “unacceptable and illegal”

"Secretary of the PLO Executive Committee, [Fatah Central Committee member, and PLO Chief Negotiator] Saeb Erekat said that the American plan to legislate a new law, which would recognize only 40,000 refugees instead of 5.2 million, is an unacceptable and illegal matter, which cannot affect the current situation one iota.
Erekat added that the move initiated by American Senator (sic., Representative) Doug Lamborn 'is an inseparable part of the deal of the century (referring to US President Donald Trump's as yet unpublished Middle East peace plan –Ed.), whose goal is to annul the refugees' right [of return], and it is consistent with the racist [Israeli] nation-state law (see note below –Ed.), which constitutes the cornerstone of the suspicious deal.'

Editorial in official PA daily conducts detailed comparison of images showing Abbas and US President Trump in meetings with Putin
Source: Official PA daily, Al-Hayat Al-Jadida, July 18, 2018
Headline: “Two pictures”

“The first picture is of [PA] President Mahmoud Abbas with Russian President Vladimir Putin during bilateral talks. In this picture we see President Mahmoud Abbas in his full political prowess… and the Russian president listening with attention and obvious respect.

The second picture is of US President Donald Trump together with President Putin in Helsinki. In this picture Trump is very embarrassed, with his head almost bowed, a concerned and vague look on his face, and pursed lips, while his hands are trying to fit together in a way that will save him from the moment of concern that is seen in his eyes. There is no talking in this picture, and Russian President Putin is looking into the distance with his head raised, without relating to his counterpart, as if he is telling the entire world: Where is the US at today with this president! …
President Mahmoud Abbas, who does not have even one of the arsenals of the US – not military, financial, or other [weapons] – is glowing in his picture… as a statesman, a leader of a national liberation movement, and an international fighter for truth, justice, and peace. He is very sure of his political positions, of their correctness, of their justice, and of their necessity for potential just arrangements…
On the other hand, the US president with the financial and military empire does not look this way in the picture with the Russian president. He looks like a student after a rebuke from a teacher, and his embarrassment, which is seen in his angry facial features, is like the embarrassment of one who made a mistake and was unable to find an excuse!"
